Zo wordt dat risico werkelijkheid.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Wanneer een gewild product volledig wordt verboden zonder dat er legale alternatieven of schadebeperkende maatregelen worden aangeboden, verdwijnt het niet. Consumenten, vooral rokers die op zoek zijn naar alternatieven, zoeken simpelweg elders. In landen als Oeganda, Kenia en Ethiopi\u00eb, waar nicotine-vapes verboden of sterk beperkt zijn, blijkt al dat het gebruik van illegale en ongereguleerde producten toeneemt.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Verbod cre\u00ebert schaarste, en schaarste drijft prijzen en winsten op. Dit zijn ideale omstandigheden waarin smokkelaars en criminele netwerken kunnen floreren.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Belastingmaatregelen die veiligere nicotineproducten zoals sigaretten behandelen, of erger nog, er een hogere belasting op heffen, negeren het risicocontinu\u00fcm van nicotinegebruik. Hoewel vapes niet zonder risico zijn, erkennen instellingen zoals Public Health England algemeen dat ze minstens 95% minder schadelijk zijn dan sigaretten.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Overbelasting drijft legitieme verkopers uit de markt en cre\u00ebert financi\u00eble prikkels voor illegale handelaren, die geen belasting betalen en de legale prijzen gemakkelijk kunnen onderbieden. In dergelijke juridische vacu\u00fcms gebeuren twee dingen: legitieme bedrijven blijven weg om onzekerheid en toekomstige verliezen te voorkomen, en illegale leveranciers vullen de leemte met ongereguleerde import, vaak van twijfelachtige kwaliteit.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ook als er wel regelgeving bestaat, is deze vaak het resultaat van gemakzuchtige kopieer-en-plak-benaderingen, waarbij buitenlandse tabakscontrolewetten, die zijn opgesteld voor heel andere sociale en economische contexten, op grote schaal worden ge\u00efmporteerd, zonder dat er rekening wordt gehouden met de lokale realiteit of de unieke uitdagingen van de Afrikaanse markten.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Zonder duidelijke, lokaal relevante regels kunnen autoriteiten geen normen handhaven en kunnen consumenten geen onderscheid maken tussen veilige en onveilige producten. Parlementaire controlebezoeken aan landen met proactieve en dampvriendelijke regelgeving, zoals het Verenigd Koninkrijk en Nieuw-Zeeland, kunnen het Afrikaanse beleid helpen vormgeven en wetgevers begeleiden naar evenwichtige kaders.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Op een continent waar tabaksgerelateerde ziekten jaarlijks honderdduizenden mensenlevens kosten, zou het een tragische mislukking zijn om veiligere alternatieven te ontzeggen of criminelen de controle over de aanvoer te laten hebben.
