Travelling as a vaper can quickly turn from routine to complicated and in some places, outright restrictive.

Hong Kong is one of those destinations. With even stricter rules which came into force from April 30th, 2026, here are five things you should know before you go.

1. Legal access to vapes is essentially shut down

Hong Kong verboden the import, manufacture, and sale of vaping and heated tobacco products for commercial purposes. In reality, this leaves consumers with no legal way to access these alternatives.

2. Using vapes in public can cost you
Public use is prohibited. If caught, you can face fines of up to $3000, even for small quantities.

3. Penalties escalate quickly
If the quantity in your possession is considered large, penalties can increase to $5000 or even up to six months in jail. The line between “personal use” and “too much” is not always clear, which adds to the risk.

4. Travelling with your vape? Expect problems
Bringing your vape into Hong Kong is not allowed. There is a high likelihood it will be confiscated at the border. Authorities are actively enforcing the ban, with visible warnings across checkpoints and transport hubs.

5. The black market is the only alternative –  and a dangerous one
With legal access restricted, some may turn to the black market. But this comes with serious risks: no quality control, no transparency, and no guarantee of what you’re actually consuming.

Final note

Policies like these don’t eliminate demand, they just push it underground. For travellers who have switched away from smoking, Hong Kong presents a difficult and often unfair environment.
