Na de verklaringen van 104 landendelegaties zijn de beleidsdiscussies van start gegaan, en de eerste <\/span><a href=\"https:\/\/worldvapersalliance.com\/nl_be\/cop11-eu-commission-and-denmark-betray-agreement-with-secret-vape-ban-push\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">lek<\/span><\/a><span style=\"font-weight: 400;\"> Er is een nieuw fenomeen aan het licht gekomen. De Europese Commissie en Denemarken dringen aan op een verbod op e-sigaretten en tabakszakjes, ondanks het gezamenlijke standpunt van de EU dat dergelijke maatregelen afwijst. Dit ondermijnt het democratische proces, negeert bewijsmateriaal en de principes van tabakschadebeperking. Het plaatst Denemarken en de Commissie in het verlengde van landen als Brazili\u00eb, dat voorstellen bij de WHO heeft ingediend waarin wordt opgeroepen tot een volledige afwijzing van schadebeperking.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Maar er is ook goed nieuws. We zien de eerste barstjes in de ideologische muur van COP11. Landen beginnen zich te verzetten en eisen transparantie, inclusie in besluitvormingsprocessen en maatregelen gebaseerd op wetenschap en de principes van schadebeperking.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nieuw-Zeeland, Albani\u00eb, Gambia, Mozambique, Servi\u00eb, Noord-Macedoni\u00eb, Saint Kitts en Nevis, en vele andere landen hebben zich verzet tegen het standpunt van de WHO. <\/span><b>De uiteindelijke formulering van COP11 lijkt aanzienlijk afgezwakt te zijn.<\/b><span style=\"font-weight: 400;\">. <\/span><b>Veel partijen gaven duidelijk de voorkeur aan vrijwillige begeleiding.<\/b><span style=\"font-weight: 400;\">, <\/span><b>Flexibele implementatie en lokale besluitvorming boven top-down voorschriften.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">In de tussentijd, <\/span><b>Het maatschappelijk middenveld en de consumenten bleven buitengesloten.<\/b><span style=\"font-weight: 400;\"> uit onderhandelingen. Sessies achter gesloten deuren en de <\/span><b>openbare vernedering van Nieuw-Zeeland<\/b><span style=\"font-weight: 400;\">, een land dat wereldwijd geprezen wordt voor zijn succes met het terugdringen van roken dankzij e-sigaretten, en dat de &#039;\u2018<\/span><a href=\"https:\/\/clearingtheair.eu\/en\/post\/cop-11-the-dirty-ashtray-award-goes-to-new-zealand\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">vuile asbak<\/span><\/a><span style=\"font-weight: 400;\">\u2019&#039; een uitspraak van het prohibitionistische FCTC-secretariaat, die de aanhoudende intolerantie voor schadebeperking binnen het WHO-proces aan het licht bracht.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">WVA zal de uitkomsten van COP11 blijven volgen en zich blijven inzetten voor consumentenparticipatie, transparantie en risicogebaseerde regelgeving.
