concepttekst<\/a> De richtlijn inzake accijnzen op tabak (TED) zou de minimumbelasting op verhitte tabak verdubbelen van \u20ac 155 naar \u20ac 360 per kilogram en een verplichte minimumbelasting van 55% van de verkoopprijs invoeren, wat nauw aansluit bij de eisen van NGO&#039;s die zich inzetten tegen tabak.<\/p>\n<p>De tekst negeert de eisen van duizenden EU-burgers en gezondheidsexperts die aan de bijeenkomst hebben deelgenomen. <a van 83 vooraanstaande experts op het gebied van de volksgezondheid<\/a> dat het belastingplan van de Commissie de wetenschap negeert en het risico met zich meebrengt dat de vooruitgang ongedaan wordt gemaakt.<\/p>\n<p>Michael Landl, directeur van de World Vapers&#039; Alliance, zei:<\/p>\n<p><em>\u201c<\/em><strong><em>Het is een ronduit contraproductief idee om minder schadelijke producten relatief duurder te maken dan sigaretten.<\/em><\/strong><em> Wanneer de prijsverschillen tussen sigaretten en minder schadelijke alternatieven verdwijnen, verliezen rokers de financi\u00eble prikkel om over te stappen. Het resultaat is voorspelbaar en tragisch. Minder mensen zullen stoppen met roken, en degenen die al zijn overgestapt, zullen weer gaan roken. <\/em><strong><em>Deze \u2018superbelasting\u2019 is geen op bewijs gebaseerd gezondheidsbeleid; het is een verbod op basis van de prijs.\u201d<\/em><\/strong><\/p>\n<p>Lidstaten die kritisch staan tegenover de hervorming hebben al alarm geslagen dat deze wijzigingen geen rekening houden met oproepen om de belastingen evenredig te verhogen, de prijsverschillen voor producten ter beperking van de schade te handhaven en de risico&#039;s van illegale handel serieus te nemen.<\/p>\n<p><em>\u201cLidstaten hebben herhaaldelijk gevraagd om moderatie, effectbeoordelingen en bescherming van schadebeperkende strategie\u00ebn. Het EU-belastingbeleid kan niet worden uitbesteed aan onverantwoordelijke belangengroepen, terwijl burgers en nationale overheden buitenspel worden gezet.<\/em><strong><em> Dit is ideologie vermomd als belastingheffing<\/em><\/strong><em>,\u201d <\/em>Landl voegde toe.<\/p>\n<p>De World Vapers&#039; Alliance roept verstandige lidstaten op zich te verzetten tegen een dergelijk regressief belastingplan en liever te luisteren naar de succesvolle landen in de EU. Zweden bewijst dat schadebeperking werkt. Met een rookpercentage van slechts 4,5 procent onder in Zweden geboren volwassenen heeft Zweden bereikt waar de rest van Europa alleen maar van kan dromen, 16 jaar eerder dan de EU-doelstelling voor 2040.
