Rauchen t\u00f6tet j\u00e4hrlich mehr als acht Millionen Menschen. Es ist die mit Abstand h\u00e4ufigste Ursache f\u00fcr vermeidbare Todesf\u00e4lle durch nicht\u00fcbertragbare Krankheiten weltweit. Und die globalen Ziele zur Reduzierung dieser Todesf\u00e4lle werden nicht erreicht.<\/span><\/p>\n

Das ist die schlechte Nachricht. Und hier kommt der Teil, der den politischen Entscheidungstr\u00e4gern schlaflose N\u00e4chte bereiten sollte.<\/span><\/p>\n

Der <\/span>L\u00f6sung<\/span><\/a> Es existiert bereits. Einige L\u00e4nder haben es vor Jahren entdeckt. Und der Gro\u00dfteil der Welt ignoriert es immer noch oder, schlimmer noch, schr\u00e4nkt es aktiv ein.<\/span><\/p>\n

Schweden hat die niedrigste tabakbedingte Sterberate weltweit. Japan hat den Zigarettenabsatz im letzten Jahrzehnt um mehr als die H\u00e4lfte reduziert. Gro\u00dfbritannien hat seine Raucherquote halbiert. Neuseelands junge Erwachsene sind praktisch rauchfrei. Diese L\u00e4nder haben dies nicht durch strengere Vorschriften oder Verbote erreicht. Sie haben Rauchern Zugang zu weniger sch\u00e4dlichen Alternativen verschafft und ihnen erm\u00f6glicht, vom Rauchen auf andere Mittel umzusteigen.<\/span><\/p>\n

Die Ergebnisse sind kein Zufall. Sie sind das Ergebnis davon, wenn Politik auf Fakten statt auf Ideologie basiert.<\/span><\/p>\n

Letzten Monat wurden drei ehemalige hochrangige WHO-Beamte <\/span>ver\u00f6ffentlicht<\/span><\/a> Ein Artikel in Nature Health. Die Autoren sind keine Au\u00dfenstehenden oder Vertreter der Industrie. Sie haben ihre Karrieren im Zentrum der globalen Gesundheitspolitik verbracht. Ihr Fazit ist eindeutig: Der aktuelle Ansatz kann die Raucherquoten nicht schnell genug senken, um die Ziele zur Bek\u00e4mpfung nicht\u00fcbertragbarer Krankheiten zu erreichen, und weniger sch\u00e4dliche Alternativen m\u00fcssen Teil der Ma\u00dfnahmen sein. Sie weisen darauf hin, dass die Schadensminderung im Zusammenhang mit Tabakkonsum bereits im Rahmen\u00fcbereinkommen zur Eind\u00e4mmung des Tabakgebrauchs verankert ist. In der Praxis wird sie jedoch vernachl\u00e4ssigt.<\/span><\/p>\n

Diese Diskrepanz zwischen wissenschaftlichen Erkenntnissen und politischen Ma\u00dfnahmen kostet Menschenleben. Jedes Jahr, in dem Schadensminderung nicht auf der globalen Agenda steht, tun Millionen von Rauchern, die h\u00e4tten umsteigen k\u00f6nnen, dies nicht.<\/span><\/p>\n

Die L\u00e4nder, die hier richtig gehandelt haben, waren nicht leichtsinnig. Sie behielten strenge Kontrollen f\u00fcr Zigaretten bei und machten gleichzeitig weniger sch\u00e4dliche Alternativen zug\u00e4nglich und erschwinglich. So sieht risikogerechte Regulierung aus. Unsinnig ist es hingegen, Produkte, die nur einen Bruchteil des Risikos bergen, mit strengeren Auflagen zu belegen.<\/span><\/p>\n
