Rokers zullen geen toegang meer hebben tot deze minder schadelijke producten en zullen gedwongen worden door te gaan met het roken van sigaretten, die jaarlijks 9.000 van onze burgers het leven kosten.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Het is een feit dat stoppen met roken erg moeilijk is. Hoewel bijna twee derde van de 2,7 miljoen rokers in het land zegt te willen stoppen, lukt het slechts een klein percentage \u2013 naar schatting 21 op 400.000 \u2013 om dat te doen. Zij hebben hulp nodig om zichzelf te kunnen helpen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Overmatige belasting op minder schadelijke nicotineproducten, zoals nicotinezakjes, kan onbedoelde gevolgen hebben die de doelstellingen van de volksgezondheid, namelijk het terugdringen van het aantal rokers, tenietdoen. Hoge belastingen kunnen deze alternatieven minder betaalbaar maken, met name voor mensen met een laag inkomen die het meest kwetsbaar zijn voor aan roken gerelateerde ziekten.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Wanneer minder schadelijke alternatieven economisch onbereikbaar worden, kunnen rokers terugvallen op de schadelijkere traditionele sigaretten of hun toevlucht nemen tot de zwarte markt om goedkopere producten te verkrijgen. Beide uitkomsten zouden de doelstellingen van het wetsvoorstel op het gebied van de volksgezondheid ondermijnen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Het voorgestelde verbod op smaakstoffen in nicotinezakjes en sigaretten is een ander punt van zorg. Smaakstoffen spelen een cruciale rol bij het helpen van rokers om over te stappen van traditionele, brandbare tabaksproducten. Onderzoek toont aan dat nicotineproducten met smaakstoffen aantrekkelijker zijn voor rokers die proberen te stoppen, omdat ze de zintuiglijke associatie met conventioneel roken verminderen. Een verbod op smaakstoffen kan rokers ervan weerhouden over te stappen op deze minder schadelijke alternatieven, wat kan leiden tot voortgezet gebruik van gevaarlijkere tabaksproducten.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Daarnaast zou het verbod op smaakstoffen de groei van een illegale markt kunnen aanwakkeren. Consumenten die op zoek zijn naar producten met een smaakje, zouden zich kunnen wenden tot ongereguleerde bronnen, waar de kwaliteit en veiligheid van de producten niet gegarandeerd zijn. De opkomst van een dergelijke zwarte markt zou consumenten aan grotere risico&#039;s blootstellen en de rechtshandhaving bemoeilijken.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De economische gevolgen van deze wetswijzigingen mogen niet worden onderschat. Buitensporige belastingen en verboden op smaakstoffen kunnen leiden tot aanzienlijke omzetverliezen voor legale detailhandelaren en fabrikanten die zich aan de regelgeving houden. Dit kan op zijn beurt leiden tot banenverlies en economische instabiliteit, met name in gemeenschappen waar de tabaksindustrie een belangrijke rol speelt.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bovendien zou de groei van de illegale markt de overheid belastinginkomsten kunnen ontnemen, waardoor juist de financi\u00eble middelen die nodig zijn voor initiatieven op het gebied van de volksgezondheid, ondermijnd worden.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Schadebeperking is een wereldwijd erkende strategie om de negatieve gezondheidseffecten van tabaksgebruik te minimaliseren. Door minder schadelijke alternatieven te ondersteunen, zoals nicotinezakjes, e-sigaretten en andere niet-brandbare producten, kan de Senaat bijdragen aan de vermindering van de totale ziektelast door tabaksgebruik in Kenia.
