In einem <\/span>Interview<\/span><\/a> Wie gestern von Euractiv ver\u00f6ffentlicht, \u00e4u\u00dferte Gesundheitskommissar Oliv\u00e9r V\u00e1rhelyi die Hoffnung, dass die Reform der Tabak- und Nikotinsteuer in der EU \u201cals Teil des mehrj\u00e4hrigen Finanzrahmens vereinbart\u201d werde. Andernfalls w\u00fcrden die Gesundheitsbudgets nicht die ihnen zustehende Unterst\u00fctzung erhalten. Auf die Frage nach neuen Nikotinprodukten bekr\u00e4ftigte er seine Ansicht, dass diese genauso sch\u00e4dlich seien wie Zigaretten, und verwies auf die Evaluierung des EU-Rahmenwerks zur Tabakkontrolle, die dies best\u00e4tigt habe.<\/span><\/p>\n

Die Steuererh\u00f6hungen sind ein als Gesundheitsma\u00dfnahme getarntes Budgetman\u00f6ver, und die von ihm zitierte Bewertung sagt eher das Gegenteil von dem aus, was er behauptet.<\/span><\/p>\n

Eine Gesundheitssteuer, die alles finanziert au\u00dfer der Gesundheit<\/b><\/p>\n

V\u00e1rhelyi hat die \u00dcberarbeitung der Tabaksteuerrichtlinie (TED) wiederholt als gesundheitspolitische Notwendigkeit dargestellt, doch der Grund, warum er die TED noch in diesem Jahr ben\u00f6tigt, hat nichts mit der \u00f6ffentlichen Gesundheit zu tun. Er ist vielmehr an den mehrj\u00e4hrigen Finanzrahmen, den siebenj\u00e4hrigen EU-Haushalt, gekoppelt, in dem die Tabaksteuer als neue \u201cEigenmittel\u201d vorgeschlagen wurde: ein Mechanismus (TEDOR), der 151 TP4T der Tabaksteuereinnahmen der Mitgliedstaaten, gesch\u00e4tzte 11,2 Milliarden Euro j\u00e4hrlich, direkt in den EU-Haushalt lenken w\u00fcrde.<\/span><\/p>\n

Diese Einnahmen flie\u00dfen auch nicht, wie V\u00e1rhelyi behauptet, in Gesundheitsprogramme. Die Tabak- und Nikotinsteuer wird von den Mitgliedstaaten erhoben und \u00fcber ihre nationalen Haushalte ausgegeben, genau wie bisher. Der Vorschlag f\u00fcr den mehrj\u00e4hrigen Finanzrahmen (MFR) sieht keine Umleitung in den Gesundheitssektor vor, sondern verwendet einen Teil davon zur Finanzierung allgemeiner EU-Ausgaben. V\u00e1rhelyis eigene Formulierung verr\u00e4t dies: Er warnt davor, dass die \u201cGesundheitsbudgets\u201d benachteiligt w\u00fcrden, wenn die Steuer nicht als Teil des MFR beschlossen w\u00fcrde.<\/span><\/p>\n

Dennoch gleicherma\u00dfen sch\u00e4dlich<\/b><\/p>\n

Auf die Frage, ob seine \u201c\u00dcberzeugung, dass neuartige Nikotinprodukte genauso sch\u00e4dlich sind wie Tabak\u201d, die \u00fcberarbeitete Tabakproduktrichtlinie pr\u00e4gen werde, antwortete V\u00e1rhelyi: \u201cDazu stehe ich.\u201d\u00a0<\/span><\/p>\n

Wir haben dieses Muster katalogisiert. <\/span>vor<\/span><\/a>Ein Tweet, der behauptet, Nikotin verursache Krebs; die stillschweigende Umbenennung des EU-Ziels \u201cTabakfrei\u201d in \u201cTabak- und nikotinfrei\u201d; eine widerlegte Studie, die als Rechtfertigung daf\u00fcr diente, neue Produkte als \u201cvergleichbar mit Rauchen\u201d zu behandeln; und eine \u00f6ffentliche Konsultation, die 8914.000 Befragte ignorierte, die sich beim letzten Mal gegen weitere Einschr\u00e4nkungen ausgesprochen hatten. All dies best\u00e4tigt nur, dass kein noch so umfangreiches Gegenargument den Kommissar von seiner Linie abbringen wird.<\/span><\/p>\n

Die von ihm zitierte Bewertung sagt nicht das aus, was er behauptet.<\/b><\/p>\n

V\u00e1rhelyis Beweis f\u00fcr gleichwertigen Schaden lautet:\u201c<\/span>die Bewertung<\/span><\/a>,Gemeint ist damit das Arbeitsdokument der Kommissionsdienststellen zur Bewertung des EU-Rahmenwerks zur Tabakkontrolle, das im April ver\u00f6ffentlicht wurde. Diese Bewertung behandelt Zigaretten, E-Zigaretten, Tabakerhitzer und Nikotinbeutel jedoch nicht als eine einzige Risikokategorie. Sie werden als unterschiedliche Produkte mit unterschiedlichen regulatorischen L\u00fccken betrachtet. Diese Bedenken sind nur dann berechtigt, wenn die zugrunde liegenden Produkte von vornherein ein unterschiedliches Risikoprofil aufweisen.<\/span><\/p>\n
