Het aantal rokers is sinds 2013 ongeveer gehalveerd, met een daling in alle leeftijdsgroepen en bij beide geslachten.<\/p>\n<p>De cijfers zijn opvallend. Onder 18- tot 29-jarigen is het dagelijkse roken gedaald tot 2,9 TP4T. Het gebruik van nicotinepouches en snus in dezelfde leeftijdsgroep ligt op 291 TP4T. Het patroon is duidelijk: naarmate minder schadelijke alternatieven toegankelijker werden, stapten rokers over. Zweden heeft dit resultaat niet bereikt door een verbod in te voeren, maar door mensen keuzemogelijkheden te bieden.<\/p>\n<p>Michael Landl, directeur van de World Vapers&#039; Alliance, zei:<\/p>\n<p><strong><em>\u201cZweden bewijst wat schadebeperking kan bereiken wanneer beleidsmakers beleid baseren op bewijs en vertrouwen hebben in de consument. Het bereiken van een effectieve rookvrije status is geen toeval, maar het directe resultaat van het decennialang aanbieden van minder schadelijke alternatieven aan volwassen rokers. Terwijl Brussel debatteert over smaakverboden en hogere belastingen, laat Zweden de rest van Europa zien hoe een werkelijk rookvrije samenleving eruitziet. De EU zou van Zweden moeten leren, in plaats van de succesvolle aanpak te ondermijnen.\u201d<\/em><\/strong><\/p>\n<p>Het contrast met het EU-beleid kan niet groter zijn. Terwijl Zweden een mijlpaal op het gebied van de volksgezondheid viert, gebaseerd op schadebeperking, beweegt Brussel zich in de tegenovergestelde richting. Smaakbeperkingen, strafheffingen op alternatieve nicotineproducten en toenemende druk om alle nicotineproducten gelijk te behandelen als brandbare sigaretten. Dit zijn de kenmerken van het huidige EU-tabaksbeleid. En dit is precies het beleid dat Zweden nooit heeft overgenomen.<\/p>\n<p>Zweden heeft 411.000 minder gevallen van tabaksgerelateerde kanker en 441.000 minder tabaksgerelateerde sterfte dan het EU-gemiddelde. Dat verschil is geen toeval.<\/p>\n<p>De World Vapers&#039; Alliance roept EU-beleidsmakers op om de Zweedse ervaring serieus te nemen. Risicoproportionele regelgeving werkt.
