Volgens <\/span><a href=\"https:\/\/ntcp.mohfw.gov.in\/assets\/document\/surveys-reports-publications\/GATS-2-FactSheet.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">het wereldwijde onderzoek naar tabaksgebruik onder volwassenen<\/span><\/a><span style=\"font-weight: 400;\">, In India gebruikt 28,6 procent van de volwassenen tabak in een of andere vorm. Van hen rookt 10,7 procent, terwijl 21,4 procent rookloze tabak gebruikt, wat verreweg de meest voorkomende vorm van tabaksgebruik in India is. Is het dan wel logisch om minder risicovolle alternatieven te verbieden, terwijl de dodelijkste optie wel beschikbaar blijft voor consumenten? Dat is natuurlijk een retorische vraag.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Maar zelfs als we het argument van tabaksschadebeperking even buiten beschouwing laten, wat is dan het meest voorkomende gevolg van een verbod? Inderdaad: illegale handel.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">India vormt hierop geen uitzondering. Talrijke rapporten suggereren dat mensen in het hele land nog steeds vapen. En hoewel de overheid <\/span><a href=\"https:\/\/ntcp.mohfw.gov.in\/assets\/document\/surveys-reports-publications\/GATS-2-FactSheet.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">rapporten<\/span><\/a><span style=\"font-weight: 400;\"> Hoewel de overheid de tabaksconsumptie nauwlettend in de gaten houdt, negeert ze grotendeels de illegale handel in e-sigaretten. Het probleem negeren lost het niet op. Helaas is de situatie sindsdien niet verbeterd.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dit soort verbodsbeleid cre\u00ebert niet alleen een illegale markt die niet goed door de overheid wordt gecontroleerd. Het schept ook een omgeving waarin consumenten strafbaar kunnen worden gesteld simpelweg omdat ze kiezen voor een minder schadelijk alternatief.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Waarom gebeurt dit allemaal?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De vijandigheid van India ten opzichte van schadebeperking is deels te wijten aan de nauwe banden van het land met... <\/span><a href=\"https:\/\/extranet.who.int\/fctcapps\/fctcapps\/fctc\/kh\/TIInterference\/news\/india-maintains-ban-e-cigarettes-and-heated-tobacco-amid\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">uitlijning<\/span><\/a><span style=\"font-weight: 400;\"> De Wereldgezondheidsorganisatie blijft verschillende nicotineproducten behandelen alsof ze hetzelfde risico met zich meebrengen. Deze aanpak negeert het groeiende wetenschappelijke bewijs dat aantoont dat innovatieve alternatieven, zoals e-sigaretten en nicotinezakjes, aanzienlijk minder schadelijk zijn dan traditionele sigaretten.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Als legale en gereguleerde alternatieven wegvallen, stoppen rokers niet zomaar van de ene op de andere dag. Velen blijven roken, terwijl anderen overstappen op illegale producten. Geen van beide uitkomsten is bevorderlijk voor de volksgezondheid.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De ervaringen in India zouden als waarschuwing moeten dienen, niet als voorbeeld. Als het doel is om rokersgerelateerde ziekten terug te dringen, zouden beleidsmakers zich moeten richten op het aanmoedigen van rokers om te stoppen met tabak, in plaats van degenen te straffen die dat al proberen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Op bewijs gebaseerde schadebeperking is niet de vijand van tabaksbestrijding.
