F\u00fcr Afrika steht viel auf dem Spiel. Fast alle L\u00e4nder des Kontinents haben das Abkommen unterzeichnet, doch die Umsetzung ist nach wie vor mangelhaft. Zwar gibt es Gesetze zu rauchfreien Zonen, Tabaksteuern und Gesundheitswarnungen, doch die Umsetzung erfolgt uneinheitlich. Begrenzte Ressourcen, fehlender politischer Wille und die tief verwurzelte kulturelle Akzeptanz von Tabak f\u00fchren dazu, dass Millionen Menschen weiterhin vermeidbaren Krankheiten und dem Tod ausgesetzt sind.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Deshalb ist die COP11 so wichtig. Afrika kann die Tabakepidemie des 21. Jahrhunderts nicht l\u00e4nger mit halbherzigen Ma\u00dfnahmen bek\u00e4mpfen. Traditionelle Strategien wie hohe Steuern, Werbeverbote und Rauchverbote sind zwar unerl\u00e4sslich, aber nicht ausreichend. Der Kontinent muss die Schadensminderung in die Diskussion einbeziehen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Schadensminimierung ist einfach: Man muss Rauchern Zugang zu sichereren Alternativen erm\u00f6glichen, damit sie von der gef\u00e4hrlichsten Form des Tabakkonsums \u2013 dem Rauchen von Zigaretten \u2013 wegkommen. Produkte wie Nikotinbeutel, regulierte E-Zigaretten oder medizinische Nikotintherapien sind zwar nicht risikofrei, aber weitaus weniger sch\u00e4dlich als Rauchen. In Regionen, in denen die Unterst\u00fctzung beim Rauchstopp begrenzt und die Durchsetzung von Rauchstopp-Ma\u00dfnahmen mangelhaft ist, k\u00f6nnten diese Alternativen einen entscheidenden Unterschied machen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Die Debatte wird oft als Entweder-oder dargestellt: Entweder wir setzen das Rahmen\u00fcbereinkommen zur Eind\u00e4mmung des Tabakgebrauchs (FCTC) perfekt um, oder wir riskieren, es durch neue Produkte zu untergraben. Doch diese Denkweise ist fehlerhaft. Afrika kann es sich nicht leisten, auf st\u00e4rkere Institutionen und unbegrenzte Ressourcen zu warten. Schadensminderung ersetzt nicht die traditionellen Ma\u00dfnahmen, sondern erg\u00e4nzt sie. Indem Regierungen sicherere Produkte sorgf\u00e4ltig regulieren, Standards festlegen, sie von Jugendlichen fernhalten und sie anders als Zigaretten besteuern, k\u00f6nnen sie die Raucherquoten schneller senken, Gesundheitskosten sparen und Leben retten.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Die COP11 bietet Afrika die Gelegenheit, einen realistischeren, risikobasierten Ansatz zu fordern. Anstatt ins Hintertreffen zu geraten, kann der Kontinent eine Vorreiterrolle einnehmen, indem er zeigt, dass Tabakkontrolle pragmatisch und nicht nur w\u00fcnschenswert sein muss. F\u00fcr afrikanische Entscheidungstr\u00e4ger ist die Wahl klar: an starren, gescheiterten Ans\u00e4tzen festhalten oder Schadensminderung als Instrument nutzen, um die Kluft zwischen guten Gesetzen auf dem Papier und tats\u00e4chlichen Fortschritten im Gesundheitswesen zu schlie\u00dfen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ohne angemessene Regulierung erlebt Afrika jedoch bereits einen Anstieg illegaler und unregulierter Produkte, die den Markt \u00fcberschwemmen und die Verbraucher einem noch gr\u00f6\u00dferen Risiko aussetzen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Wir k\u00f6nnen nicht auf die perfekte Umsetzung jedes einzelnen Artikels des FCTC warten, bevor wir Ma\u00dfnahmen ergreifen. Durch die Kombination traditioneller Ma\u00dfnahmen mit regulierter Schadensminderung k\u00f6nnen Regierungen den R\u00fcckgang des Rauchens beschleunigen, junge Menschen sch\u00fctzen und Hunderttausende unn\u00f6tige Todesf\u00e4lle verhindern.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Die Welt wird in Genf zusehen.
