Geneva, 20 November 2025 – Reports from Geneva reveal Denmark, backed by the European Commission, is aggressively pushing for a ban on vapes and nicotine pouches across the entire EU, in direct contradiction to the EU’s agreed position before COP11. This was reported by “De lucht klaren”, which cited leaked negotiating documents and sources at the World Health Organization’s tobacco control meeting.

Just a week ago, the EU agreed not to call for bans on less harmful nicotine products at the global level. Now, Denmark tries to undermine the process by pushing for a radical prohibition of both vapes and pouches, ignoring evidence and the principles of tobacco harm reduction.

The current push aligns Denmark and the Commission with countries like Brazil, which submitted proposals to the WHO calling for a complete rejection of harm reduction.

“This is an outright scandal. The EU Commission and Denmark have no mandate for more bans. They are betraying their promises, disregarding science, and attacking millions of Europeans who rely on vapes and pouches to quit smoking. This is an abuse of power. EU member states must immediately put an end to this agenda. If these bureaucrats want prohibition, they should go through the democratic process and face their voters, not push through backroom deals with the WHO.”

The World Vapers’ Alliance calls on all European governments to reject Denmark and the Commission’s attempt to impose prohibitions through the back door. The time for secret negotiations and empty promises is over. European people deserve evidence-based policies, not political games at their expense.
