In de derde lezing heeft de Wetgevende Yuan het wetsvoorstel aangenomen. <\/span><a href=\"https:\/\/www.cna.com.tw\/news\/aipl\/202301125005.aspx\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">stem<\/span><\/a><span style=\"font-weight: 400;\"> voor de amendementen op de &#039;Wet ter voorkoming van tabaksgevaren&#039; om elektronische sigaretten te verbieden, het gebruik van verhitte tabaksproducten te reguleren en de minimumleeftijd voor roken te verhogen van 18 naar 20 jaar.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">De nieuwe wetgeving noemt vapen niet direct, maar introduceert in plaats daarvan de term &#039;tabakachtige producten&#039;. De productie, verkoop en levering van dergelijke producten zijn strikt verboden. De wetgeving introduceert ook hoge boetes voor illegale exploitanten van e-sigaretten, met een maximumboete van NT$50 miljoen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Michael Landl, directeur van de World Vapers&#039; Alliance, omschreef het huidige verbod op e-sigaretten als een dreigende ramp voor de volksgezondheid:<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cWat we vandaag in Taiwan zien, is het resultaat van een vreselijke desinformatiecampagne over schadebeperking. Vapen is veel minder schadelijk dan roken en kan potentieel duizenden levens redden in Taiwan. De geschiedenis heeft bovendien aangetoond dat verboden niet werken. Een verbod op vapen zal duizenden mensen alleen maar terugdrijven naar roken of naar de zwarte markt. Als we een rookvrije samenleving willen, moeten we schadebeperking door tabak ondersteunen, niet afbreken. Het besluit van de Taiwanese wetgevers van vandaag is een catastrofale fout voor de volksgezondheid van het land.\u201d<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">De uitvoerende Yuan heeft in januari vorig jaar het ontwerp van de wijziging van de wet ter voorkoming van tabaksgevaren aangenomen, na diverse eerdere pogingen om het gebruik van e-sigaretten te reguleren.\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201c&quot;In plaats van regelrechte verboden moet regelgeving gebaseerd zijn op wetenschap en de ervaring van miljoenen consumenten. Minder schadelijke producten moeten anders worden behandeld dan sigaretten. Taiwan zou het voorbeeld moeten volgen van koplopers op het gebied van schadebeperking, zoals het Verenigd Koninkrijk of Zweden, die vapen omarmen in plaats van ertegen te vechten&quot;, voegde Landl eraan toe.\u00a0<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cDe strijd om de schadelijke gevolgen van tabak is een strijd om geld en macht, en ik hoop dat elke voorstander van tabaksschadebeperking en vapen deze strijd in zijn of haar land wint.
