{"id":6620,"date":"2025-11-21T11:17:39","date_gmt":"2025-11-21T16:17:39","guid":{"rendered":"https:\/\/worldvapersalliance.com\/?p=6620"},"modified":"2025-11-21T11:17:39","modified_gmt":"2025-11-21T16:17:39","slug":"cop11-day-5-the-eus-internal-battle-spills-into-geneva","status":"publish","type":"post","link":"https:\/\/worldvapersalliance.com\/fr\/cop11-day-5-the-eus-internal-battle-spills-into-geneva\/","title":{"rendered":"COP11 Jour 5\u00a0: La lutte interne de l\u2019UE d\u00e9borde \u00e0 Gen\u00e8ve"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Alors que les n\u00e9gociations s&#039;\u00e9ternisent pour leur cinqui\u00e8me jour \u00e0 la COP11, il devient de plus en plus \u00e9vident que les plus grandes batailles se d\u00e9roulent au sein m\u00eame de l&#039;UE.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Selon un rapport de <\/span><a href=\"https:\/\/www.euractiv.com\/news\/cop11-ngos-push-eu-countries-for-last-minute-common-stance-on-tobacco-rules\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Euractiv<\/span><\/a><span style=\"font-weight: 400;\">, Plusieurs pays de l&#039;UE ont accus\u00e9 la Commission europ\u00e9enne et la pr\u00e9sidence danoise de la COP de <\/span><b>tenter de faire passer en catimini les interdictions du vapotage et d&#039;autres alternatives \u00e0 la nicotine plus s\u00fbres\u201c<\/b><span style=\"font-weight: 400;\"> \u00e0 Gen\u00e8ve, malgr\u00e9 un accord formel selon lequel l&#039;UE ne prendrait pas de position mondiale sur de telles interdictions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La pression semble se concentrer sur l&#039;article 4.5 de l&#039;ordre du jour de la COP11, qui encourage les pays \u00e0 introduire une r\u00e9glementation plus stricte ou des interdictions sur le tabac, les cigarettes \u00e9lectroniques et les nouveaux produits nicotiniques. <\/span><b>La Commission exhorterait les \u00c9tats membres de l&#039;UE \u00e0 adopter une position plus ambitieuse, tandis que l&#039;Italie, la Gr\u00e8ce et la Pologne opposent une forte r\u00e9sistance.<\/b><span style=\"font-weight: 400;\"> et d\u00e9fendre la comp\u00e9tence nationale, la proportionnalit\u00e9 et la n\u00e9cessit\u00e9 de fonder les d\u00e9cisions sur des preuves.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cette division interne au sein de l&#039;UE constitue un d\u00e9veloppement significatif. Elle montre que tous les pays de l&#039;UE ne sont pas dispos\u00e9s \u00e0 suivre les strat\u00e9gies prohibitionnistes pr\u00e9conis\u00e9es par l&#039;OMS, en particulier lorsque ces strat\u00e9gies ignorent les r\u00e9alit\u00e9s locales et les donn\u00e9es scientifiques.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ce combat ne concerne pas uniquement la COP11. <\/span><b>Il s&#039;agit d&#039;un aper\u00e7u de ce qui nous attend alors que l&#039;UE s&#039;appr\u00eate \u00e0 r\u00e9viser la directive sur les accises sur le tabac (TED) et la directive sur les produits du tabac (TPD).<\/b><span style=\"font-weight: 400;\"> Si la Commission europ\u00e9enne est pr\u00eate \u00e0 d\u00e9fier le consensus interne et \u00e0 imposer des interdictions \u00e0 l&#039;\u00e9chelle internationale, \u00e0 quoi pouvons-nous nous attendre \u00e0 huis clos \u00e0 Bruxelles ?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Les \u00c9tats membres devront rester vigilants. Les r\u00e9visions des directives TED et TPD fa\u00e7onneront la r\u00e9glementation de la nicotine en Europe pour les ann\u00e9es \u00e0 venir, et la pression en faveur d&#039;une harmonisation avec les interdictions de type OMS ne fera que s&#039;intensifier. La COP11 a d\u00e9montr\u00e9 comment certaines institutions sont pr\u00eates \u00e0 contourner la d\u00e9mocratie et le consensus pour servir des int\u00e9r\u00eats id\u00e9ologiques. <\/span><b>La m\u00eame chose pourrait se produire au niveau de l&#039;UE si la transparence, le contr\u00f4le scientifique et le leadership des \u00c9tats membres ne pr\u00e9valent pas.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Lors d&#039;une conf\u00e9rence d\u00e9j\u00e0 secou\u00e9e par une contestation croissante, ce dernier \u00e9pisode confirme que la r\u00e9sistance est bien r\u00e9elle et qu&#039;elle prend de l&#039;ampleur.
