Laut Staatsanwaltschaft schafft ein Verbot vielmehr ein \u2026 <\/span><i><span style=\"font-weight: 400;\">falsches Sicherheitsgef\u00fchl<\/span><\/i><span style=\"font-weight: 400;\"> und befeuert damit illegale M\u00e4rkte und Schmuggelnetzwerke.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A <\/span><a href=\"https:\/\/sites.usp.br\/esem\/wp-content\/uploads\/sites\/1430\/2025\/10\/1o-Levantamento-Nacional-sobre-a-Demanda-de-Bens-e-Servicos-Ilicitos-no-Brasil_.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Studie der Universit\u00e4t S\u00e3o Paulo<\/span><\/a><span style=\"font-weight: 400;\"> Laut USP verliert Brasilien j\u00e4hrlich 13,7 Milliarden Rand an Steuereinnahmen durch den illegalen Handel mit E-Zigaretten und gef\u00e4lschten Zigaretten. Die Produkte werden trotzdem konsumiert, nur eben ohne Regeln, Qualit\u00e4tskontrollen oder Alterskontrollen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Das ist das genaue Gegenteil von Schutz der \u00f6ffentlichen Gesundheit.<\/span><\/p>\n<h5><b>Regulierung bedeutet nicht Nachsicht.<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">Was hier vorgeschlagen wird, ist kein Freifahrtschein. Ganz im Gegenteil.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Die MPF fordert ein Regulierungsmodell mit klaren und strengen Regeln: obligatorische Produktregistrierung, Begrenzung des Nikotingehalts, deutliche Warnhinweise auf der Verpackung und ein vollst\u00e4ndiges Verbot von Werbung, die sich an Kinder und Jugendliche richtet. Die Aktion verlangt au\u00dferdem Transparenz, einschlie\u00dflich detaillierter Konsumdaten und eines festgelegten Zeitplans f\u00fcr die Umsetzung.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Die Realit\u00e4t anzuerkennen und mit Kontrolle, Durchsetzung und Verantwortlichkeit zu reagieren \u2013 so sieht eine ernsthafte Regulierung aus, und genau diesen Ansatz h\u00e4tte Brasilien in den letzten Jahren verfolgen sollen.<\/span><\/p>\n<h5><b>Warum diese Debatte jetzt wichtig ist<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">Der aktuelle Ansatz hat die Nachfrage nicht verringert; im Gegenteil, sie ist gestiegen, wobei die Zahl der Nutzer von 500.000 im Jahr 2018 auf \u00fcber 2,8 Millionen im Jahr 2023 gestiegen ist. Man hat den Markt schlichtweg der Illegalit\u00e4t \u00fcberlassen.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ein regulierter Rahmen schafft hingegen die Voraussetzungen f\u00fcr Aufsicht, Verbraucherschutz und evidenzbasierte Politikgestaltung. Nat\u00fcrlich l\u00f6st dieses Gerichtsverfahren nicht alle Probleme \u00fcber Nacht. Aber es ebnet den Weg f\u00fcr eine offenere und reifere Diskussion dar\u00fcber, wie Gesundheitspolitik tats\u00e4chlich funktionieren sollte.<\/span><\/p>\n<h5><b>Die Beweislage muss priorisiert werden.<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">\u00d6ffentliche Gesundheit funktioniert am besten, wenn sie auf Fakten basiert.
