{"id":6401,"date":"2025-06-23T12:08:59","date_gmt":"2025-06-23T16:08:59","guid":{"rendered":"https:\/\/worldvapersalliance.com\/?p=6401"},"modified":"2025-08-08T12:10:11","modified_gmt":"2025-08-08T16:10:11","slug":"dont-ignore-the-people-the-who-and-the-eu-must-listen-to-consumers-on-tobacco-harm-reduction","status":"publish","type":"post","link":"https:\/\/worldvapersalliance.com\/nl_be\/dont-ignore-the-people-the-who-and-the-eu-must-listen-to-consumers-on-tobacco-harm-reduction\/","title":{"rendered":"Negeer de mensen niet: de WHO en de EU moeten naar de consumenten luisteren over..."},"content":{"rendered":"<p><b>Terwijl beleidsmakers en internationale gezondheidsfunctionarissen in Dublin bijeenkomen om de toekomst van de regelgeving rond tabak en nicotine vorm te geven, ontbreekt \u00e9\u00e9n perspectief opvallend genoeg: de stem van de consument.<\/b><\/p>\n<p>De uitsluiting van degenen die het meest getroffen zijn bij de\u00a0<a href=\"https:\/\/www.worldtobaccocontrol.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Wereldconferentie over tabaksbestrijding<\/a>, Het negeren van tabaksgebruik door volwassenen, met name rokers, vapers en gebruikers van veiligere alternatieven, is niet alleen een vergissing, maar een fundamentele tekortkoming in de wereldwijde tabaksbestrijding. Recente acties, waaronder een\u00a0<a href=\"https:\/\/worldvapersalliance.com\/nl_be\/voices-unheard-consumers-matter\/\" target=\"_blank\" rel=\"noopener noreferrer\">lichtshow en een stil protest<\/a>, benadrukte dit onrecht.<\/p>\n<p>Het echte probleem blijft echter bestaan: de stem van de consument wordt genegeerd, terwijl verbodsbeleid, vaak aangestuurd door machtige belangengroepen zoals Michael Bloomberg en de WHO, de agenda domineert.<\/p>\n<p>Deze uitsluiting is bijzonder gevaarlijk nu de wereld een cruciaal moment voor het tabaksbeleid nadert. In november komen regeringen bijeen in Gen\u00e8ve voor COP11 om te onderhandelen over de toekomst van het Raamverdrag inzake tabaksbestrijding (FCTC). Dit proces heeft consumenten lange tijd buitenspel gezet en strategie\u00ebn voor schadebeperking verworpen.<\/p>\n<p>Tegelijkertijd worden binnen de Europese Unie voorbereidingen getroffen voor een herziening van de Tabaksproductenrichtlijn (TPD). Het wetgevingsproces zal naar verwachting van start gaan onder het Ierse voorzitterschap van de Raad, dat in juli 2026 begint. Ook de lang uitgestelde herziening van de Richtlijn inzake accijnzen op tabak (TED) is weer actueel. Deze parallelle ontwikkelingen zullen samen de toekomst van het nicotinebeleid in Europa en de rest van de wereld vormgeven. Het zal uitwijzen of beleidsmakers innovatie en schadebeperking zullen ondersteunen of juist een verbodsbeleid zullen blijven voeren dat de vooruitgang op het gebied van de volksgezondheid dreigt te ondermijnen.<\/p>\n<p>Duidelijk bewijs uit de afgelopen decennia in landen als Zweden, het Verenigd Koninkrijk en Nieuw-Zeeland heeft aangetoond dat veiligere nicotinealternatieven \u2013 zoals vapen, nicotinezakjes en snus \u2013 het aantal rokers drastisch verminderen. Meer recentelijk zijn er nationale strategie\u00ebn ontwikkeld om dit te bewerkstelligen.\u00a0<a href=\"https:\/\/worldvapersalliance.com\/wp-content\/uploads\/2025\/06\/Champions-of-Change-Harm-Reduction-Victory.