{"id":6620,"date":"2025-11-21T11:17:39","date_gmt":"2025-11-21T16:17:39","guid":{"rendered":"https:\/\/worldvapersalliance.com\/?p=6620"},"modified":"2025-11-21T11:17:39","modified_gmt":"2025-11-21T16:17:39","slug":"cop11-day-5-the-eus-internal-battle-spills-into-geneva","status":"publish","type":"post","link":"https:\/\/worldvapersalliance.com\/nl_nl\/cop11-day-5-the-eus-internal-battle-spills-into-geneva\/","title":{"rendered":"COP11 Dag 5: De interne strijd van de EU verspreidt zich naar Gen\u00e8ve"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Nu de onderhandelingen op de COP11 hun vijfde dag ingaan, wordt het steeds duidelijker dat de grootste conflicten binnen de EU zelf plaatsvinden.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Volgens een rapport van <\/span><a href=\"https:\/\/www.euractiv.com\/news\/cop11-ngos-push-eu-countries-for-last-minute-common-stance-on-tobacco-rules\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Euractiv<\/span><\/a><span style=\"font-weight: 400;\">, hebben verschillende EU-landen de Europese Commissie en het Deense COP-voorzitterschap ervan beschuldigd <\/span><b>proberen verboden op vapen en andere veiligere nicotine-alternatieven via de achterdeur door te voeren\u201c<\/b><span style=\"font-weight: 400;\"> in Gen\u00e8ve, ondanks een formele overeenkomst dat de EU geen wereldwijd standpunt over dergelijke verboden zou innemen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De druk lijkt zich vooral te concentreren rond Artikel 4.5 van de COP11-agenda, waarin landen worden aangemoedigd om strengere regelgeving of een verbod op tabak, e-sigaretten en nieuwe nicotineproducten in te voeren. <\/span><b>De Commissie zou de EU-landen ertoe aanzetten een ambitieuzer standpunt in te nemen, terwijl Itali\u00eb, Griekenland en Polen zich hiertegen verzetten.<\/b><span style=\"font-weight: 400;\"> en opkomen voor nationale bevoegdheid, proportionaliteit en de noodzaak om beslissingen op bewijs te baseren.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Deze interne kloof binnen de EU is een belangrijke ontwikkeling. Het laat zien dat niet alle EU-landen bereid zijn de door de WHO geleide prohibitionistische strategie\u00ebn te volgen, vooral wanneer die strategie\u00ebn de lokale realiteit en wetenschappelijk bewijs negeren.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Deze strijd gaat niet alleen over COP11. <\/span><b>Het is een voorproefje van wat de EU gaat doen nu ze de Tabaksaccijnsrichtlijn (TED) en de Tabaksproductenrichtlijn (TPD) gaat herzien.<\/b><span style=\"font-weight: 400;\"> Als de Europese Commissie bereid is de interne consensus te negeren en internationaal verboden door te voeren, wat kunnen we dan verwachten achter gesloten deuren in Brussel?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lidstaten zullen waakzaam moeten blijven. De TED- en TPD-evaluaties zullen de nicotineregulering in Europa de komende jaren vormgeven \u2013 en de druk om zich aan te sluiten bij de WHO-achtige verboden zal alleen maar toenemen. COP11 heeft laten zien hoe sommige instellingen bereid zijn democratie en overeenstemming te omzeilen om ideologie te volgen. <\/span><b>Hetzelfde zou op EU-niveau kunnen gebeuren, tenzij er sprake is van transparantie, wetenschappelijke controle en leiderschap van de lidstaten.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Op een conferentie die al geschokt was door groeiende onenigheid, bevestigt deze laatste episode dat het verzet re\u00ebel is \u2013 en nog steeds groeit. Niet alleen spreken landen als Nieuw-Zeeland zich openlijk uit voor schadebeperking, maar nu weigeren ook de EU-lidstaten zich te laten verpletteren door ideologische standpunten uit Brussel en Gen\u00e8ve.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">COP11 legt de scheuren in het wereldwijde anti-nicotinehandboek bloot en de legitimiteitscrisis die momenteel ontstaat bij de instellingen die dit handboek promoten.<\/span><\/p>\n<p><a href=\"https:\/\/worldvapersalliance.com\/nl_nl\/cop11-media-pack\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Hier<\/span><\/a><span style=\"font-weight: 400;\"> vindt u meer achtergrondinformatie.<\/span><\/p>","protected":false},"excerpt":{"rendered":"<p>As negotiations stretch into their fifth day at COP11, it\u2019s becoming increasingly clear that the biggest fights are within the EU itself.
