Health Canada updated its <\/span>national tobacco and vaping data tool<\/span><\/a> this year, and the youth numbers are worth sitting with. In 2024, 3.6% of Canadian teens aged 12 to 17 had smoked a cigarette. Current smoking, daily, occasional, or otherwise, sat at 1.5%. Five years earlier, in 2019, those numbers looked meaningfully worse: 5.2% had already smoked at least once, and 2.1% were current smokers. Teen smoking in Canada has been falling, and it kept falling right through the years, when vaping was most popular among teens.<\/span><\/p>\n

That last part is the piece that the gateway theory has never been able to explain.<\/span><\/p>\n

The Year Vaping Peaked Was Also a Year Smoking Kept Dropping<\/b><\/h5>\n

In 2019, 13.1% of Canadian teens reported vaping in the past 30 days, by far the highest rate in this dataset. If vaping functioned as an on-ramp to cigarettes the way flavor-ban advocates have long argued, that year should have produced a bump in teen smoking a year or two out. Instead, youth vaping fell to 7.1% by 2023 and 5.8% by 2024, while teen smoking continued to decline, reaching 1.6% and then 1.5%. Both numbers moved in the same direction, together, for five straight years. A theory built on vaping normalizing cigarettes for teenagers needs the two lines to diverge at some point. They haven’t.<\/span><\/p>\n

Even the current snapshot makes the point on its own. In 2024, more Canadian teens vaped in the past month (5.8%) than smoked at all (1.5%), including teens who’d only tried a cigarette once (experimental smoking sits at 1.8%, roughly the same size as current smoking). If vaping were quietly funneling kids toward cigarettes, that gap should be closing as the vaping generation ages up. It’s widening instead.<\/span><\/p>\n

Adults Tell a Quieter Version of the Same Story<\/b><\/h5>\n

The adult data doesn’t get cited as often in this fight, but it belongs in it. Adult current smoking sat at 11.2% in 2024, down slightly from 11.5% the year before. Adult vaping barely moved in the same window, 6.2% to 5.9%. There’s no vaping surge here either, just a slow, steady decline in cigarette smoking among people who are actually old enough to buy a vape legally in the first place. Nearly 23% of Canadian adults are former smokers. Whatever is driving that number down, it isn’t a wave of new teenage smokers created by e-cigarettes, because the data on that specific claim continues to not exist.<\/span><\/p>\n

The Policy Built On the Theory Is Still Standing<\/b><\/h5>\n

None of this is new to anyone who has read WVA’s own work on the subject.<\/span> Vaping and the Gateway Myth<\/span><\/a> made the case in 2023 that adolescents don’t transition from vaping into smoking, and that flavor restrictions sold as child protection don’t address anything the evidence actually supports. What Canada’s 2024 numbers add is a live, national dataset that keeps landing in the same place, year over year, long after the policy debate assumed it would settle the other way.<\/span><\/p>\n

Rules like flavor bans, matching vape and cigarette taxes, and tight marketing restrictions are based on a claim that vaping is just as risky for teens as smoking. However, the data shows this claim is false. The next round of that legislation should have to reckon with five years of a national health survey before it gets written, not five years of a fear that never checked itself against one.<\/span><\/p>","protected":false},"excerpt":{"rendered":"
