Andris Gobi\u0146\u0161, een Lets lid van het EESC, koos er pas aan het einde van een lang proces voor om 24 amendementen te laten vallen die het ontwerp zouden ontdoen van elk economisch en schadebeperkend realisme.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De timing roept een cruciale vraag op: is dit een oprecht inzicht in een laat stadium, of een geco\u00f6rdineerde strategie om een zinvol debat te omzeilen?<\/span><\/p>\n<h4><b>Een conceptversie van 80% uitdagen terwijl je &quot;niets weet&quot;.\u201c<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Het meest opvallende aspect van Gobi\u0146\u0161&#039;s tussenkomst is de tegenstrijdigheid in zijn eigen standpunt. Gobi\u0146\u0161 beweerde naar verluidt weinig specialistische kennis te hebben van complexe fiscale vraagstukken en schadebeperking. Toch stelde hij, ondanks dit zelfverklaarde gebrek aan expertise, voor om artikel 80% van het ontwerp te wijzigen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Deze amendementen zouden systematisch de bezwaren wegnemen met betrekking tot de proportionaliteit en economische duurzaamheid van de belastinghervorming (bezwaren die al door meerdere lidstaten zijn geuit en in veel gevallen al door de Raad zijn verworpen). In plaats daarvan zouden ze leiden tot hogere prijzen voor alle producten, waarbij waarschuwingen over de explosief groeiende illegale handel in regio&#039;s zoals Letland worden genegeerd door simpelweg te verwijzen naar &quot;duidelijke richtlijnen&quot; van de Europese Commissie. Het is een bureaucratische manoeuvre die een groeiend probleem negeert, omdat de handleiding zegt dat alles in orde is.<\/span><\/p>\n<h4><b>Een strategie om te ontsporen?<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Waarom wachten tot de laatste sessie om zulke fundamentele veranderingen door te voeren? In het EU-beleid is deze &quot;lastminute-inzending&quot; een klassieke tactiek om belanghebbenden de tijd te ontnemen de voorstellen te analyseren of er bezwaar tegen te maken. Tegen de tijd dat deze 24 voorstellen werden ingediend, was de mogelijkheid tot een evenwichtige discussie feitelijk al verdwenen (de stemming vindt vandaag, 18 februari, plaats).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Deze manoeuvre lijkt verdacht veel op een &quot;Plan B&quot;. Maandenlang hebben de Europese Commissie en haar geallieerde ngo&#039;s geprobeerd het democratische proces te ondermijnen door de stem van het publiek aan te vallen. Een onderzoek van <\/span><a href=\"https:\/\/clearingtheair.eu\/en\/post\/investigation-how-a-mysterious-ngo-is-smearing-ordinary-people-2\/\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\">De lucht klaren<\/span><\/i> <\/a><span style=\"font-weight: 400;\">Onlangs werd onthuld hoe een door Bloomberg gefinancierde ngo genaamd Impact Unfiltered probeerde 18.000 consultatiereacties zwart te maken door ze af te schilderen als &quot;nep&quot; of &quot;betrokken bij tabaksbestrijding&quot;.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Die poging mislukte toen data-analyse aantoonde dat de inzendingen afkomstig waren van echte mensen, Europese vapers, gebruikers van pouches en burgers, en niet van bots uit de industrie. Nadat het niet gelukt was om de <\/span><i><span style=\"font-weight: 400;\">publiek<\/span><\/i><span style=\"font-weight: 400;\"> Van buitenaf lijkt het erop dat de ideologische bondgenoten van de Commissie nu proberen het ontwerp te radicaliseren vanuit andere EU-instellingen, via leden zoals Gobi\u0146\u0161.<\/span><\/p>\n<h4><b>Conclusie<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Hoewel het huidige ontwerp al ernstige gebreken vertoont, zouden de amendementen van Gobi\u0146\u0161 het aanzienlijk verergeren door maatregelen opnieuw in te voeren die al geen steun in de Raad hebben gekregen. Nadat de lastercampagne tegen gewone burgers was ontkracht, laat deze nieuwe poging om het proces te dwarsbomen zien hoe ver sommigen bereid zijn te gaan om minder schadelijke alternatieven voor roken te blokkeren.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Het EESC is een raadgevend orgaan waar werkgroepen, bestaande uit ngo&#039;s en sociale partners, formele adviezen ontwikkelen om ervoor te zorgen dat de stem van het maatschappelijk middenveld wordt gehoord bij wetgeving zoals de tabaksaccijnsrichtlijn.
