Met dit teleurstellende tempo zal het blok zijn doel van een rookvrije EU in 2040 (een prevalentie van minder dan 51 per 4 ton) naar verwachting zo&#039;n 70 jaar missen. Toch presenteert het rapport de gezondheidswaarschuwingen, het mentholverbod en de marketingbeperkingen van de TPD als effectief, en stelt dat ze alleen nog &quot;aangevuld&quot; hoeven te worden met een breder aanbod van alternatieven.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Deze redenering negeert de wiskunde en presenteert smaakverboden, verboden op wegwerp-e-sigaretten en andere beperkingen op veiligere nicotineproducten als oplossing, waardoor ze bijna als sigaretten worden behandeld.<\/span><\/p>\n<h5><b>Een lobbyplan vermomd als analyse.<\/b><\/h5>\n<p><a href=\"https:\/\/clearingtheair.eu\/en\/post\/the-eus-bloomberg-report-part-1\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Het grootste minpunt van het rapport is de auteur ervan.<\/span><\/a><span style=\"font-weight: 400;\">. In plaats van een neutrale analyse was het <\/span><a href=\"https:\/\/ted.europa.eu\/en\/notice\/-\/detail\/48118-2023\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">uitbesteed aan een consortium onder leiding van het European Network on Smoking Prevention (ENSP).<\/span><\/a><span style=\"font-weight: 400;\">, een organisatie die wordt gefinancierd door Vital Strategies van Michael Bloomberg, een wereldwijde financier van campagnes ter vermindering van schade.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">ENSP lobbyt al lange tijd voor een algeheel verbod op e-sigaretten, pouches en meer. Ondanks het overduidelijke belangenconflict bij het uitvoeren van deze analyse, <\/span><a href=\"https:\/\/ethra.co\/news\/125-who-sets-tobacco-control-policies-in-the-european-union-accountable-civil-servants-or-third-parties\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">ENSP ontving \u20ac3 miljoen aan EU-belastinggeld.<\/span><\/a><span style=\"font-weight: 400;\"> om een \u201conderzoeksstuk\u201d te produceren dat perfect aansluit op hun verbodsgezinde wensenlijst., <\/span><a href=\"https:\/\/www.europarl.europa.eu\/RegData\/questions\/reponses_qe\/2023\/001241\/P9_RE(2023)001241_EN.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">ernstige twijfels oproepen<\/span><\/a><span style=\"font-weight: 400;\"> over onafhankelijkheid en transparantie.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Wat een evenwichtige evaluatie had moeten zijn, leest als activisme. Terwijl miljoenen ex-rokers alternatieve rookopties als reden voor hun stoppen noemen, betaalde Brussel hun tegenstanders om het verhaal te dicteren.<\/span><\/p>\n<h5><b>De kerntegenstrijdigheid van het rapport<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">De fundamentele tekortkoming van het rapport schuilt in de onsamenhangende logica: het benadrukt de stagnerende vooruitgang in de bestrijding van roken onder de TPD (Tobacco Products Directive), maar reageert daarop door zich te richten op de alternatieve nicotineproducten die in verschillende lidstaten juist tot grote successen hebben geleid bij het terugdringen van het aantal rokers.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Terwijl de EU treuzelt, <\/span><a href=\"https:\/\/worldvapersalliance.com\/wp-content\/uploads\/2025\/06\/Champions-of-Change-Harm-Reduction-Victory.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Zweden, Tsjechi\u00eb en Griekenland<\/span><\/a><span style=\"font-weight: 400;\"> Aantonen hoe het toegankelijk, betaalbaar en aantrekkelijk maken van veiligere alternatieven snelle vooruitgang richting rookvrije doelen bevordert:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Zweden loopt voorop in Europa op het gebied van schadebeperking en heeft een prevalentie van 3,71 TP4T (Total 4.000) aan rokers onder volwassenen bereikt: een werkelijk rookvrije samenleving, 16 jaar eerder dan de EU-doelstelling voor 2040. Dit succes is te danken aan decennialange onbelemmerde toegang tot snus, in combinatie met de snelle opkomst van moderne nicotinezakjes en e-sigaretten. Deze ontwikkelingen hebben volwassen rokers geholpen om over te stappen, terwijl de ziekte- en sterftecijfers als gevolg van roken aanzienlijk lager liggen dan het EU-gemiddelde.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tsjechi\u00eb kende de snelste daling van het aantal rokers binnen de EU, met een afname van 231 ton in slechts drie jaar (van 301 ton in 2021 naar 231 ton in 2024). Door e-sigaretten betaalbaar en onbelast te houden en ervoor te zorgen dat smaken beschikbaar blijven, heeft Tsjechi\u00eb laten zien hoe een pragmatisch beleid het stoppen met roken kan versnellen zonder risicoarme alternatieven te demoniseren.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Griekenland, ooit het land met de hoogste rookcijfers in Europa, heeft het tij drastisch gekeerd en het aantal rokers tussen 2021 en 2024 met 141 ton teruggebracht (van 421 ton naar 361 ton), wat neerkomt op ongeveer 600.000 minder rokers. Wetenschappelijk onderbouwde risicocommunicatie in combinatie met goedkope, aantrekkelijke alternatieven stelde volwassenen in staat om effectief over te stappen, waardoor een cultureel bolwerk van sigaretten een succesverhaal op het gebied van schadebeperking werd.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Deze landen bewijzen een simpele waarheid: wanneer regelgevers prioriteit geven aan het overschakelen op roken in plaats van aan een verbod, dalen de rookcijfers het snelst.<\/span><\/p>\n<h5><b>Tijd voor echte oplossingen<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">De Europese Commissie moet de realiteit onder ogen zien, naar de wetenschap luisteren en stoppen met het afdoen van tabakschadebeperking (THR) als louter een &quot;industriepraatje&quot;, terwijl de ervaringen van miljoenen ex-rokers worden genegeerd. TPD3 moet de keuzevrijheid, betaalbaarheid en smaak van volwassenen beschermen in plaats van veel veiligere producten gelijk te stellen aan dodelijke sigaretten.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Schadebeperking is niet alleen theorie, het levert in heel Europa concrete resultaten op.
