Ein neues<\/span> Studie ver\u00f6ffentlicht in Addiction<\/span><\/a> Australien f\u00fchrt die Sache klar auf den Punkt: Australien hat hohe Tabaksteuern eingef\u00fchrt und den Zugang der Verbraucher zu weniger sch\u00e4dlichen Nikotinalternativen blockiert. Die Folge: Sch\u00e4tzungsweise 551 Tonnen des gesamten in Australien verkauften Tabaks und 95,71 Tonnen aller E-Zigaretten sind mittlerweile illegal. Der Nikotinkonsum ist auf einem Rekordhoch. Der Tabakkonsum ist nicht zur\u00fcckgegangen. <\/span>illegaler Nikotinhandel<\/span><\/a> Der Wert des Unternehmens wird mittlerweile auf 1,5 Billionen US-Dollar gesch\u00e4tzt, und allein in Victoria wurden \u00fcber 100 Brandanschl\u00e4ge auf Ladenfronten mit kriminellen Gruppen in Verbindung gebracht, die um die Marktkontrolle k\u00e4mpfen.<\/span><\/p>\n

Die Autoren kommen zu dem Schluss: Australien sollte den Verbrauchern einen leichteren Zugang zu weniger sch\u00e4dlichen Nikotinalternativen erm\u00f6glichen, um den illegalen Markt unter Kontrolle zu bringen.\u00a0<\/span><\/p>\n

Der<\/span> neuesten Vorschlag zur Tabaksteuerrichtlinie<\/span><\/a> Der Vorschlag sieht eine Erh\u00f6hung der Mindestverbrauchssteuer auf Zigaretten um 1501 TP4T und auf Drehtabak um 501 TP4T vor. Gleichzeitig sollen neue Mindestverbrauchssteuern von 551 TP4T f\u00fcr Tabakerhitzer und 301 TP4T f\u00fcr E-Liquids eingef\u00fchrt werden, unabh\u00e4ngig von der Nikotinkonzentration. Speziell f\u00fcr Nikotinbeutel ist ein Mindeststeuersatz von 501 TP4T vorgesehen, was einer Erh\u00f6hung um 4101 TP4T gegen\u00fcber den derzeitigen schwedischen S\u00e4tzen entspricht. Produkte, die von Gesundheitsbeh\u00f6rden in Gro\u00dfbritannien, Schweden und anderen L\u00e4ndern als Hilfsmittel zur Raucherentw\u00f6hnung empfohlen werden, w\u00e4ren dadurch faktisch unerschwinglich oder durch zu hohe Steuern bedeutungslos.<\/span><\/p>\n

Einige Mitgliedstaaten wollen noch weiter gehen und dr\u00e4ngen auf h\u00f6here Preise, strengere Kontrollen und sogar auf ein vollst\u00e4ndiges Verbot von Produkten wie Nikotinbeuteln. Die Kommission ihrerseits scheint Australiens Desaster nicht als Warnung, sondern als politisches Vorbild zu betrachten.<\/span><\/p>\n

Die Zahlen, die Br\u00fcssel bereits vorliegen, sollten ausreichen. Laut <\/span>KPMG-Daten<\/span><\/a> In einem Schreiben der Tabakindustrie an Ursula von der Leyen und Hoekstra wird darauf hingewiesen, dass j\u00e4hrlich 52 Milliarden illegale Zigaretten in Europa konsumiert werden, was den Regierungen 19 Milliarden Euro an entgangenen Steuereinnahmen kostet. Frankreich, das oft als Erfolgsbeispiel f\u00fcr Tabaksteuern gilt, hat mittlerweile einen Schwarzmarkt, der ein Drittel des gesamten Tabakmarktes ausmacht. Der illegale Tabakhandel in der EU braucht keine F\u00f6rderung, sondern eine Eind\u00e4mmung.<\/span><\/p>\n

Die australische Studie zeigt deutlich, wohin das f\u00fchrt. Strafsteuern und eingeschr\u00e4nkter Zugang zu weniger sch\u00e4dlichen Alternativen reduzieren den Nikotinkonsum nicht.
