FDA Authorizes First Fruit-Flavored Vapes for Adults: A (Tiny) Step in the …

6 May 2026 – The World Vapers’ Alliance welcomes the FDA’s decision to authorize some fruit-flavored electronic cigarettes for adult smokers in the United States. For the first time, the agency has approved non-tobacco or menthol-flavored vaping products, but it is not enough.

The science on flavors has been clear for years. Adults using flavored e-cigarettes have 230% higher odds of quitting smoking than those using tobacco or unflavored products. Flavors are not a fringe preference. They are central to why vaping works as a tool for smokers who want to switch. In the US, only 2.1% of vapers report tobacco as their exclusive flavor, while the rest consume different flavors.

Michael Landl, Director of the World Vapers’ Alliance, commented:

“The FDA’s own scientists knew these products met the standard. Blocking them served no public health purpose. Adults who smoke deserve access to less harmful alternatives that actually work for them, and flavors are a big part of why they work. Many more products must be authorized immediately.

According to a Wall Street Journal report, the FDA’s own scientific reviewers had already signed off on the flavored products. Commissioner Makary’s office then halted those approvals with no clear public health justification, stalling a process that the agency’s own experts had already completed. The authorization ultimately came hours after President Trump reportedly pressed Makary directly in a meeting. 

The data backs this up. Adolescent vaping in the US is at the lowest level in a decade. Adolescent smoking is also at a record low. The argument that flavors inevitably drive uptake among young people has simply not held up. Restricting flavors has only pushed adult users back to cigarettes or toward unregulated black market products. 

The question now is whether this decision marks a genuine shift in how the FDA approaches harm reduction, or whether it remains an exception. Millions of smokers need access to less harmful alternatives that work. This authorization of a few flavored products is a start. The FDA must build on it.
