Roken eist jaarlijks meer dan 8 miljoen levens. Het is de belangrijkste oorzaak van vermijdbare sterfgevallen door niet-overdraagbare ziekten wereldwijd. En de wereldwijde doelstellingen om deze sterfgevallen terug te dringen, worden niet gehaald.<\/span><\/p>\n

Dat is het slechte nieuws. En nu komt het gedeelte waar beleidsmakers zich zorgen over zouden moeten maken.<\/span><\/p>\n

De <\/span>oplossing<\/span><\/a> Het bestaat al. Sommige landen hebben het jaren geleden ontdekt. En het grootste deel van de wereld negeert het nog steeds, of erger nog, beperkt het actief.<\/span><\/p>\n

Zweden heeft het laagste sterftecijfer door tabak ter wereld. Japan heeft de sigarettenverkoop in het afgelopen decennium met meer dan de helft teruggebracht. In het Verenigd Koninkrijk is het aantal rokers gehalveerd. Jonge volwassenen in Nieuw-Zeeland zijn vrijwel rookvrij. Deze landen hebben dit niet bereikt door strengere regelgeving of verboden. Ze hebben rokers toegang gegeven tot minder schadelijke alternatieven en mensen de mogelijkheid geboden om te stoppen met roken.<\/span><\/p>\n

De resultaten zijn geen toeval. Ze laten zien wat er gebeurt als beleid gebaseerd is op feiten in plaats van op ideologie.<\/span><\/p>\n

Vorige maand werden drie voormalige hoge functionarissen van de WHO ontslagen. <\/span>gepubliceerd<\/span><\/a> Een artikel in Nature Health. Dit zijn geen buitenstaanders of vertegenwoordigers van de industrie. Ze hebben hun carri\u00e8re doorgebracht in het hart van het wereldwijde gezondheidsbeleid. Hun conclusie is onomwonden: de huidige aanpak kan de rookcijfers niet snel genoeg terugdringen om de doelstellingen voor niet-overdraagbare ziekten te halen, en minder schadelijke alternatieven moeten deel uitmaken van de oplossing. Ze wijzen erop dat het verminderen van de schade door tabak al is opgenomen in het Raamverdrag inzake tabaksbestrijding. Het is in de praktijk echter achterwege gelaten.<\/span><\/p>\n

Die kloof tussen wat het bewijs aantoont en wat het beleid oplevert, kost levens. Elk jaar dat schadebeperking niet op de wereldwijde agenda staat, stoppen miljoenen rokers die hadden kunnen overstappen niet.<\/span><\/p>\n

De landen die dit goed aanpakten, handelden niet roekeloos. Ze handhaafden strenge controles op sigaretten, terwijl ze minder schadelijke alternatieven toegankelijk en betaalbaar maakten. Zo ziet risicoproportionele regulering eruit. Wat geen zin heeft, is het opleggen van strengere beperkingen aan producten die een fractie van het risico met zich meebrengen.<\/span><\/p>\n

Het bewijsmateriaal staat niet ter discussie. De resultaten in de praktijk staan niet ter discussie. Wat ontbreekt, is de politieke wil om ernaar te handelen.<\/span><\/p>","protected":false},"excerpt":{"rendered":"
