Sverige, Tjeckien och Grekland kr\u00f6ntes till &quot;\u201c<a href=\"https:\/\/worldvapersalliance.com\/sv\/champions-of-change\/\">F\u00f6r\u00e4ndringens m\u00e4stare<\/a>\u201d av World Vapers&#039; Alliance f\u00f6r deras ledarskap inom minskning av tobaksskador. Dessa l\u00e4nder har bevisat att pragmatiska, evidensbaserade strategier \u2013 inriktade p\u00e5 s\u00e4krare alternativ snarare \u00e4n f\u00f6rbud \u2013 \u00e4r det snabbaste och mest effektiva s\u00e4ttet att minska r\u00f6kning. \u00c4nd\u00e5, \u00e4ven om de ger resultat, \u00e4r EU fortfarande tveksamt till att f\u00f6lja, och klamrar sig fast vid f\u00f6r\u00e5ldrad politik som sviker miljontals r\u00f6kare. Kommer Bryssel \u00e4ntligen att ta notis?<\/strong><\/em><\/p>\n<p class=\"\">Medan EU-institutionerna fortfarande \u00e4r f\u00e5ngade i debatter om f\u00f6rbud och straff, visar dessa tre l\u00e4nder vad som fungerar: de erbjuder s\u00e4krare alternativ och ger vuxna r\u00f6kare m\u00f6jlighet att byta.<\/p>\n<ul class=\"\">\n<li><strong>Sverige<\/strong>\u00a0\u00e4r p\u00e5 v\u00e4g att bli det f\u00f6rsta officiellt r\u00f6kfria landet i v\u00e4rlden. Med en nationell r\u00f6kningsgrad p\u00e5 bara 5,4% \u2013 och bara 4,5% bland svenskf\u00f6dda vuxna \u2013 uppn\u00e5r man EU:s m\u00e5l f\u00f6r 2040 16 \u00e5r f\u00f6re schemat. Denna framg\u00e5ng kom inte fr\u00e5n f\u00f6rbud eller skr\u00e4mseltaktik, utan fr\u00e5n pragmatisk politik som st\u00f6der snus, nikotinp\u00e5sar och vaping.<\/li>\n<li><strong>Tjeckien<\/strong>\u00a0har lett till EU:s st\u00f6rsta minskning av r\u00f6kningssiffrorna \u2013 en minskning med 231\u00a0TP4T mellan 2021 och 2024 \u2013 tack vare en omfattande strategi inriktad p\u00e5 skademinskning. Regeringen inkluderade denna strategi i sin nationella strategi mot beroende 2019\u20132027, reglerade e-cigaretter f\u00f6r att m\u00f6jligg\u00f6ra full tillg\u00e5ng till smak\u00e4mnen och beskattade vaping och uppv\u00e4rmda tobaksprodukter till betydligt l\u00e4gre skattesatser \u00e4n cigaretter. Under sitt ordf\u00f6randeskap i EU-r\u00e5det 2022 ledde Tjeckien ocks\u00e5 anstr\u00e4ngningarna att mots\u00e4tta sig restriktiva f\u00f6rslag p\u00e5 EU-niv\u00e5 och forts\u00e4tter att g\u00f6ra det genom TRIS-anm\u00e4lningsprocessen.<\/li>\n<li><strong>Grekland<\/strong>, en g\u00e5ng ett av Europas mest r\u00f6kande l\u00e4nder, har minskat sin r\u00f6kning med 14% mellan 2021 och 2024. Denna f\u00f6r\u00e4ndring f\u00f6ljde lanseringen av den nationella handlingsplanen mot r\u00f6kning 2019, som gjorde skademinskning till en central pelare. Planen f\u00f6rst\u00e4rktes av en lag som till\u00e5ter vetenskapsbaserade h\u00e4lsop\u00e5st\u00e5enden f\u00f6r r\u00f6kfria produkter, och 2023 godk\u00e4nde h\u00e4lsoministeriet budskap om minskad risk f\u00f6r uppv\u00e4rmd tobak. Tillsammans leder dessa \u00e5tg\u00e4rder till verklig f\u00f6r\u00e4ndring.<\/li>\n<\/ul>\n<p class=\"\"><strong>Trots dessa m\u00e4tbara resultat \u00e4r EU fortfarande fastl\u00e5st i ett f\u00f6rbudsmentalitetsperspektiv. Ist\u00e4llet f\u00f6r att erk\u00e4nna och upprepa skademinskningens framg\u00e5ngar forts\u00e4tter Bryssel att fokusera p\u00e5 smakf\u00f6rbud, \u00f6verdriven beskattning och vilseledande budskap till allm\u00e4nheten.