L&#039;affaire trouve son origine en 2022, lorsque l&#039;Association des fumeurs et des familles pour un Panama sans tabac a signal\u00e9 la vente de paquets de cigarettes sans les avertissements sanitaires obligatoires, en violation de la r\u00e9glementation en vigueur. L&#039;absence d&#039;appel d&#039;offres public dans cette affaire a soulev\u00e9 des questions de transparence et de respect des proc\u00e9dures l\u00e9gales.<\/span><\/p>\n<h4><b>L&#039;absence d&#039;appel d&#039;offres public pour le contrat du Centre de congr\u00e8s de Panama pour la COP10<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">L&#039;attention se porte d\u00e9sormais sur le r\u00f4le de Reina Roa en tant que coordinatrice de la Commission nationale de lutte antitabac et figure cl\u00e9 de la lutte contre le tabac au Panama et en Am\u00e9rique centrale. Les r\u00e9centes accusations publiques formul\u00e9es le 28 d\u00e9cembre 2023 par l&#039;Association des fumeurs et des familles pour un Panama sans tabac mettent en lumi\u00e8re l&#039;attribution non concurrentielle du contrat au Centre de conventions de Panama (PCC) pour l&#039;organisation de la COP10. Cette pratique est consid\u00e9r\u00e9e comme une violation de la Convention des Nations Unies contre la corruption et de l&#039;article 338 du Code p\u00e9nal.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La controverse porte sur l&#039;absence d&#039;appel d&#039;offres public pour l&#039;organisation de la COP10, dont le co\u00fbt pour le gouvernement s&#039;\u00e9l\u00e8ve \u00e0 1\u00a0050\u00a0000 milliards de yuans. Le report de la conf\u00e9rence, initialement pr\u00e9vue en novembre 2023, a \u00e9t\u00e9 suivi de graves all\u00e9gations, jetant le discr\u00e9dit sur l&#039;int\u00e9grit\u00e9 juridique du Panama et alimentant les soup\u00e7ons de mauvaise gestion financi\u00e8re li\u00e9s \u00e0 l&#039;organisation de la COP10.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Le Panama doit d\u00e9sormais faire face aux cons\u00e9quences de ces accusations, ce qui soul\u00e8ve des questions quant aux priorit\u00e9s des d\u00e9penses publiques face aux besoins du syst\u00e8me de sant\u00e9.
