Au total, 415 vapoteurs de 36 pays \u00e0 travers le monde ont particip\u00e9 \u00e0 l&#039;enqu\u00eate.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Les r\u00e9sultats d&#039;une enqu\u00eate montrent qu&#039;une taxation plus \u00e9lev\u00e9e pousserait pr\u00e8s d&#039;un tiers des vapoteurs vers le march\u00e9 noir. Selon cette enqu\u00eate, les hausses de taxes fragmenteraient les comportements de consommation des vapoteurs\u00a0:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">31% (126 r\u00e9ponses) continueraient \u00e0 vapoter comme ils le font actuellement et paieraient le prix plus \u00e9lev\u00e9\u00a0;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">30% (119 r\u00e9ponses) disent qu&#039;ils vapoteraient moins pour compenser l&#039;augmentation de prix\u00a0;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">28% (113 r\u00e9ponses) essaierait de se procurer ses produits sur le march\u00e9 noir.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Ces r\u00e9sultats montrent qu&#039;une taxation accrue ne modifiera pas le comportement des consommateurs ais\u00e9s, car ils paieront simplement le surco\u00fbt du produit. Le point inqui\u00e9tant est que, pour beaucoup, le vapotage deviendrait un produit de luxe et que pr\u00e8s d&#039;un tiers des vapoteurs se tourneraient vers le march\u00e9 noir, qui risque de proposer des produits de moindre qualit\u00e9 ou non r\u00e9glement\u00e9s. Parall\u00e8lement, pr\u00e8s d&#039;un autre tiers r\u00e9duirait sa consommation de vapotage, ce qui augmente le risque de rechute dans le tabagisme.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La Commission europ\u00e9enne proc\u00e8de actuellement \u00e0 la r\u00e9vision de la directive relative \u00e0 la taxe d&#039;accise sur le tabac. En 2020, elle a publi\u00e9 une \u00e9valuation de cette directive, concluant que les r\u00e8gles en vigueur ne permettent plus de r\u00e9duire la consommation de tabac. La proposition de r\u00e9vision de la directive relative \u00e0 la taxe d&#039;accise sur le tabac devrait \u00eatre publi\u00e9e au quatri\u00e8me trimestre 2022.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Si l\u2019Europe est d\u00e9termin\u00e9e \u00e0 r\u00e9duire les effets nocifs du tabagisme, elle devrait s\u2019engager \u00e0 maintenir des prix abordables pour les produits de vapotage. Il a \u00e9t\u00e9 prouv\u00e9 que <\/span><a href=\"https:\/\/www.nber.org\/papers\/w26724\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">La hausse des prix des produits de vapotage stimule les ventes de cigarettes.<\/span><\/a><span style=\"font-weight: 400;\">, Comme le confirment les r\u00e9sultats de l&#039;enqu\u00eate, si l&#039;UE choisit d&#039;augmenter la taxe d&#039;accise sur les produits de la cigarette \u00e9lectronique, cette mesure devra \u00eatre \u00e9labor\u00e9e avec soin afin d&#039;\u00e9viter l&#039;effet inverse, \u00e0 savoir inciter les anciens fumeurs \u00e0 reprendre le tabac.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">WVA m\u00e8ne actuellement une p\u00e9tition publique aupr\u00e8s des d\u00e9put\u00e9s europ\u00e9ens afin d&#039;appeler les d\u00e9cideurs politiques europ\u00e9ens \u00e0 adopter une approche de r\u00e9duction des risques et \u00e0 s&#039;abstenir d&#039;augmenter les taxes.