<\/strong><\/p>\n<p class=\"\">Faran med detta tillv\u00e4gag\u00e5ngss\u00e4tt blev \u00e4nnu tydligare f\u00f6r bara n\u00e5gra veckor sedan, n\u00e4r interna dokument om den kommande \u00f6versynen av tobaksdirektivet (TED) l\u00e4ckte ut. Konsekvensbed\u00f6mningen avsl\u00f6jade kommissionens avsikt att inf\u00f6ra h\u00f6ga minimipunktskatter p\u00e5 alla alternativa nikotinprodukter \u2013 oavsett risk. Ett s\u00e5dant drag skulle oproportionerligt skada EU:s mest utsatta befolkningsgrupper, s\u00e4rskilt i l\u00e5ginkomstl\u00e4nder d\u00e4r r\u00f6kningssiffrorna fortfarande \u00e4r h\u00f6gst. Ist\u00e4llet f\u00f6r att hj\u00e4lpa r\u00f6kare att sluta, skulle det straffa dem som mest beh\u00f6ver s\u00e4krare alternativ.<\/p>\n<p class=\"\">Revideringen av tobaksdirektivet tornar ocks\u00e5 upp sig \u2013 b\u00e5de en risk och en m\u00f6jlighet f\u00f6r EU att \u00e4ndra kurs. Men ist\u00e4llet f\u00f6r att str\u00e4va mot skademinskning g\u00e5r m\u00e5nga medlemsstater i motsatt riktning.\u00a0<strong>Frankrike<\/strong>\u00a0har utlyst ett f\u00f6rbud mot nikotinp\u00e5sar.\u00a0<strong>Spanien<\/strong>\u00a0driver p\u00e5 f\u00f6r att f\u00f6rbjuda smaker i b\u00e5de vaping- och nikotinp\u00e5sar, samtidigt som man f\u00f6resl\u00e5r ett de facto-f\u00f6rbud mot p\u00e5sar genom att begr\u00e4nsa nikotinhalten till 0,99 mg per p\u00e5se. Smakf\u00f6rbud har redan antagits eller diskuteras i\u00a0<strong>Danmark, Estland, Finland, Ungern, Lettland, Litauen, Nederl\u00e4nderna,\u00a0<\/strong>och\u00a0<strong>Slovenien<\/strong>. I\u00a0<strong>Belgien<\/strong>, eng\u00e5ngsvapor \u00e4r nu f\u00f6rbjudna. Denna v\u00e5g av f\u00f6rbuds\u00e5tg\u00e4rder hotar att f\u00f6rst\u00f6ra de framsteg som gjorts i l\u00e4nder som Sverige, Tjeckien och Grekland \u2013 och riskerar att driva miljontals r\u00f6kare tillbaka till cigaretter eller in p\u00e5 illegala marknader.<\/p>\n<p class=\"\">EU har inte r\u00e5d att l\u00e5ta ideologi och desinformation forma n\u00e4sta generations tobakspolitik. EU m\u00e5ste erk\u00e4nna konsumenternas levda erfarenheter och de framg\u00e5ngshistorier som redan utspelar sig \u00f6ver hela Europa. Miljontals liv st\u00e5r p\u00e5 spel, och med sin nuvarande kurs f\u00f6rv\u00e4ntas EU missa sitt r\u00f6kfria m\u00e5l f\u00f6r 2040 med mer \u00e4n ett halvt sekel \u2013 och inte uppn\u00e5 det f\u00f6re 2100. Kostnaden kommer att m\u00e4tas i on\u00f6diga liv som f\u00f6rlorats.<\/p>\n<p class=\"\">Sverige, Tjeckien och Grekland har bevisat att n\u00e4r regeringar prioriterar vetenskap och konsumenternas val, minskar r\u00f6kningen. EU m\u00e5ste best\u00e4mma sig f\u00f6r om de ska f\u00f6rbli fastl\u00e5sta i en misslyckad modell \u2013 eller slutligen f\u00f6lja sina f\u00f6respr\u00e5kare och st\u00f6dja det som fungerar.<\/p>\n<p class=\"\">Trof\u00e9n som delades ut denna vecka var mer \u00e4n symbolisk. Det var en p\u00e5minnelse om att Europa redan har den vinnande strategin i sina h\u00e4nder.
