Als vapenproducten duurder zijn dan sigaretten, of als de prijs zo hoog is dat het onbetaalbaar is voor mensen met een laag of gemiddeld inkomen, zullen rokers ontmoedigd raken, zo niet helemaal worden tegengehouden, om over te stappen. Als vapen daarentegen goedkoper is dan roken, kunnen rokers die willen stoppen het proberen en vinden ze er nog een extra stimulans voor: geld besparen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gelukkig of niet, overheden over de hele wereld beschikken over een instrument waarmee ze de beslissingen van rokers kunnen be\u00efnvloeden via het hierboven beschreven mechanisme: belastingen. <\/span><a href=\"https:\/\/taxfoundation.org\/data\/all\/eu\/cigarette-tax-europe-2023\/?_hsmi=276673389&amp;_hsenc=p2ANqtz-9lfp7dCUc5puKSubi9qmeOR-nWdnqyA4UHdxy9XuI0aUVtUa2cjukW_YzZT8wAtPaeNiMWvNjlDZsHh9dJMK8Lx4McyA&amp;utm_medium=email&amp;utm_content=276673389&amp;utm_source=hs_email\"><span style=\"font-weight: 400;\">In de meeste landen vormen belastingen een groot deel van de verkoopprijs van tabaksproducten.<\/span><\/a><span style=\"font-weight: 400;\">, En dat zal ook zo worden voor alternatieve nicotineproducten. De manier waarop overheden traditionele en alternatieve nicotineproducten belasten, zal de besluitvorming van miljoenen rokers en vapers be\u00efnvloeden en de volksgezondheid wereldwijd raken. Dus, hoe zouden ze dat moeten doen?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Roken heeft niet alleen gevolgen voor de rokers zelf, maar ook voor de samenleving als geheel. De behandelingskosten van door roken veroorzaakte ziekten worden gedekt door de sociale zekerheid en de openbare gezondheidszorg, die door de belastingbetaler worden gefinancierd. Vanuit dit perspectief zijn sigarettenaccijnzen gerechtvaardigd om overheidsinkomsten te genereren voor de dekking van de zorgkosten die verband houden met roken. Vanwege het lagere risicoprofiel van vapen kan dezelfde redenering niet worden toegepast. <\/span><a href=\"https:\/\/taxfoundation.org\/data\/all\/eu\/cigarette-tax-europe-2023\/?_hsmi=276673389&amp;_hsenc=p2ANqtz-9lfp7dCUc5puKSubi9qmeOR-nWdnqyA4UHdxy9XuI0aUVtUa2cjukW_YzZT8wAtPaeNiMWvNjlDZsHh9dJMK8Lx4McyA&amp;utm_medium=email&amp;utm_content=276673389&amp;utm_source=hs_email\"><span style=\"font-weight: 400;\">De overgrote meerderheid van de schadelijke bestanddelen van tabaksrook ontbreekt in e-sigaretten.<\/span><\/a><span style=\"font-weight: 400;\">, waardoor het <\/span><a href=\"https:\/\/www.nature.com\/articles\/s41598-021-03310-y\"><span style=\"font-weight: 400;\">aanzienlijk minder giftig dan roken<\/span><\/a><span style=\"font-weight: 400;\">, En <\/span><a href=\"https:\/\/tobaccocontrol.bmj.com\/content\/27\/1\/10\"><span style=\"font-weight: 400;\">Het bijbehorende kankerrisico is minder dan 0,5% ten opzichte van roken.<\/span><\/a><span style=\"font-weight: 400;\">. Een verschil in belasting kan rokers stimuleren om over te stappen, de volksgezondheid verbeteren en de overheidsuitgaven voor de gezondheidszorg verlagen. Integendeel, het verhogen van de belasting op e-sigaretten zal de prijs ervan dicht bij of boven die van traditionele sigaretten brengen, waardoor rokers worden ontmoedigd om over te stappen, het stoppen met roken voor ex-rokers die overstappen op e-sigaretten teniet wordt gedaan, de volksgezondheid wordt geschaad en de zorgkosten de pan uit rijzen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Helaas heeft de Portugese overheid de verkeerde weg ingeslagen. De voorgestelde staatsbegroting voor 2024 voorziet in een belasting van \u20ac 0,175\/ml op nicotinevrije e-vloeistoffen, terwijl het tarief voor nicotinehoudende e-vloeistoffen met 41 TP4T wordt verhoogd tot \u20ac 0,351\/ml. Daarnaast wordt overwogen om zowel nicotinehoudende als nicotinevrije e-vloeistoffen te onderwerpen aan een minimumbelasting van respectievelijk 251 TP4T en 12,51 TP4T, gelijk aan de belasting op traditionele sigaretten. Uitgaande van de door de overheid voorgestelde equivalentiefactor (0,05 ml e-vloeistof = 1 sigaret), zal 1 milliliter nicotinehoudende e-vloeistof een kwart van de belasting op een pakje sigaretten (20 sigaretten) betalen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Als het voorstel wordt goedgekeurd, zal de prijs van e-vloeistoffen naar verwachting enorm stijgen tot een niveau dat stoppen met roken sterk zal ontmoedigen. <\/span><a href=\"https:\/\/worldvapersalliance.com\/es\/the-portuguese-plan-against-cancer-threatens-vaping\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">laatste Nationaal Plan tegen Kanker<\/span><\/a><span style=\"font-weight: 400;\">, Zoals een jaar geleden werd gepresenteerd, streeft Portugal ernaar het tabaksgebruik terug te brengen van de huidige 171 per 4 ton naar minder dan 141 per 4 ton in 2025 en minder dan 101 per 4 ton in 2030. Dit zal waarschijnlijk niet lukken als de Portugese overheid de teugels aantrekt wat betreft e-sigaretten. Het staat bovendien in schril contrast met de sterke daling van het aantal rokers in landen die een open houding hebben aangenomen ten opzichte van e-sigaretten en andere veiligere nicotineproducten, zoals het Verenigd Koninkrijk en Zweden, dat dit jaar het eerste rookvrije land wordt.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In plaats van de belastingen op e-vloeistoffen te verhogen, zou de Portugese overheid er beter aan doen een groot belastingverschil te handhaven om rokers aan te moedigen over te stappen.
