Le &quot;\u201c<a href=\"https:\/\/worldvapersalliance.com\/fr\/voices-unheard-consumers-matter\/\">Des voix inaudibles \u2013 Les consommateurs comptent !<\/a>\u201dLa campagne comprenait un spectacle de lumi\u00e8res illuminant le centre de conf\u00e9rence et une manifestation silencieuse, les bouches scotch\u00e9es, symbolisant l&#039;exclusion des fumeurs adultes et des anciens fumeurs des instances de d\u00e9cision. Cette exclusion n&#039;est pas seulement ironique\u00a0; elle constitue une faille majeure dans la lutte antitabac mondiale, qui atteindra un point critique lors de la COP11 \u00e0 Gen\u00e8ve en novembre, \u00e0 moins que les d\u00e9cideurs politiques ne s&#039;attaquent de front aux agendas id\u00e9ologiques de Michael Bloomberg et de l&#039;Organisation mondiale de la Sant\u00e9.<\/p>\n<p class=\"\">L&#039;approche actuelle de la lutte antitabac est vou\u00e9e \u00e0 l&#039;\u00e9chec. Pendant ce temps, Bloomberg investit des milliards dans des politiques prohibitionnistes et l&#039;OMS fait activement pression\u2026\u00a0<a href=\"https:\/\/fctc.who.int\/newsroom\/news\/item\/30-05-2025-who-fctc-urges-parties-to-prohibit-ingredients-used-to-increase-product-attractiveness-and-palatability\">interdictions de saveurs<\/a>\u00a0Face aux restrictions impos\u00e9es aux alternatives plus s\u00fbres, l&#039;exp\u00e9rience v\u00e9cue par des millions de personnes ayant arr\u00eat\u00e9 de fumer gr\u00e2ce \u00e0 des produits \u00e0 risque r\u00e9duit est ignor\u00e9e. Il ne s&#039;agit pas d&#039;un hasard, mais d&#039;une exclusion institutionnalis\u00e9e. La Convention-cadre de l&#039;OMS pour la lutte antitabac, fortement influenc\u00e9e par les financements de Bloomberg, marginalise explicitement la voix des consommateurs et l&#039;expertise en mati\u00e8re de r\u00e9duction des risques. Il en r\u00e9sulte des politiques telles que l&#039;interdiction du vapotage en Inde en 2019 \u2013 directement pr\u00e9conis\u00e9e par des groupes financ\u00e9s par Bloomberg \u2013 qui \u00e9liminent des alternatives vitales tandis que les cigarettes combustibles restent largement disponibles. C&#039;est une strat\u00e9gie de sant\u00e9 publique perverse\u00a0: prot\u00e9ger le march\u00e9 du tabac en \u00e9touffant la concurrence.<\/p>\n<p class=\"\"><strong>Ce d\u00e9calage est particuli\u00e8rement alarmant au sein de l&#039;Union europ\u00e9enne. Alors que la Su\u00e8de se rapproche du statut de pays \u201c sans fum\u00e9e \u201d gr\u00e2ce \u00e0 une r\u00e9duction pragmatique des risques, la Commission europ\u00e9enne flirte avec des politiques prohibitionnistes dans le cadre de la r\u00e9vision de sa directive sur les produits du tabac.<\/strong>\u00a0<a href=\"https:\/\/worldvapersalliance.com\/fr\/eu-turns-vapers-into-piggy-banks-lives-at-risk-as-eu-commission-pushes-for-extra-cash-instead-of-public-health\/\">Propositions divulgu\u00e9es<\/a>\u00a0On propose d&#039;interdire les ar\u00f4mes, de restreindre la vente de sachets de nicotine et de taxer le vapotage\u00a0\u2014 des mesures qui inciteraient in\u00e9vitablement les Europ\u00e9ens \u00e0 recommencer \u00e0 fumer. Ce n&#039;est pas une simple sp\u00e9culation\u00a0; c&#039;est une tendance bien \u00e9tablie.<strong>\u00a0Lorsque l&#039;Alliance mondiale des vapoteurs a livr\u00e9\u00a0<a href=\"https:\/\/worldvapersalliance.com\/fr\/every-life-counts\/\">100 000 signatures<\/a>\u00a0Face aux protestations du Parlement europ\u00e9en contre ces mesures r\u00e9gressives, un d\u00e9ficit d\u00e9mocratique a \u00e9t\u00e9 mis en \u00e9vidence.