{"id":7129,"date":"2026-09-11T06:41:00","date_gmt":"2026-09-11T10:41:00","guid":{"rendered":"https:\/\/worldvapersalliance.com\/?p=7129"},"modified":"2026-09-11T06:41:00","modified_gmt":"2026-09-11T10:41:00","slug":"varhelyis-nicotine-math-doesnt-add-up","status":"publish","type":"post","link":"https:\/\/worldvapersalliance.com\/nl_be\/varhelyis-nicotine-math-doesnt-add-up\/","title":{"rendered":"De berekeningen van V\u00e1rhelyi met betrekking tot nicotine kloppen niet."},"content":{"rendered":"<p><span style=\"font-weight: 400;\">In een <\/span><a href=\"https:\/\/www.euractiv.com\/news\/interview-varhelyis-prescription-for-faster-eu-health-policy\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">interview<\/span><\/a><span style=\"font-weight: 400;\"> In een gisteren door Euractiv gepubliceerd artikel zei commissaris voor Volksgezondheid Oliv\u00e9r V\u00e1rhelyi dat hij hoopt dat de herziening van de tabaks- en nicotinebelasting in de EU &quot;als onderdeel van het meerjarig financieel kader&quot; zal worden goedgekeurd, eraan toevoegend dat &quot;anders de gezondheidsbudgetten niet de bijdrage zullen ontvangen die ze verdienen&quot;. Gevraagd naar nieuwe nicotineproducten, herhaalde hij dat hij &quot;erbij blijft&quot; dat ze net zo schadelijk zijn als sigaretten, en verwees hij naar de evaluatie van het EU-kader voor tabaksbestrijding die dit bevestigde.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De belastingverhoging is een begrotingsmanoeuvre vermomd als gezondheidsmaatregel, en de evaluatie die hij aanhaalt, zegt eerder het tegenovergestelde van wat hij beweert.<\/span><\/p>\n<p><b>Een gezondheidsbelasting die alles financiert behalve de gezondheidszorg.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">V\u00e1rhelyi heeft de herziening van de Tabaksaccijnsrichtlijn (TED) herhaaldelijk gepresenteerd als een noodzaak voor de volksgezondheid, maar de reden waarom hij wil dat de TED dit jaar wordt goedgekeurd, heeft niets met de volksgezondheid te maken. Het is gekoppeld aan het meerjarig financieel kader, de zevenjarige begroting van de EU, waarin de tabaksaccijns is voorgesteld als een nieuwe &quot;eigen bron&quot;: een mechanisme (TEDOR) dat 151 TP4T aan tabaksaccijnsinkomsten van de lidstaten, naar schatting \u20ac 11,2 miljard per jaar, rechtstreeks in de EU-begroting zou storten.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Die inkomsten gaan ook niet naar gezondheidsprogramma&#039;s, zoals V\u00e1rhelyi beweert. Accijnzen op tabak en nicotine worden door de lidstaten ge\u00efnd en via hun nationale begrotingen besteed, precies zoals nu het geval is. Het voorstel voor het meerjarig financieel kader (MFF) herbestemt deze inkomsten niet naar de gezondheidszorg, maar gebruikt een deel ervan om de algemene uitgaven van de EU te financieren. V\u00e1rhelyi&#039;s eigen formulering verraadt dit: hij waarschuwt dat &quot;gezondheidsbudgetten&quot; eronder zullen lijden als de belasting niet wordt goedgekeurd als onderdeel van het MFF.<\/span><\/p>\n<p><b>Nog steeds even schadelijk<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Op de vraag of zijn overtuiging dat nieuwe nicotineproducten net zo schadelijk zijn als tabak van invloed zal zijn op de herziene tabaksproductenrichtlijn, antwoordde V\u00e1rhelyi: &quot;Daar blijf ik bij.&quot;\u201c\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We hebben dit patroon gecatalogiseerd. <\/span><a href=\"https:\/\/worldvapersalliance.com\/nl_be\/eu-health-commissioner-varhelyi-continues-misinformation-push-on-nicotine\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">voor<\/span><\/a><span style=\"font-weight: 400;\">Een tweet waarin beweerd wordt dat nicotine kanker veroorzaakt, een stille hernoeming van de EU-doelstelling &#039;tabaksvrij&#039; naar &#039;tabak- en nicotinevrij&#039;, een ontkrachte studie die gebruikt wordt om nieuwe producten als &#039;vergelijkbaar met roken&#039; te behandelen, en een openbare raadpleging waarbij 891.400.000 respondenten die zich de vorige keer tegen verdere beperkingen verzetten, werden genegeerd. Dit bevestigt alleen maar dat geen enkele hoeveelheid tegenbewijs het script van de commissaris zal veranderen.<\/span><\/p>\n<p><b>De evaluatie die hij aanhaalt, zegt niet wat hij beweert.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">V\u00e1rhelyi&#039;s bewijs voor gelijke schade is &quot;\u201c<\/span><a href=\"https:\/\/health.ec.europa.eu\/tobacco\/evaluation-legislative-framework-tobacco-control_en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">de evaluatie<\/span><\/a><span style=\"font-weight: 400;\">,&quot;, waarmee het eigen werkdocument van de Commissie wordt bedoeld, waarin het EU-kader voor tabaksbestrijding wordt ge\u00ebvalueerd en dat in april is gepubliceerd. Maar die evaluatie beschouwt sigaretten, e-sigaretten, verhitte tabak en nicotinezakjes niet als \u00e9\u00e9n risicocategorie. Ze worden beschouwd als verschillende producten met verschillende lacunes in de regelgeving. Die bezorgdheid is alleen terecht als de onderliggende producten in de eerste plaats al een verschillend risicoprofiel hebben.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De <\/span><a href=\"https:\/\/joint-research-centre.ec.europa.eu\/jrc-explains\/tobacco-now-and-then-what-has-changed_en'\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Studies van het Joint Research Centre<\/span><\/a><span style=\"font-weight: 400;\"> Degenen die rechtstreeks in die evaluatie zijn meegenomen, zeggen dat expliciet. <\/span><a href=\"https:\/\/joint-research-centre.ec.europa.eu\/jrc-explains\/tobacco-now-and-then-what-has-changed_en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Een eigen samenvatting van het JRC van zijn onderzoek.<\/span><\/a><span style=\"font-weight: 400;\"> Het rapport stelt dat het gebruik van e-sigaretten &quot;minder schadelijk lijkt dan traditionele tabak&quot;, hoewel het ook aparte zorgen uitspreekt over onduidelijke toxiciteit op de lange termijn. Het beschrijft nicotinezakjes als producten die minder giftige stoffen afgeven dan gerookte producten, maar merkt op dat de bewijsbasis hiervoor nog beperkt is.
