Recente besluiten van de ministerraad hebben een regelgevingskader blootgelegd dat achterhaalde anti-vaping retoriek voorrang geeft, terwijl het op onverklaarbare wijze sigaretten beschermt, het schadelijkste nicotineproduct op de markt. Deze aanpak is niet alleen onzinnig, maar ook ronduit schadelijk voor de volksgezondheid.<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">Verplichting van de verkoop van vapes in speciaalzaken v\u00f3\u00f3r de verkoop van sigaretten<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">Een van de meest absurde maatregelen is de <\/span><a href=\"https:\/\/www.rijksoverheid.nl\/binaries\/rijksoverheid\/documenten\/vergaderstukken\/2025\/04\/11\/besluitenlijst-ministerraad-11-april-2025\/besluitenlijst-ministerraad-20250411.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">beslissing<\/span><\/a><span style=\"font-weight: 400;\"> om te bepalen dat vapes vanaf 2026 alleen nog in speciaalzaken verkocht mogen worden \u2013 zes jaar eerder dan vergelijkbare beperkingen voor sigaretten, die vanaf 2032 alleen nog in speciaalzaken verkocht mogen worden. Deze tijdlijn tart alle logica. Vapen wordt algemeen erkend als aanzienlijk minder schadelijk dan roken, en studies tonen aan dat het slechts een fractie van de risico&#039;s met zich meebrengt die gepaard gaan met verbrandbare tabak. Toch maakt de overheid vapes in feite moeilijker verkrijgbaar, lang voordat vergelijkbare beperkingen voor sigaretten worden ingevoerd, die jaarlijks nog steeds verantwoordelijk zijn voor talloze doden.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Deze stap ondermijnt niet alleen de inspanningen om de schade te beperken, maar geeft ook een gevaarlijke boodschap af: sigaretten zijn op de een of andere manier acceptabeler dan vapen. Het is een klap in het gezicht van rokers die proberen te stoppen en vapers die al zijn overgestapt op een minder schadelijk alternatief.<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">Verbod op vape-smaken die rokers helpen te stoppen<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">Nederland heeft al een van de strengste smaakverboden van Europa ingevoerd, waarbij alleen e-liquids met tabaksmaak zijn toegestaan. De overheid beweert dat dit nodig is om te voorkomen dat jongeren beginnen met roken, maar dit argument is fundamenteel onjuist. Smaken zoals fruit en desserts zijn cruciaal om volwassen rokers te helpen stoppen met roken, omdat ze vapen aantrekkelijker maken en zich onderscheiden van roken. Door deze smaken te verbieden, drijft de overheid rokers terug naar sigaretten of dwingt ze hen tot illegale handel \u2013 een maatregel waar niemand baat bij heeft.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Het smaakverbod heeft al geleid tot een aanzienlijke daling van het aantal dampers: \u00e9\u00e9n op de vijf Nederlandse dampers is er sinds de invoering volledig mee gestopt. Hoewel dit voor sommigen misschien als een vooruitgang klinkt, keren veel voormalige dampers waarschijnlijk terug naar het roken \u2013 een veel schadelijkere gewoonte. Het verbod negeert ook bewijs dat smaakverboden jongeren nauwelijks ontmoedigen om te dampen, maar juist volwassen rokers schaden die op zoek zijn naar veiligere alternatieven.<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">Volledig verbod op nicotinezakjes<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">Om het nog erger te maken, verbood de Nederlandse overheid nicotinezakjes. Deze producten behoren tot de minst schadelijke nicotinealternatieven die er zijn en hebben een belangrijke rol gespeeld bij het helpen van rokers om te stoppen zonder schadelijke chemicali\u00ebn in te ademen. Door ze volledig te verbieden, wordt er n\u00f3g een instrument uit het schadebeperkende arsenaal gehaald en worden consumenten teruggedreven naar dodelijke sigaretten.<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">Een achterwaartse benadering van de volksgezondheid<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">De meedogenloze aanpak van vapen en andere producten met een verlaagd risico door de Nederlandse overheid staat haaks op de principes van schadebeperking. In plaats van deze innovaties te omarmen als instrument om hun doelstellingen voor een rookvrije generatie in 2040 te bereiken, saboteren ze hun eigen inspanningen met misplaatst beleid.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dit is wat deze regels bereiken:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Bescherming van sigaretten: Door veiligere alternatieven minder toegankelijk en minder aantrekkelijk te maken, hebben rokers minder andere opties dan het gebruik van verbrandbare tabak.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Het straffen van volwassen gebruikers: Volwassenen die voor een veiliger alternatief kiezen, zoals vapen of nicotinezakjes, worden gestraft omdat ze minder schadelijke keuzes maken.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Stimuleren van zwarte markten: Beperkende verboden en verboden op smaken zorgen ervoor dat consumenten naar illegale kanalen gaan, waar producten ongereguleerd en potentieel gevaarlijk zijn.<\/span><\/li>\n<\/ul>\n<h4><span style=\"font-weight: 400;\">Een oproep tot gezond verstand<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">De aanpak van de Nederlandse overheid is een schande voor het volksgezondheidsbeleid. Angstzaaierij krijgt voorrang boven wetenschap, ideologie boven bewijs, en verbod boven schadebeperking. Als het doel echt een rookvrije generatie in 2040 is, dan moet het beleid zich richten op schadebeperking \u2013 niet op het elimineren van veiligere alternatieven en het ongemoeid laten van dodelijke sigaretten.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Het is tijd dat beleidsmakers in Nederland wakker worden en beseffen dat hun huidige koers niet tot minder rokers zal leiden, maar tot meer vermijdbare sterfgevallen.
