Azioni recenti, tra cui un\u00a0<a href=\"https:\/\/worldvapersalliance.com\/it\/voices-unheard-consumers-matter\/\" target=\"_blank\" rel=\"noopener noreferrer\">spettacolo di luci e protesta silenziosa<\/a>, ha evidenziato questa ingiustizia.<\/p>\n<p>Ma il vero problema persiste: le voci dei consumatori vengono ignorate, mentre le politiche proibizioniste, spesso guidate da potenti interessi come Michael Bloomberg e l&#039;OMS, dominano l&#039;agenda.<\/p>\n<p>Questa esclusione \u00e8 particolarmente pericolosa in un momento cruciale per le politiche sul tabacco a livello mondiale. A novembre, i governi si riuniranno a Ginevra per la COP11, per negoziare il futuro della Convenzione quadro per la lotta al tabacco (FCTC). Questo processo ha a lungo emarginato i consumatori e respinto le strategie di riduzione del danno.<\/p>\n<p>Allo stesso tempo, all&#039;interno dell&#039;Unione Europea, sono in corso i preparativi per la revisione della Direttiva sui prodotti del tabacco (TPD), con il processo legislativo che dovrebbe svolgersi sotto la presidenza irlandese del Consiglio a partire da luglio 2026. Anche l&#039;aggiornamento, a lungo rimandato, della Direttiva sulle accise sul tabacco (TED) \u00e8 tornato sul tavolo. Insieme, questi sviluppi paralleli plasmeranno il futuro della politica sulla nicotina in Europa e nel mondo. Ci\u00f2 metter\u00e0 alla prova se i decisori politici sosterranno l&#039;innovazione e la riduzione del danno o se rafforzeranno un percorso proibizionista che rischia di minare i progressi in materia di salute pubblica.<\/p>\n<p>Prove evidenti degli ultimi decenni in paesi come Svezia, Regno Unito e Nuova Zelanda hanno dimostrato che alternative pi\u00f9 sicure alla nicotina, come lo svapo, le bustine di nicotina e lo snus, stanno riducendo drasticamente i tassi di fumo. Pi\u00f9 recentemente, le strategie nazionali in\u00a0<a href=\"https:\/\/worldvapersalliance.com\/wp-content\/uploads\/2025\/06\/Champions-of-Change-Harm-Reduction-Victory.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Grecia e Repubblica Ceca<\/a>\u00a0hanno anche dimostrato come le politiche pragmatiche di riduzione del danno possano produrre reali benefici per la salute pubblica.<\/p>\n<p>Tuttavia, l&#039;Unione Europea sembra sempre pi\u00f9 allineata con l&#039;approccio obsoleto e ideologico dell&#039;Organizzazione Mondiale della Sanit\u00e0. Secondo un\u00a0<a href=\"https:\/\/worldvapersalliance.com\/it\/eu-turns-vapers-into-piggy-banks-lives-at-risk-as-eu-commission-pushes-for-extra-cash-instead-of-public-health\/\" target=\"_blank\" rel=\"noopener noreferrer\">documento trapelato<\/a>, la Commissione europea sta valutando un aumento significativo delle tasse su tutti i prodotti alternativi alla nicotina.<\/p>\n<p>Altre bozze trapelate di proposte della Commissione suggeriscono divieti sugli aromi per sigarette elettroniche e restrizioni sulle bustine di nicotina. Sono proprio queste le misure che hanno fallito altrove. Invece di tutelare la salute pubblica, queste misure rischiano di proteggere le vendite di sigarette, impedendo l&#039;accesso a opzioni meno dannose.<\/p>\n<p>Ma questo approccio non \u00e8 solo fuorviante, \u00e8 fondamentalmente antidemocratico. Quando la World Vapers&#039; Alliance ha consegnato\u00a0<a href=\"https:\/\/worldvapersalliance.com\/it\/every-life-counts\/\" target=\"_blank\" rel=\"noopener noreferrer\">100.000 firme<\/a>\u00a0al Parlamento europeo, sollecitando la tutela della riduzione del danno, ha rivelato una crescente disconnessione tra i responsabili politici dell&#039;UE e i cittadini che servono. Non si trattava di lobbisti aziendali, ma di cittadini europei comuni che hanno smesso di fumare grazie ad alternative come lo svapo e che ora rischiano di perdere quegli strumenti, mentre i loro stessi rappresentanti li ignoravano completamente.<\/p>\n<p>Nel frattempo, la Convenzione quadro dell&#039;OMS sul controllo del tabacco (ampiamente finanziata da Michael Bloomberg) continua a promuovere un modello unico, basato sull&#039;astinenza. Il risultato \u00e8 stato il divieto di prodotti pi\u00f9 sicuri, mentre le sigarette tradizionali rimangono ampiamente disponibili. In paesi come Messico e India, un divieto di svapo sostenuto da Bloomberg ha privato i fumatori di valide alternative. L&#039;UE ripeter\u00e0 il suo errore?<\/p>\n<p>C&#039;\u00e8 ancora tempo per cambiare rotta. L&#039;UE pu\u00f2 dare il buon esempio, promuovendo una regolamentazione basata sull&#039;evidenza che ponga i consumatori al centro del processo decisionale. La riduzione del danno non \u00e8 una scappatoia: \u00e8 una strategia salvavita, come dimostrano i paesi che hanno registrato cali storici delle malattie legate al fumo. La FCTC deve riconoscerlo e l&#039;UE dovrebbe impegnarsi per la sua inclusione, non ripiegarsi su un&#039;ideologia.<\/p>\n<p>I decisori politici devono resistere alle pressioni di attivisti proibizionisti come Michael Bloomberg e adottare invece una regolamentazione pi\u00f9 intelligente, fondata sulla scienza e sui risultati concreti. La COP11 non deve trasformarsi nell&#039;ennesimo vertice a porte chiuse in cui le voci dei consumatori vengono escluse e prevale un pensiero obsoleto. Mettere a tacere queste voci non le far\u00e0 scomparire, ma non far\u00e0 altro che accrescere la sfiducia e ritardare i progressi.
