Le gouvernement n\u00e9erlandais a compl\u00e8tement perdu le fil en mati\u00e8re de r\u00e9duction des risques li\u00e9s au tabac. Les r\u00e9centes d\u00e9cisions du Conseil des ministres ont r\u00e9v\u00e9l\u00e9 un cadre r\u00e9glementaire qui privil\u00e9gie une rh\u00e9torique anti-vapotage obsol\u00e8te tout en prot\u00e9geant inexplicablement les cigarettes, le produit nicotinique le plus nocif du march\u00e9. Cette approche est non seulement absurde, mais aussi activement pr\u00e9judiciable \u00e0 la sant\u00e9 publique.<\/span><\/p>\n

Rendre obligatoire la vente de cigarettes \u00e9lectroniques dans les magasins sp\u00e9cialis\u00e9s avant celle des cigarettes classiques.<\/span><\/h4>\n

L'une des mesures les plus absurdes est la <\/span>d\u00e9cision<\/span><\/a> Le gouvernement pr\u00e9voit de limiter la vente des cigarettes \u00e9lectroniques aux seuls magasins sp\u00e9cialis\u00e9s d\u00e8s 2026, soit six ans avant les restrictions similaires impos\u00e9es aux cigarettes classiques, dont la vente en magasins sp\u00e9cialis\u00e9s ne sera autoris\u00e9e qu'\u00e0 partir de 2032. Ce calendrier est absurde. Le vapotage est largement reconnu comme \u00e9tant beaucoup moins nocif que le tabagisme, des \u00e9tudes d\u00e9montrant qu'il pr\u00e9sente des risques bien moindres que ceux associ\u00e9s au tabac combustible. Pourtant, le gouvernement rend de fait l'acc\u00e8s aux cigarettes \u00e9lectroniques plus difficile bien avant d'appliquer des restrictions similaires aux cigarettes classiques, qui restent responsables d'innombrables d\u00e9c\u00e8s chaque ann\u00e9e.\u00a0<\/span><\/p>\n

Cette mesure compromet non seulement les efforts de r\u00e9duction des risques, mais envoie un message dangereux\u00a0: celui que la cigarette serait plus acceptable que le vapotage. C\u2019est un affront pour les fumeurs qui tentent d\u2019arr\u00eater et pour les vapoteurs qui ont d\u00e9j\u00e0 opt\u00e9 pour une alternative moins nocive.<\/span><\/p>\n

Interdire les ar\u00f4mes de cigarettes \u00e9lectroniques qui aident les fumeurs \u00e0 arr\u00eater<\/span><\/h4>\n

Les Pays-Bas ont d\u00e9j\u00e0 mis en place l'une des interdictions d'ar\u00f4mes les plus strictes d'Europe, n'autorisant que les e-liquides au go\u00fbt de tabac. Le gouvernement affirme que cette mesure est n\u00e9cessaire pour emp\u00eacher les jeunes de commencer \u00e0 vapoter, mais cet argument est profond\u00e9ment erron\u00e9. Les ar\u00f4mes fruit\u00e9s et gourmands sont essentiels pour aider les fumeurs adultes \u00e0 se sevrer du tabac, car ils rendent le vapotage plus attrayant et diff\u00e9rent du tabagisme. En interdisant ces ar\u00f4mes, le gouvernement pousse les fumeurs \u00e0 revenir \u00e0 la cigarette ou les contraint \u00e0 se tourner vers le march\u00e9 noir \u2013 une mesure qui ne profite \u00e0 personne.\u00a0<\/span><\/p>\n

L'interdiction des ar\u00f4mes a d\u00e9j\u00e0 entra\u00een\u00e9 une baisse significative du vapotage, un vapoteur n\u00e9erlandais sur cinq ayant compl\u00e8tement arr\u00eat\u00e9 depuis sa mise en place. Si certains y voient un progr\u00e8s, il est probable que de nombreux anciens vapoteurs retournent \u00e0 la cigarette, une habitude bien plus nocive. Cette interdiction ignore par ailleurs les donn\u00e9es montrant qu'elle n'a que peu d'effet dissuasif sur le vapotage chez les jeunes, mais nuit au contraire aux fumeurs adultes en qu\u00eate d'alternatives plus s\u00fbres.<\/span><\/p>\n

Interdiction pure et simple des sachets de nicotine<\/span><\/h4>\n

Comble de l'ironie, le gouvernement n\u00e9erlandais a interdit les sachets de nicotine. Ces produits figurent parmi les alternatives \u00e0 la nicotine les moins nocives et ont jou\u00e9 un r\u00f4le d\u00e9terminant pour aider les fumeurs \u00e0 arr\u00eater sans inhaler de substances chimiques dangereuses. Leur interdiction pure et simple prive les consommateurs d'un outil suppl\u00e9mentaire de r\u00e9duction des risques et les incite \u00e0 se tourner \u00e0 nouveau vers les cigarettes, potentiellement mortelles.<\/span><\/p>\n

Une approche r\u00e9trograde de la sant\u00e9 publique<\/span><\/h4>\n

La r\u00e9pression acharn\u00e9e du gouvernement n\u00e9erlandais contre le vapotage et autres produits \u00e0 risque r\u00e9duit va \u00e0 l'encontre des principes de r\u00e9duction des risques. Au lieu d'adopter ces innovations comme outils pour atteindre son objectif d'une g\u00e9n\u00e9ration sans tabac d'ici 2040, il sabote ses propres efforts par des politiques malavis\u00e9es.\u00a0<\/span><\/p>\n

Voici ce que permettent ces r\u00e9glementations\u00a0:<\/span><\/p>\n

    \n
  • Prot\u00e9ger les cigarettes : en rendant les alternatives plus s\u00fbres moins accessibles et moins attrayantes, on laisse aux fumeurs moins d'options et ils sont contraints de continuer \u00e0 utiliser du tabac combustible.<\/span><\/li>\n
  • Sanctionner les consommateurs adultes\u00a0: les adultes qui utilisent le vapotage ou les sachets de nicotine comme alternatives plus s\u00fbres sont p\u00e9nalis\u00e9s pour avoir fait des choix moins nocifs.<\/span><\/li>\n
  • Alimenter les march\u00e9s noirs\u00a0: les interdictions restrictives et les proscrivant certains ar\u00f4mes poussent les consommateurs vers des circuits ill\u00e9gaux, o\u00f9 les produits ne sont pas r\u00e9glement\u00e9s et sont potentiellement dangereux.<\/span><\/li>\n<\/ul>\n

    Un appel au bon sens<\/span><\/h4>\n

    L'approche du gouvernement n\u00e9erlandais est une honte pour la politique de sant\u00e9 publique. Elle privil\u00e9gie la peur \u00e0 la science, l'id\u00e9ologie aux preuves et l'interdiction \u00e0 la r\u00e9duction des risques. Si l'objectif est v\u00e9ritablement une g\u00e9n\u00e9ration sans tabac d'ici 2040, les politiques doivent se concentrer sur la r\u00e9duction des risques, et non sur l'\u00e9limination des alternatives moins nocives tout en laissant intactes les cigarettes mortelles.<\/span><\/p>\n

    Il est temps que les d\u00e9cideurs politiques n\u00e9erlandais prennent conscience que leur politique actuelle ne r\u00e9duira pas le nombre de fumeurs, mais augmentera le nombre de d\u00e9c\u00e8s \u00e9vitables.
