Ik ben Alberto en in deze blog vertel ik jullie over mijn recente ervaring in Peru, een land waar een nieuwe regelgeving voor e-sigaretten wordt besproken die honderdduizenden levens zou kunnen redden en als voorbeeld zou kunnen dienen voor andere landen in de regio.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Vorige week had ik de gelegenheid om Lima te bezoeken als beleidsmanager van de World Vapers&#039; Alliance en enkele Peruaanse congresleden te ontmoeten om de regulering van minder schadelijke nicotineproducten te bespreken, producten die wereldwijd al door miljoenen mensen zijn gebruikt om te stoppen met roken. Mijn missie: pleiten voor een gedifferentieerde regelgeving die het potentieel van deze producten voor de verbetering van de volksgezondheid erkent.<\/span><\/p>\n<h4><b>De Peruaanse context<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Peru bevindt zich op een keerpunt in de regulering van alternatieve nicotineproducten. Wet 32.159, aangenomen in november 2024, stelt een regelgevingskader vast voor diverse tabaks- en nicotineproducten. Deze wet maakt echter geen duidelijk onderscheid tussen conventionele producten en minder schadelijke alternatieven, wat de toegang tot veiligere opties voor volwassen rokers die willen stoppen zou kunnen beperken of hen zou kunnen ontmoedigen om over te stappen. Of de regelgeving goed is, zal uiteindelijk afhangen van de productregelgeving waaraan het Ministerie van Volksgezondheid werkt, waarvan de details nog niet bekend zijn.<\/span><\/p>\n<h4><b>Het werk van WVA in Peru<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Tijdens mijn bezoek heb ik verschillende gesprekken gevoerd met leden van het Congres om het belang van deze regelgeving te bespreken en ervoor te zorgen dat deze rekening houdt met de verschillen in gezondheidsrisico&#039;s tussen e-sigaretten en traditionele sigaretten. Dit verschil zou moeten resulteren in lagere belastingen, minder beperkingen op de verkoop en het gebruik, en meer flexibiliteit om voorlichting te geven over de producten en ze te promoten als hulpmiddel bij het stoppen met roken.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Onze grootste zorg, en die van de meer dan 200.000 vapers in het land, is dat er momenteel een werkgroep is opgericht zonder vertegenwoordiging van gebruikers of organisaties die deze producten verdedigen als hulpmiddel om te stoppen met roken. De World Vapers&#039; Alliance heeft al verzocht om deel te nemen aan deze werkgroep om ervoor te zorgen dat de stem van Peruaanse gebruikers wordt gehoord en dat hun ervaringen worden meegenomen bij de regulering van nicotineproducten.<\/span><\/p>\n<h4><b>Het belang van slimme regelgeving<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Een goede regelgeving zou Peruaanse rokers veiligere alternatieven kunnen bieden die de gezondheidsrisico&#039;s aanzienlijk verminderen in vergelijking met traditionele sigaretten. Dit zou leiden tot een afname van aan roken gerelateerde sterfgevallen en ziekten in Peru, wat meer dan 7.000 levens per jaar zou kunnen redden en de Peruaanse staat jaarlijks meer dan 2,5 miljard soles zou besparen.<\/span><\/p>\n<h4><b>Vooruitblik op de toekomst: Snus en nicotinezakjes<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Naast het pleiten voor gedifferentieerde regelgeving voor e-sigaretten en verhitte tabak, werken we er ook aan om producten zoals snus en nicotinezakjes in toekomstige regelgeving op te nemen.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Deze producten, die momenteel niet gereguleerd zijn in Peru en nauwelijks op de markt worden gebracht, hebben in andere landen, met name in Zweden, bewezen effectief te zijn bij het verminderen van roken. Daarom willen we dat ze gereguleerd worden, zodat ook Peruaanse rokers de mogelijkheid krijgen om ze te gebruiken om te stoppen met roken.<\/span><\/p>\n<h4><b>De weg vooruit<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Peru heeft de kans om zich aan te sluiten bij landen als het Verenigd Koninkrijk, Zweden en Nieuw-Zeeland, die progressieve benaderingen hebben gekozen voor het verminderen van de schadelijke gevolgen van tabak. Deze landen hebben een aanzienlijke daling van het aantal rokers gezien door beleid te voeren dat het potentieel van alternatieve nicotineproducten erkent.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Peru bevindt zich in een unieke positie om een regionale en mondiale leider te worden in het gebruik en de regulering van deze producten. Door deze kans nu te grijpen, kan het land niet alleen de gezondheid van zijn burgers verbeteren, maar zich ook profileren als een rolmodel in Latijns-Amerika.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Als vertegenwoordiger van de World Vapers&#039; Alliance zal ik me onvermoeibaar blijven inzetten om ervoor te zorgen dat de stem van gebruikers en voorstanders van schadebeperking wordt gehoord in het Peruaanse regelgevingsproces.
