Door strategie\u00ebn ter beperking van de schade te omarmen, waaronder een betere beschikbaarheid van e-sigaretten, kunnen de autoriteiten de illegale markt ondermijnen, de volksgezondheid beschermen en belastinginkomsten veiligstellen. Zonder gemakkelijk toegankelijke alternatieven zoals vapen worden inspanningen om rokersgerelateerde ziekten te bestrijden aanzienlijk ondermijnd.
