Anim\u00e9e par Martin Cullip, elle a rassembl\u00e9 David Williams (TPA), Roger Bate (ICLE) et Clive Bates (Counterfactual), qui ont collectivement mis en lumi\u00e8re le manque de responsabilit\u00e9, de transparence et de rigueur scientifique de l&#039;OMS en mati\u00e8re de politique antitabac.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">David Williams a ouvert son intervention en soulignant les pr\u00e9occupations de l&#039;Association des parties prenantes (TPA) concernant l&#039;utilisation des fonds publics par l&#039;OMS, pointant du doigt l&#039;augmentation du budget de l&#039;organisation et son manque de transparence. Il a critiqu\u00e9 le caract\u00e8re secret des COP, o\u00f9 seuls les m\u00e9dias favorables sont admis et o\u00f9 les observateurs sont exclus, contrairement \u00e0 l&#039;objectif de transparence de telles r\u00e9unions financ\u00e9es par les contribuables.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Williams a \u00e9galement partag\u00e9 une anecdote personnelle concernant son p\u00e8re, un fumeur inv\u00e9t\u00e9r\u00e9 qui n&#039;avait pas acc\u00e8s \u00e0 d&#039;alternatives, d\u00e9plorant que la position actuelle de l&#039;OMS sur la r\u00e9duction des risques li\u00e9s au tabac prive encore aujourd&#039;hui des millions de personnes d&#039;innovations vitales. Il a affirm\u00e9 qu&#039;\u201c il n&#039;y a aucune raison de ne pas adopter cette innovation \u201d et a soulign\u00e9 l&#039;importance de demander des comptes \u00e0 l&#039;OMS, notamment gr\u00e2ce \u00e0 des initiatives comme \u201c GoodCOP\/BadCOP \u201d de la TPA qui v\u00e9rifient les faits en direct et donnent la parole aux experts et aux consommateurs.<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">Ignorer la science, exclure les parties prenantes<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">Clive Bates et Roger Bate ont tous deux soulign\u00e9 l&#039;incapacit\u00e9 r\u00e9p\u00e9t\u00e9e de l&#039;OMS \u00e0 adopter des strat\u00e9gies pragmatiques ax\u00e9es sur la r\u00e9duction des risques. Bates a not\u00e9 que l&#039;OMS et la Convention-cadre de l&#039;OMS pour la lutte antitabac (CCLAT) ont promu des politiques prohibitionnistes et salu\u00e9 les interdictions sans tenir compte des compromis ni des cons\u00e9quences impr\u00e9vues. Bates a qualifi\u00e9 cela de \u201c fanatisme nuisible \u201d, arguant que la sant\u00e9 publique devrait faire preuve d&#039;ouverture d&#039;esprit et de curiosit\u00e9 quant aux solutions, et non se fermer \u00e0 la diversit\u00e9 des points de vue.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Roger Bate a ajout\u00e9 que la structure et le financement de l&#039;OMS, provenant des \u00c9tats membres et de donateurs priv\u00e9s comme Bill Gates et Michael Bloomberg, ont engendr\u00e9 des politiques qui privil\u00e9gient les int\u00e9r\u00eats des donateurs plut\u00f4t que la sant\u00e9 publique. Il a plaid\u00e9 pour une r\u00e9forme en profondeur, tout en se montrant sceptique quant \u00e0 la possibilit\u00e9 d&#039;un changement significatif sans pression de la part des \u00c9tats membres.<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">La n\u00e9cessit\u00e9 de r\u00e9forme et d&#039;inclusion<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">Un th\u00e8me r\u00e9current \u00e9tait l&#039;urgence d&#039;inclure toutes les parties prenantes dans l&#039;\u00e9laboration des politiques de lutte antitabac, notamment les consommateurs. L&#039;initiative \u201c\u00a0GoodCOP\/BadCOP\u00a0\u201d de la TPA, qui se poursuivra lors de la COP11 \u00e0 Gen\u00e8ve du 17 au 22\u00a0novembre\u00a02025, vise \u00e0 fournir une plateforme de v\u00e9rification des faits en temps r\u00e9el et \u00e0 garantir que les personnes les plus touch\u00e9es par les d\u00e9cisions des COP soient enfin entendues.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">En tant qu&#039;Alliance mondiale des vapoteurs, nous nous joignons \u00e0 ceux qui r\u00e9clament transparence, int\u00e9grit\u00e9 scientifique et une v\u00e9ritable implication des parties prenantes lors de la COP11. L&#039;OMS a trop longtemps ignor\u00e9 des preuves solides et les t\u00e9moignages de millions de personnes ayant r\u00e9ussi \u00e0 arr\u00eater de fumer gr\u00e2ce au vapotage et \u00e0 d&#039;autres produits de r\u00e9duction des risques. Cette approche compromet non seulement la sant\u00e9 publique, mais r\u00e9duit \u00e9galement au silence les personnes les plus touch\u00e9es par ces politiques.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nous estimons qu&#039;il est essentiel que la voix des consommateurs soit enfin entendue. \u00c0 la COP11 \u00e0 Gen\u00e8ve, nous serons pr\u00e9sents pour veiller \u00e0 ce que les d\u00e9cideurs ne puissent ignorer les donn\u00e9es probantes en faveur de la r\u00e9duction des risques li\u00e9s au tabac ni le droit des adultes \u00e0 acc\u00e9der \u00e0 des alternatives plus s\u00fbres.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nous savons que la r\u00e9duction des risques sauve des vies \u2013 il suffit de constater le succ\u00e8s de la Su\u00e8de dans la r\u00e9duction du tabagisme.
