Lorsque le gouvernement est per\u00e7u comme agissant efficacement, dans l&#039;int\u00e9r\u00eat des citoyens et exer\u00e7ant ses pr\u00e9rogatives avec professionnalisme, tr\u00e8s peu de personnes ext\u00e9rieures au champ politique s&#039;engagent. La participation \u00e9lectorale et l&#039;activisme sont faibles lorsque les politiciens font leur travail.<\/p>\n<p>Mais l&#039;inverse est vrai lorsque les gouvernements commettent des erreurs, m\u00e9connaissent leur r\u00f4le ou proposent des politiques incoh\u00e9rentes, voire pire, contraires \u00e0 l&#039;int\u00e9r\u00eat public. C&#039;est dans ces moments-l\u00e0 que l&#039;on observe une forte participation \u00e9lectorale, c&#039;est dans ces moments-l\u00e0 que les citoyens r\u00e9agissent et agissent.<\/p>\n<p>Je consid\u00e8re cela comme la principale explication de ce qui vient de se passer aux Pays-Bas avec la consultation sur l&#039;interdiction des ar\u00f4mes dans les cigarettes \u00e9lectroniques. Cette consultation a recueilli un nombre record de r\u00e9ponses, un record absolu dans l&#039;histoire des consultations de sant\u00e9 publique aux Pays-Bas. Plus de 1\u00a0050 contributions ont \u00e9t\u00e9 enregistr\u00e9es. <a href=\"https:\/\/www.internetconsultatie.nl\/smaakjes\/reageren\">site officiel<\/a> Avant la cl\u00f4ture de la consultation le 2 f\u00e9vrier, la p\u00e9riode de consultation a \u00e9t\u00e9 prolong\u00e9e de deux semaines suite \u00e0 l&#039;\u00e9norme pression exerc\u00e9e par les citoyens, qui a fait comprendre au gouvernement qu&#039;il ne pouvait plus ignorer ce probl\u00e8me.<\/p>\n<p>La proposition d&#039;interdire les cigarettes \u00e9lectroniques aromatis\u00e9es dans le pays a suscit\u00e9 des r\u00e9actions, car il s&#039;agit d&#039;une solution mal con\u00e7ue et tout simplement mauvaise \u00e0 un probl\u00e8me inexistant. Toute politique pr\u00e9conisant des interdictions, notamment concernant les ar\u00f4mes, dissuaderait in\u00e9vitablement les fumeurs de passer \u00e0 la cigarette \u00e9lectronique et exposerait pr\u00e8s de 260\u00a0000 vapoteurs n\u00e9erlandais au risque de rechute. Les ar\u00f4mes sont essentiels car ils doublent la probabilit\u00e9 qu&#039;un fumeur passe \u00e0 la cigarette \u00e9lectronique. Les supprimer ne ferait qu&#039;encourager les vapoteurs \u00e0 reprendre le tabac ou d\u00e9courager les fumeurs d&#039;arr\u00eater.<\/p>\n<p>Des preuves scientifiques solides soutiennent nos donn\u00e9es, et de plus, parmi toutes les soumissions aux consultations, un nombre \u00e9tonnant de 98% s&#039;accordent \u00e0 dire que l&#039;interdiction est une proposition terrible et devrait \u00eatre rejet\u00e9e.<\/p>\n<p>Merci \u00e0 tous ceux qui ont partag\u00e9 leur point de vue lors de cette consultation\u00a0; nous continuerons \u00e0 lutter pour notre droit de vapoter, un droit bien plus important que toute mesquine vendetta qu\u2019un politicien pourrait nourrir contre des millions de vapoteurs \u00e0 travers le monde.<\/p>\n<p><em><strong>Michel Landl<\/strong><\/em><\/p>","protected":false},"excerpt":{"rendered":"<p>There\u2019s a fascinating paradox regarding elections and political participation in democracy.
