Una revisi\u00f3n filtrada de la Uni\u00f3n Europea\u00a0Directiva sobre el impuesto especial al tabaco<\/a>\u00a0(TED), publicado recientemente bajo la presidencia chipriota, ha reavivado la preocupaci\u00f3n de que Europa se est\u00e9 desviando hacia pol\u00edticas ideol\u00f3gicas en detrimento de la salud p\u00fablica. Si bien el borrador revisado suaviza ligeramente algunos de los tipos impositivos propuestos por la Comisi\u00f3n Europea el a\u00f1o pasado, la filosof\u00eda subyacente se mantiene inalterada: disuadir a los fumadores de dejar de fumar reduciendo las diferencias de precio entre productos combustibles y no combustibles.<\/p>\n

En el centro de la controversia se encuentra el objetivo expl\u00edcito del borrador de prevenir lo que denomina "sustituci\u00f3n impulsada por impuestos" entre productos de nicotina. Para los expertos en reducci\u00f3n de da\u00f1os, este lenguaje es profundamente preocupante.
