The \u201c<a href=\"https:\/\/worldvapersalliance.com\/en_gb\/voices-unheard-consumers-matter\/\">Voices Unheard \u2013 Consumers Matter!<\/a>\u201d campaign featured a light show illuminating the conference centre and a silent protest with taped mouths, symbolising how adult smokers and ex-smokers are denied a seat at the table. This exclusion isn\u2019t just ironic; it\u2019s a fatal flaw in global tobacco control, one that will reach crisis point at November\u2019s COP11 in Geneva unless policymakers confront the ideologically driven agendas of Michael Bloomberg and the World Health Organization head-on.<\/p>\n<p class=\"\">The current approach to tobacco control is broken by design. While Bloomberg pours billions into prohibitionist policies, and the WHO aggressively pushes\u00a0<a href=\"https:\/\/fctc.who.int\/newsroom\/news\/item\/30-05-2025-who-fctc-urges-parties-to-prohibit-ingredients-used-to-increase-product-attractiveness-and-palatability\">flavour bans<\/a>\u00a0and restrictions on safer alternatives, the lived experiences of millions who\u2019ve quit smoking through reduced-risk products are dismissed. This isn\u2019t an accident, it\u2019s institutionalised exclusion. The WHO Framework Convention on Tobacco Control, which Bloomberg\u2019s funding heavily influences, explicitly sidelines consumer voices and harm reduction expertise. The result is policies like India\u2019s 2019 vaping ban\u2014directly advocated by Bloomberg-funded groups\u2014that eliminate life-saving alternatives while combustible cigarettes remain widely available. It\u2019s a perverse public health strategy: protect the cigarette market by banning competition.<\/p>\n<p class=\"\"><strong>Nowhere is this disconnect more alarming than in the European Union. As Sweden nears \u201csmoke-free\u201d status through pragmatic harm reduction, the EU Commission is flirting with prohibitionist policies during its Tobacco Products Directive revision.<\/strong>\u00a0<a href=\"https:\/\/worldvapersalliance.com\/en_gb\/eu-turns-vapers-into-piggy-banks-lives-at-risk-as-eu-commission-pushes-for-extra-cash-instead-of-public-health\/\">Leaked proposals<\/a>\u00a0suggest flavour bans, nicotine pouch restrictions, and vaping taxes\u2014measures that would inevitably push Europeans back to smoking. This isn\u2019t speculation; it\u2019s an established pattern.<strong>\u00a0When the World Vapers\u2019 Alliance delivered\u00a0<a href=\"https:\/\/worldvapersalliance.com\/en_gb\/every-life-counts\/\">100,000 signatures<\/a>\u00a0to the European Parliament protesting these regressive measures, it highlighted a democratic deficit<\/strong>: policymakers are legislating against consumers, not for them. The EU\u2019s alignment with WHO\u2019s anti-science stance\u2014where \u201cless harmful\u201d is wilfully misinterpreted as \u201cstill harmful\u201d\u2014ignores overwhelming evidence from Public Health England and others that vaping is 95% safer than smoking.<\/p>\n<p class=\"\">COP11 presents a final opportunity to avert policy disaster. Yet the FCTC\u2019s 20-year track record is bleak: consumer exclusion, ideology over evidence, and Bloomberg\u2019s shadow dominate. The FCTC process actively bars consumer participation, dismissing real-world insights from those who\u2019ve successfully quit smoking. WHO\u2019s demand for\u00a0<a href=\"https:\/\/worldvapersalliance.com\/wp-content\/uploads\/2025\/06\/Briefing-WHO-Flavour-Ban.pdf\">flavour bans<\/a>\u00a0contradicts data showing flavours are critical for adult smoking cessation. Bloomberg funds the majority of global tobacco control initiatives, making his foundation\u2019s opposition to harm reduction de facto global policy.<\/p>\n<h5><strong>The priority must be to save lives<\/strong><\/h5>\n<p class=\"\"><strong>This must end. Countries embracing harm reduction see unprecedented declines in smoking: Japan\u2019s heated tobacco adoption reduced cigarette sales by 42 per cent in five years. Sweden and New Zealand are soon becoming smoke-free due to their progressive approaches to vaping, pouches, and snus.<\/strong><\/p>\n<p class=\"\">The solution requires fundamental restructuring. Consumers must be at the centre of policy design, including ex-smokers and harm reduction advocates in COP11 delegations. Policymakers should follow the evidence, regulating based on relative risk, not moral panic. Bloomberg\u2019s overreach must be rejected; public health policy shouldn\u2019t be dictated by a billionaire\u2019s personal crusade. The FCTC must modernise and embrace tobacco harm reduction as a core strategy, not a threat.<\/p>\n<p class=\"\">The protest in Dublin (see picture) wasn\u2019t a theatre, it was a warning. When policies are drafted in echo chambers of ideology and influence, they fail. As COP11 approaches, the choice is clear: continue Bloomberg\u2019s prohibitionist experiment and condemn millions to smoking-related deaths, or finally listen to those who\u2019ve found safer exits from smoking.
