{"id":6372,"date":"2025-07-29T03:16:19","date_gmt":"2025-07-29T07:16:19","guid":{"rendered":"https:\/\/worldvapersalliance.com\/?p=6372"},"modified":"2025-07-29T03:16:19","modified_gmt":"2025-07-29T07:16:19","slug":"cop11-agenda-reveals-deep-bias-against-harm-reduction","status":"publish","type":"post","link":"https:\/\/worldvapersalliance.com\/nl_be\/cop11-agenda-reveals-deep-bias-against-harm-reduction\/","title":{"rendered":"Agenda van COP11 onthult diepgewortelde vooringenomenheid tegen schadebeperking."},"content":{"rendered":"<p><span style=\"font-weight: 400;\">De onlangs gepubliceerde voorlopige gegevens <\/span><a href=\"https:\/\/fctc.who.int\/resources\/publications\/i\/item\/fctc-cop-11-1-provisional-agenda\"><span style=\"font-weight: 400;\">agenda<\/span><\/a><span style=\"font-weight: 400;\"> De COP11-onderhandelingen bevestigen wat velen in de tabakschadebeperkingsgemeenschap al lang weten: het WHO-Raamverdrag inzake tabaksbestrijding (FCTC) bereidt zich wederom niet voor op een open, op bewijs gebaseerd gesprek over veiligere nicotinealternatieven. In plaats daarvan onthult de manier waarop de agenda is opgesteld een gevaarlijk bevooroordeelde en ideologisch gedreven richting voor de komende onderhandelingen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Punt 4.5 luidt:\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c&quot;De implementatie van maatregelen om tabaksgebruik, nicotineverslaving en blootstelling aan tabaksrook te voorkomen en te verminderen, en de bescherming van dergelijke maatregelen tegen commerci\u00eble en andere gevestigde belangen van de tabaksindustrie in het licht van het verhaal van de tabaksindustrie over &#039;schadebeperking&#039;.&quot;\u2018<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Deze formulering is niet neutraal. Door schadebeperking te bestempelen als onderdeel van het &quot;verhaal van de tabaksindustrie&quot;, met aanhalingstekens die twijfel doen rijzen over de legitimiteit ervan, plaatst het FCTC-secretariaat de hele discussie bij voorbaat in een defensieve en vijandige toon. Het impliceert dat schadebeperking zelf een misleidende strategie is, in plaats van een breed erkend en effectief principe voor de volksgezondheid, ondersteund door steeds meer bewijs en succesvol ge\u00efmplementeerd in landen als Zweden, het Verenigd Koninkrijk, Nieuw-Zeeland en Japan.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nog zorgwekkender is dat het agendapunt zich baseert op artikel 5.2(b) van het FCTC als juridische grondslag \u2013 een artikel dat niet <\/span><b>niet<\/b><span style=\"font-weight: 400;\"> Het noemen van schadebeperking wordt volledig genegeerd. Daarmee omzeilt het Secretariaat de eigen definitie van tabaksbestrijding in artikel 1(d) van het Verdrag, waarin schadebeperking expliciet is opgenomen. Dit lijkt een bewuste poging om zowel het concept als de wereldwijde voorstanders ervan te marginaliseren en opent mogelijk de deur voor procedurele manoeuvres die erop gericht zijn om schadebeperking op COP11 te onderdrukken of buitenspel te zetten.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Het is ook geen geheim dat artikel 5.2(b) in het verleden is misbruikt om nieuwe nicotineproducten \u2013 zoals e-sigaretten en pouches \u2013 onder hetzelfde restrictieve kader te brengen als brandbare tabak. Dit heeft herhaaldelijk geleid tot beleidsvoorstellen die een verbod inhouden, ondanks het groeiende wereldwijde bewijs dat producten met een verlaagd risico mensen succesvol helpen stoppen met roken.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De formulering van paragraaf 4.5 negeert ook de kennelijke diversiteit aan standpunten binnen de delegaties van de partijen. Tijdens COP10 hebben talrijke partijen \u2013 waaronder Nieuw-Zeeland, de Filipijnen, Armeni\u00eb, Saint Kitts en Nevis, Guyana en zelfs Australi\u00eb \u2013 constructieve, op feiten gebaseerde opmerkingen gemaakt ter ondersteuning van of ter onderzoek naar de mogelijkheden van schadebeperking. Verschillende landen, waaronder Saint Kitts en Nevis, hebben zelfs een werkgroep voorgesteld die zich specifiek richt op schadebeperking.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dat voorstel ontbreekt opvallend genoeg op de agenda. De afwezigheid ervan, ondanks het feit dat het is ingediend onder Regel 7(g), die Partijen toestaat agendapunten voor te stellen, roept ernstige vragen op over de transparantie. Het lijkt er wederom op dat het Secretariaat actief de reikwijdte van de discussie stuurt in plaats van een open debat mogelijk te maken.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Door de kwestie op een beperkte, defensieve manier te benaderen en te verankeren in een ongepast artikel, ontmoedigt het secretariaat juist het soort op bewijs gebaseerde betrokkenheid dat het FCTC zou moeten bevorderen. In plaats van schadebeperking te beschouwen als een oneerlijke truc van de industrie, zou de internationale gemeenschap COP11 moeten gebruiken om te onderzoeken hoe een breed scala aan oplossingen \u2013 waaronder veiligere nicotineproducten \u2013 kan bijdragen aan de vermindering van aan roken gerelateerde ziekten en sterfgevallen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Wil het FCTC zijn geloofwaardigheid herwinnen en een effectieve leidraad zijn in de wereldwijde tabaksbestrijding, dan moet de discussie op COP11 een andere wending krijgen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bewijs wordt niet tussen aanhalingstekens geplaatst. COP11 moet de feiten en de stemmen respecteren van degenen die kiezen voor veiligere alternatieven om te stoppen met roken. Schadebeperking is geen verhaal.
