Riga, 11.10.2023. \u2013<\/strong> De Letse regering heeft een reeks maatregelen aangenomen wijzigingen in de Wet op de accijnzen<\/a> Deze wijzigingen omvatten een geleidelijke verhoging van de accijnzen op e-liquids en andere tabaksvervangers. De accijnzen op e-liquids en hun componenten zullen in 2024, 2025 en 2026 gemiddeld met 21% per jaar stijgen, terwijl de accijnzen op tabaksvervangers, waaronder nicotinezakjes, met 10% stijgen. De wijzigingen zullen een negatieve impact hebben op de inspanningen van Letland om roken te beteugelen, doordat de overstapmogelijkheden minder aantrekkelijk worden.<\/p>\n

Alberto G\u00f3mez Hern\u00e1ndez, Community Manager van de World Vapers' Alliance, merkte op:<\/p>\n

\u201cHet verhogen van de belasting op veiligere nicotineproducten zal rokers ontmoedigen om over te stappen en gebruikers weer aanzetten tot roken. Internationaal onderzoek heeft aangetoond dat het verhogen van de belasting op e-sigaretten en e-liquids altijd heeft geleid tot een toename van het roken, met name onder jongvolwassenen en mensen met een laag inkomen. Letland zou het voorbeeld moeten volgen van landen die het aantal rokers succesvol verlagen door rokers aan te moedigen over te stappen, zoals het Verenigd Koninkrijk en Zweden, in plaats van het hen duurder te maken.<\/em>"<\/p>\n

Het wetsvoorstel verhoogt ook de accijnzen op verhitte tabaksproducten en verbrandbare sigaretten met respectievelijk 5% en 5,6% per jaar.<\/p>\n

\u201cVapen is minder schadelijk dan roken en moet als zodanig worden behandeld. De Letse overheid zou een risicogebaseerde aanpak moeten volgen voor de belastingheffing op tabak en alternatieve nicotineproducten, waarbij veiligere producten een lagere belasting betalen dan traditionele sigaretten. Integendeel, deze maatregelen zijn erop gericht de prijs van alternatieve producten sneller te verhogen dan die van traditionele sigaretten, waardoor deze aanpak in feite wordt teruggedraaid.,<\/em>\u201d voegde G\u00f3mez Hern\u00e1ndez toe.<\/p>\n

\u201cLanden zouden altijd moeten streven naar een groot prijsverschil tussen minder schadelijke nicotineproducten en traditionele sigaretten. Het beschikbaar houden van alternatieven voor roken en het goedkoper houden ervan dan gewone sigaretten is een uitstekend beleid om rokers te helpen over te stappen en de volksgezondheid te verbeteren.,<\/em>\u201dconcludeerde G\u00f3mez Hern\u00e1ndez.<\/p>\n