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Griekenland en Tsjechi\u00eb<\/a>\u00a0hebben ook aangetoond hoe pragmatische beleidsmaatregelen ter beperking van schade daadwerkelijke winst voor de volksgezondheid kunnen opleveren.<\/p>\n<p>Toch lijkt de Europese Unie zich steeds meer aan te sluiten bij de verouderde en ideologisch gedreven aanpak van de Wereldgezondheidsorganisatie. Volgens een\u00a0<a href=\"https:\/\/worldvapersalliance.com\/nl_be\/eu-turns-vapers-into-piggy-banks-lives-at-risk-as-eu-commission-pushes-for-extra-cash-instead-of-public-health\/\" target=\"_blank\" rel=\"noopener noreferrer\">gelekt document<\/a>, De Europese Commissie overweegt een aanzienlijke belastingverhoging voor alle alternatieve nicotineproducten.<\/p>\n<p>Uitgelekte concepten van voorstellen van de Commissie suggereren verboden op smaakstoffen voor e-sigaretten en beperkingen op nicotinezakjes. Dit zijn precies de maatregelen die elders hebben gefaald. In plaats van de volksgezondheid te beschermen, dreigen deze maatregelen de sigarettenverkoop te bevorderen door de toegang tot minder schadelijke alternatieven te beperken.<\/p>\n<p>Maar deze aanpak is niet alleen misleidend, hij is fundamenteel antidemocratisch. Toen de World Vapers&#039; Alliance meer dan\u00a0<a href=\"https:\/\/worldvapersalliance.com\/nl_be\/every-life-counts\/\" target=\"_blank\" rel=\"noopener noreferrer\">100.000 handtekeningen<\/a>\u00a0Tijdens een toespraak in het Europees Parlement, waarin werd aangedrongen op de bescherming van methoden voor schadebeperking, kwam een groeiende kloof aan het licht tussen EU-beleidsmakers en de burgers die zij vertegenwoordigen. Het ging hier niet om lobbyisten van grote bedrijven, maar om gewone Europeanen die dankzij alternatieven zoals vapen waren gestopt met roken en die nu het risico lopen die mogelijkheden te verliezen. Hun eigen vertegenwoordigers negeerden hen volledig.<\/p>\n<p>Ondertussen blijft het Kaderverdrag inzake tabaksbestrijding van de WHO (dat grotendeels gefinancierd wordt door Michael Bloomberg) een uniform model promoten dat uitsluitend gericht is op onthouding. Het gevolg hiervan is dat veiligere producten verboden zijn, terwijl traditionele sigaretten nog steeds op grote schaal verkrijgbaar zijn. In landen als Mexico en India heeft een door Bloomberg gesteund verbod op e-sigaretten rokers de mogelijkheid ontnomen om over een bruikbaar alternatief te beschikken. Zal de EU dezelfde fout maken?<\/p>\n<p>Er is nog tijd om het tij te keren. De EU kan het goede voorbeeld geven door te pleiten voor op bewijs gebaseerde regelgeving die de consument centraal stelt in de beleidsvorming. Schadebeperking is geen achterdeurtje: het is een levensreddende strategie, zoals blijkt uit de historische dalingen van aan roken gerelateerde ziekten in verschillende landen. Het FCTC moet dit erkennen en de EU moet aandringen op de opname ervan, in plaats van zich achter ideologie te verschuilen.<\/p>\n<p>Beleidsmakers moeten de druk van prohibitionisten zoals Michael Bloomberg weerstaan en in plaats daarvan kiezen voor slimmere regelgeving die gebaseerd is op wetenschap en resultaten in de praktijk. COP11 mag geen nieuwe top achter gesloten deuren worden waar de stem van de consument wordt genegeerd en achterhaald denken de boventoon voert. Het monddood maken van die stemmen zal ze niet doen verdwijnen \u2013 het zal alleen het wantrouwen vergroten en de vooruitgang vertragen.
