Het is gebaseerd op zwakke gegevens en negeert cruciaal wetenschappelijk bewijs, ervaringen van consumenten en de adviezen van deskundigen die tijdens de consultatieperiode zijn ontvangen. Er is een klein lichtpuntje te ontdekken, maar daarvoor was veel druk van wetenschappers en consumenten nodig.<\/p>\n<p><strong>HET GOEDE<\/strong><\/p>\n<p><strong>De deelname van consumenten en experts maakt een verschil. <\/strong>Nadat het voorlopige rapport van SCHEER in september vorig jaar werd gepubliceerd, kreeg het veel kritiek van zowel wetenschappers als vapers. Beide groepen maakten hun bezwaren tegen het bevooroordeelde rapport duidelijk tijdens een openbare raadplegingsperiode die direct na de publicatie plaatsvond. Hoewel ze niet veel hebben veranderd, lijkt het erop dat ze naar een aantal inzendingen hebben geluisterd.<\/p>\n<p>SCHEER verlaagt de bewijskwaliteit van sterk naar matig op de volgende punten:<\/p>\n<ul>\n<li>Het totale bewijsmateriaal voor de risico&#039;s van systemische effecten op het cardiovasculaire systeem op de lange termijn;<\/li>\n<li>De rol van elektronische sigaretten als opstapje naar roken\/het begin van roken, met name voor jongeren;<\/li>\n<\/ul>\n<p>Bovendien zijn ze het met ons eens wat betreft de smaken:<\/p>\n<ul>\n<li>Tot op heden zijn er geen specifieke gegevens die aantonen dat bepaalde in de EU gebruikte smaakstoffen na herhaalde blootstelling gezondheidsrisico&#039;s opleveren voor gebruikers van elektronische sigaretten.<\/li>\n<\/ul>\n<p>Het lijkt erop dat actie van wetenschappers en consumenten wel degelijk een verschil kan maken, en hoe luider en harder we ons verzetten, hoe moeilijker het zal zijn om ons te negeren.<\/p>\n<p><strong>HET SLECHTE<\/strong><\/p>\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh4.googleusercontent.com\/Y5zynxiEHNbnbiV6-JP1Ahz01ZNeRhZhJuaM3SkbsEgs_WBop5lvOvp6Ht7YCQmpNzkzPqL-ntYN9EaaSwPi08ypSY2BhabBTxTcRg8hnF_voNlVpCgVBg9X11rg5ijHNnpzcKU\" alt=\"\" \/><\/figure>\n<p>Hoewel SCHEER het bewijs voor de gateway-hypothese heeft afgezwakt, is het nog steeds volstrekt belachelijk om het bewijs als &#039;matig&#039; te bestempelen.<\/p>\n<p>Het is duidelijk dat vapen het aantal rokers wereldwijd heeft doen dalen. De correlatie tussen de introductie en toenemende populariteit van vapen en de dalende rookcijfers suggereert dat vapen een belangrijke factor is bij het stoppen met roken. In de VS. <a href=\"https:\/\/tobaccocontrol.bmj.com\/content\/28\/6\/629\">Rapport van de Nationale Academies van Wetenschappen, Techniek en Geneeskunde<\/a> Uit onderzoek bleek dat het percentage rokers over het algemeen sneller is gedaald sinds vapen in de Verenigde Staten gangbaarder is geworden. De onderzoekers concludeerden: &quot;\u201c<em>De omgekeerde relatie tussen vapen en roken bleef consistent in verschillende datasets, zowel voor jongeren als voor jonge volwassenen, en zowel voor huidige als meer gevestigde rokers.<\/em>.Bovendien lijkt de bewering dat niet-rokers massaal zouden beginnen met roken door het vapen, niet te worden ondersteund door gegevens uit de nieuwste onderzoeken. <a href=\"https:\/\/ash.org.uk\/information-and-resources\/fact-sheets\/statistical\/use-of-e-cigarettes-among-adults-in-great-britain-2020\/\">Actie tegen roken en gezondheid (ASH)<\/a> Ook niet in het VK. Daarin staat dat &quot;slechts 0,31 TP4T van de niet-rokers momenteel vapen (wat neerkomt op 2,91 TP4T van alle vapers), een daling ten opzichte van 0,81 TP4T in 2019&quot;.<\/p>\n<p>De conclusie van het SCHEER-rapport dat er slechts &quot;zwak bewijs&quot; is voor de effectiviteit van e-sigaretten bij het stoppen met roken, is ronduit belachelijk gezien de enorme hoeveelheid informatie die ze tijdens de consultatie hebben ontvangen (en die ze bewust hebben genegeerd) en druist in tegen de ervaringen van miljoenen consumenten. Er is namelijk GEEN enkel bewijs dat vapen mensen n\u00ed\u00e9t helpt om te stoppen met roken.<\/p>\n<p><strong>EN DE LELIJKE\u00a0<\/strong><\/p>\n<p>Hoewel de SCHEER-commissie terecht bekritiseerd wordt voor dit rapport, moeten we onze aandacht ook richten op de Europese Commissie. De Commissie moet namelijk een aantal zaken toelichten. Waarom hebben ze SCHEER expliciet de opdracht gegeven om alleen naar de gezondheidseffecten van vapen te kijken, maar de vergelijking met roken weg te laten? Het is niet logisch om vapen uit de context te halen.<\/p>\n<p>Dit is net zo zinvol als het vergelijken van de effecten van een gezond dieet met helemaal niet eten, in plaats van met een ongezond dieet.<\/p>\n<p>Al met al lijkt het erop dat de hoofddoelstelling is vergeten: het aantal rokers terugdringen en de door roken veroorzaakte ziekten aanpakken. Vapen is geen roken en mag niet op dezelfde manier worden behandeld. De regelgeving moet zo worden opgesteld dat huidige rokers worden aangemoedigd om over te stappen. De EU moet zich richten op praktische oplossingen om de schade te beperken, en dit belangrijke punt ontbreekt in de SCHEER-analyse. Vapen kan rokers helpen stoppen, maar dit rapport negeert dat en vergelijkt vapen met niet-roken.
