{"id":6401,"date":"2025-06-23T12:08:59","date_gmt":"2025-06-23T16:08:59","guid":{"rendered":"https:\/\/worldvapersalliance.com\/?p=6401"},"modified":"2025-08-08T12:10:11","modified_gmt":"2025-08-08T16:10:11","slug":"dont-ignore-the-people-the-who-and-the-eu-must-listen-to-consumers-on-tobacco-harm-reduction","status":"publish","type":"post","link":"https:\/\/worldvapersalliance.com\/nl_nl\/dont-ignore-the-people-the-who-and-the-eu-must-listen-to-consumers-on-tobacco-harm-reduction\/","title":{"rendered":"Negeer de mensen niet: de WHO en de EU moeten naar consumenten luisteren \u2026"},"content":{"rendered":"<p><b>Terwijl beleidsmakers en internationale gezondheidsfunctionarissen in Dublin bijeenkomen om de toekomst van de regelgeving voor tabak en nicotine vorm te geven, ontbreekt er \u00e9\u00e9n perspectief: de stem van de consument.<\/b><\/p>\n<p>De uitsluiting van degenen die het meest getroffen zijn bij de\u00a0<a href=\"https:\/\/www.worldtobaccocontrol.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Wereldconferentie over tabakscontrole<\/a>, namelijk volwassen rokers, vapers en gebruikers van veiligere alternatieven, is niet alleen een omissie, maar een fundamentele tekortkoming in de wereldwijde tabaksbestrijding. Recente maatregelen, waaronder een\u00a0<a href=\"https:\/\/worldvapersalliance.com\/nl_nl\/voices-unheard-consumers-matter\/\" target=\"_blank\" rel=\"noopener noreferrer\">lichtshow en een stil protest<\/a>, bracht dit onrecht aan het licht.<\/p>\n<p>Het echte probleem blijft echter bestaan: de stem van de consument wordt genegeerd, terwijl prohibitieve maatregelen, vaak aangestuurd door machtige belangengroepen als Michael Bloomberg en de WHO, de agenda domineren.<\/p>\n<p>Deze uitsluiting is vooral gevaarlijk nu de wereld een keerpunt in het tabaksbeleid nadert. In november komen regeringen in Gen\u00e8ve bijeen voor de COP11 om te onderhandelen over de toekomst van het Kaderverdrag inzake tabaksontmoediging (FCTC). Dit proces heeft consumenten lange tijd buitenspel gezet en strategie\u00ebn voor schadebeperking afgewezen.<\/p>\n<p>Tegelijkertijd worden binnen de Europese Unie voorbereidingen getroffen voor de herziening van de Tabaksproductenrichtlijn (TPD). Het wetgevingsproces zal naar verwachting onder het Ierse voorzitterschap van de Raad in juli 2026 van start gaan. Ook de langverwachte actualisering van de Tabaksaccijnsrichtlijn (TED) ligt weer op tafel. Deze parallelle ontwikkelingen zullen samen de toekomst van het nicotinebeleid in Europa en de rest van de wereld bepalen. Dit zal de vraag opwerpen of beleidsmakers innovatie en schadebeperking zullen ondersteunen of een prohibitief beleid zullen versterken dat de volksgezondheid dreigt te ondermijnen.<\/p>\n<p>Duidelijk bewijs uit de afgelopen decennia in landen als Zweden, het Verenigd Koninkrijk en Nieuw-Zeeland heeft aangetoond dat veiligere nicotine-alternatieven \u2013 zoals vapen, nicotinezakjes en snus \u2013 het aantal rokers drastisch verminderen. Recenter zijn nationale strategie\u00ebn in\u00a0<a href=\"https:\/\/worldvapersalliance.com\/wp-content\/uploads\/2025\/06\/Champions-of-Change-Harm-Reduction-Victory.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Griekenland en Tsjechi\u00eb<\/a>\u00a0hebben ook laten zien hoe pragmatische schadebeperkingsmaatregelen daadwerkelijke winst voor de volksgezondheid kunnen opleveren.<\/p>\n<p>Toch lijkt de Europese Unie zich steeds meer aan te sluiten bij de achterhaalde en ideologisch gedreven aanpak van de Wereldgezondheidsorganisatie. Volgens een\u00a0<a href=\"https:\/\/worldvapersalliance.com\/nl_nl\/eu-turns-vapers-into-piggy-banks-lives-at-risk-as-eu-commission-pushes-for-extra-cash-instead-of-public-health\/\" target=\"_blank\" rel=\"noopener noreferrer\">gelekt document<\/a>, overweegt de Europese Commissie een aanzienlijke belastingverhoging voor alle alternatieve nicotineproducten.<\/p>\n<p>Andere gelekte conceptversies van voorstellen van de Commissie suggereren een verbod op smaakstoffen voor vapen en beperkingen op nicotinezakjes. Dit zijn precies de maatregelen die elders hebben gefaald. In plaats van de volksgezondheid te beschermen, riskeren deze maatregelen de verkoop van sigaretten te beschermen door de toegang tot minder schadelijke alternatieven te beperken.<\/p>\n<p>Maar deze aanpak is niet alleen misplaatst, maar ook fundamenteel antidemocratisch. Toen de World Vapers&#039; Alliance\u00a0<a href=\"https:\/\/worldvapersalliance.com\/nl_nl\/every-life-counts\/\" target=\"_blank\" rel=\"noopener noreferrer\">100.000 handtekeningen<\/a>\u00a0aan het Europees Parlement, waarin werd aangedrongen op de bescherming van schadebeperking, bleek dat er een groeiende kloof bestond tussen EU-beleidsmakers en de burgers die zij dienen. Dit waren geen lobbyisten van bedrijven \u2013 het waren gewone Europeanen die stopten met roken dankzij alternatieven zoals vapen en nu het risico lopen die middelen te verliezen, terwijl hun eigen vertegenwoordigers hen volledig negeerden.<\/p>\n<p>Ondertussen blijft het Kaderverdrag inzake tabaksontmoediging van de WHO (sterk gefinancierd door Michael Bloomberg) een uniform model voor onthouding promoten. Het resultaat is een verbod op veiligere producten, terwijl gewone sigaretten nog steeds overal verkrijgbaar zijn. In landen zoals Mexico en India heeft een door Bloomberg gesteund verbod op vapen rokers van haalbare alternatieven beroofd. Zal de EU deze fout herhalen?<\/p>\n<p>Er is nog tijd om van koers te veranderen. De EU kan het goede voorbeeld geven en pleiten voor evidence-based regelgeving die de consument centraal stelt in de beleidsvorming. Schadebeperking is geen maas in de wet: het is een levensreddende strategie, zoals blijkt uit landen die een historische daling van het aantal aan roken gerelateerde ziekten hebben gezien. De FCTC moet dit erkennen en de EU moet aandringen op deelname hieraan, in plaats van zich terug te trekken achter ideologie.<\/p>\n<p>Beleidsmakers moeten de druk van prohibitionistische campagnevoerders zoals Michael Bloomberg weerstaan en in plaats daarvan slimmere regelgeving omarmen die gebaseerd is op wetenschap en praktijkervaringen. COP11 mag geen zoveelste topconferentie achter gesloten deuren worden waar de stem van consumenten wordt buitengesloten en achterhaalde denkbeelden de overhand hebben. Het negeren van die stemmen zal ze niet doen verdwijnen \u2013 het zal alleen maar het wantrouwen vergroten en de vooruitgang vertragen.
