{"id":4465,"date":"2023-07-14T07:06:34","date_gmt":"2023-07-14T11:06:34","guid":{"rendered":"https:\/\/worldvapersalliance.com\/?p=4465"},"modified":"2023-07-14T08:42:51","modified_gmt":"2023-07-14T12:42:51","slug":"19-international-harm-reduction-consumer-groups-call-on-the-south-africa-government-to-stop-killing-harm-reduction-in-the-new-tobacco-control-bill","status":"publish","type":"post","link":"https:\/\/worldvapersalliance.com\/nl_be\/19-international-harm-reduction-consumer-groups-call-on-the-south-africa-government-to-stop-killing-harm-reduction-in-the-new-tobacco-control-bill\/","title":{"rendered":"Negentien consumentenorganisaties roepen Zuid-Afrika op te stoppen met het doden van slachtoffers van schadebeperking."},"content":{"rendered":"<p><b>Kaapstad, 14 juli 2023 \u2014 <\/b><span style=\"font-weight: 400;\">Vertegenwoordigers van de 19 internationale organisaties voor schadebeperking hebben de portefeuillecommissie Volksgezondheid van het Zuid-Afrikaanse parlement opgeroepen om vapen en andere alternatieve nicotineproducten te omarmen als instrumenten in de strijd tegen roken.\u00a0<\/span><\/p>\n<p><b>De <\/b><a href=\"https:\/\/www.parliament.gov.za\/storage\/app\/media\/Bills\/2022\/B33_2022_Tobacco_Products_and_Electronic_Delivery_Systems_Control_Bill\/B33_2022_Tobacco_Products_and_Electronic_Delivery_Systems_Control_Bill.pdf\" target=\"_blank\" rel=\"noopener\"><b>voorgestelde tekst <\/b><\/a><b>Het wetsvoorstel inzake de controle op tabaksproducten en elektronische toedieningssystemen is bedoeld om alternatieve nicotineproducten en brandbare producten op dezelfde manier te reguleren. <\/b><span style=\"font-weight: 400;\">met bepalingen over extra beperkingen op de verkoop en productie van tabak en nicotineproducten, een verbod op reclame voor tabaksverwarmings- en dampproducten, een verbod op het openbaar gebruik van tabaksverwarmings- en dampproducten, de bevoegdheid van de minister om smaakverboden op te leggen voor tabaksverwarmings- en dampproducten en andere bepalingen.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cRoken is een wereldwijd probleem dat dringend en adequaat moet worden aangepakt. Alleen al in Zuid-Afrika, <\/span><\/i><a href=\"https:\/\/gsthr.org\/countries\/profile\/zaf\/\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\">Er sterven jaarlijks 42.181 mensen. <\/span><\/i><\/a><i><span style=\"font-weight: 400;\">als gevolg van tabaksgebruik. De maatregelen die de Zuid-Afrikaanse overheid heeft voorgesteld, bevatten echter diverse bepalingen die de vooruitgang die Zuid-Afrika heeft geboekt in de strijd tegen de rookepidemie teniet zullen doen en daarmee het leven in gevaar zullen brengen van al diegenen die met succes zijn gestopt met roken vanwege de ruime beschikbaarheid van alternatieve nicotineproducten.\u201d <\/span><\/i><span style=\"font-weight: 400;\">de organisaties die in de indiening worden genoemd.<\/span><\/p>\n<p><b>De organisaties pleiten voor een risicogebaseerde regelgeving en beweren dat <\/b><b><i>\u201c&quot;Voor de toepassing van de wetgeving moeten roken en vapen duidelijk van elkaar worden onderscheiden en in aparte bepalingen worden gereguleerd, waarbij vapen wordt erkend als een middel om roken te verminderen.&quot;\u201d<\/i><\/b><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cNicotineproducten zouden gereguleerd moeten worden op basis van hun risicoprofiel. We hebben talloze voorbeelden gezien waarbij algehele verboden op alternatieve producten juist het tegenovergestelde effect hebben gehad en schadelijke gevolgen voor de volksgezondheid hebben gehad. Het is tijd dat onze functionarissen erkennen dat vapen een middel is om de rookepidemie te bestrijden en niet op dezelfde manier behandeld zou moeten worden.\u201d <\/span><\/i><span style=\"font-weight: 400;\">aldus Michael Landl, directeur van de World Vapers&#039; Alliance en een van de ondertekenaars van het voorstel.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201c&quot;Dit wetsvoorstel geeft de minister van Volksgezondheid de bevoegdheid om regelgeving vast te stellen over elk onderwerp dat hij nodig acht ter bescherming van het publiek. De minister van Volksgezondheid krijgt de bevoegdheid om te bepalen wie vape-producten mag verkopen, en waar en wanneer ze verkocht mogen worden. Gezien het onwettige verbod op de verkoop van tabak en vapes tijdens de Covid-lockdown in 2020, lijkt een dergelijke aanzienlijke macht die aan \u00e9\u00e9n enkele minister wordt toegekend, buitensporig.&quot;\u201d <\/span><\/i><span style=\"font-weight: 400;\">zegt Kurt Yeo, medeoprichter van de Zuid-Afrikaanse organisatie Vaping Saved My Life.<\/span><\/p>\n<p><span
