{"id":6374,"date":"2025-07-29T03:17:46","date_gmt":"2025-07-29T07:17:46","guid":{"rendered":"https:\/\/worldvapersalliance.com\/?p=6374"},"modified":"2025-07-29T03:17:46","modified_gmt":"2025-07-29T07:17:46","slug":"cop11-agenda-confirms-whos-hostility-towards-harm-reduction","status":"publish","type":"post","link":"https:\/\/worldvapersalliance.com\/nl_nl\/cop11-agenda-confirms-whos-hostility-towards-harm-reduction\/","title":{"rendered":"COP11-agenda bevestigt WHO&#039;s vijandigheid ten aanzien van schadebeperking"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">29 juli 2025 \u2013 De voorlopige <\/span><a href=\"https:\/\/fctc.who.int\/resources\/publications\/i\/item\/fctc-cop-11-1-provisional-agenda\"><span style=\"font-weight: 400;\">agenda<\/span><\/a><span style=\"font-weight: 400;\"> COP11 bevestigt dat de WHO en het secretariaat van de FCTC, in plaats van een evenwichtige, op wetenschap gebaseerde discussie te faciliteren over hoe het aantal sterfgevallen als gevolg van roken kan worden teruggedrongen, hebben gekozen voor een ideologisch geladen en uitsluitende aanpak.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Agendapunt 4.5 schetst schadebeperking als een plan van de industrie in plaats van een legitieme, op bewijs gebaseerde strategie voor de volksgezondheid. Het gebruik van aanhalingstekens rond &quot;schadebeperking&quot; duidt op een duidelijke politieke vooringenomenheid en delegitimeert het concept zelf voordat er ook maar enig debat heeft plaatsgevonden.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Michael Landl, directeur van de World Vapers&#039; Alliance, merkte op:\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cDe aanpak op COP11 is een bewuste poging om een echt debat de kop in te drukken. Door schadebeperking te bestempelen als een verhaal van de tabaksindustrie, wijzen ze bewezen oplossingen af en leggen ze miljoenen ex-rokers het zwijgen op, wier leven is verbeterd dankzij veiligere alternatieven. Dit is geen verantwoord beleid.\u201d<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">De agenda verwijst naar artikel 5.2(b) van de FCTC als wettelijke basis voor schadebeperking, hoewel dit artikel dit concept niet noemt. Dit staat in schril contrast met artikel 1(d), waar schadebeperking expliciet wordt genoemd als een van de drie pijlers van tabaksontmoediging, naast vraag- en aanbodreductie. Het omzeilen van artikel 1(d) is een berekende poging om een open dialoog te onderdrukken en de reikwijdte van het debat te beperken.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nog zorgwekkender is dat voorstellen van landen om de discussie over schadebeperking te stimuleren (zoals een eerder verzoek van een werkgroep door Saint Kitts en Nevis) volledig van de agenda zijn verdwenen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tijdens COP10 riepen verschillende landen \u2013 waaronder Nieuw-Zeeland, de Filipijnen, Guyana en Armeni\u00eb \u2013 op tot een evidence-based discussie over schadebeperking. Hun interventies waren wetenschappelijk onderbouwd en steunden alternatieven voor roken. Toch negeert de huidige agenda deze diversiteit en wordt het onderwerp eerder als een bedreiging dan als een kans gezien.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cGezien de succesverhalen van landen als Zweden, het Verenigd Koninkrijk, Nieuw-Zeeland en Japan is er geen excuus meer voor zo\u2019n vijandige houding ten opzichte van innovatie en vooruitgang.\u201d<\/span><\/i><span style=\"font-weight: 400;\"> voegde Landl toe. <\/span><i><span style=\"font-weight: 400;\">\u201cMiljoenen levens staan op het spel en de WHO blijft vasthouden aan achterhaalde dogma&#039;s.