<\/strong>Les d\u00e9cideurs politiques l\u00e9gif\u00e8rent contre les consommateurs, et non pour eux. L&#039;alignement de l&#039;UE sur la position anti-scientifique de l&#039;OMS \u2013 o\u00f9 le terme \u201c moins nocif \u201d est d\u00e9lib\u00e9r\u00e9ment interpr\u00e9t\u00e9 comme signifiant \u201c toujours nocif \u201d \u2013 ignore les preuves accablantes, notamment celles de Public Health England, d\u00e9montrant que le vapotage est moins dangereux que le tabagisme.<\/p>\n<p class=\"\">La COP11 offre une derni\u00e8re chance d&#039;\u00e9viter un d\u00e9sastre politique. Pourtant, le bilan de la Convention-cadre de l&#039;OMS pour la lutte antitabac (CCLAT) en vingt ans est sombre\u00a0: exclusion des consommateurs, primaut\u00e9 de l&#039;id\u00e9ologie sur les faits et influence n\u00e9faste de Bloomberg. Le processus de la CCLAT emp\u00eache activement la participation des consommateurs, ignorant les t\u00e9moignages concrets de ceux qui ont r\u00e9ussi \u00e0 arr\u00eater de fumer. L&#039;OMS exige\u2026\u00a0<a href=\"https:\/\/worldvapersalliance.com\/wp-content\/uploads\/2025\/06\/Briefing-WHO-Flavour-Ban.pdf\">interdictions de saveurs<\/a>\u00a0Cela contredit les donn\u00e9es montrant que les ar\u00f4mes sont essentiels pour le sevrage tabagique chez les adultes. Bloomberg finance la majorit\u00e9 des initiatives mondiales de lutte antitabac, ce qui fait de l&#039;opposition de sa fondation \u00e0 la r\u00e9duction des risques une politique mondiale de facto.<\/p>\n<h5><strong>La priorit\u00e9 doit \u00eatre de sauver des vies.<\/strong><\/h5>\n<p class=\"\"><strong>Cela doit cesser. Les pays qui adoptent des mesures de r\u00e9duction des risques constatent une baisse sans pr\u00e9c\u00e9dent du tabagisme\u00a0: au Japon, l\u2019adoption du tabac chauff\u00e9 a permis de r\u00e9duire les ventes de cigarettes de 42\u00a0% en cinq ans. La Su\u00e8de et la Nouvelle-Z\u00e9lande deviendront bient\u00f4t des pays sans tabac gr\u00e2ce \u00e0 leurs approches novatrices en mati\u00e8re de vapotage, de sachets et de snus.<\/strong><\/p>\n<p class=\"\">La solution exige une restructuration en profondeur. Les consommateurs doivent \u00eatre au c\u0153ur de l&#039;\u00e9laboration des politiques, notamment les anciens fumeurs et les d\u00e9fenseurs de la r\u00e9duction des risques au sein des d\u00e9l\u00e9gations de la COP11. Les d\u00e9cideurs politiques doivent se baser sur des donn\u00e9es probantes et r\u00e9glementer en fonction du risque relatif, et non sous le coup de la panique. Il faut rejeter les exc\u00e8s de Bloomberg\u00a0; la politique de sant\u00e9 publique ne doit pas \u00eatre dict\u00e9e par la croisade personnelle d&#039;un milliardaire. La Convention-cadre de l&#039;OMS pour la lutte antitabac (CCLAT) doit se moderniser et int\u00e9grer la r\u00e9duction des risques li\u00e9s au tabac comme strat\u00e9gie fondamentale, et non comme une menace.<\/p>\n<p class=\"\">La manifestation \u00e0 Dublin (voir photo) n&#039;\u00e9tait pas une mise en sc\u00e8ne, mais un avertissement. Lorsque les politiques sont \u00e9labor\u00e9es dans des cercles id\u00e9ologiques et d&#039;influence, elles \u00e9chouent. \u00c0 l&#039;approche de la COP11, le choix est clair\u00a0: poursuivre l&#039;exp\u00e9rience prohibitionniste de Bloomberg et condamner des millions de personnes \u00e0 des d\u00e9c\u00e8s li\u00e9s au tabagisme, ou enfin \u00e9couter celles et ceux qui ont trouv\u00e9 des alternatives plus s\u00fbres au tabac.
