Unter der Moderation von Martin Cullip diskutierten David Williams (TPA), Roger Bate (ICLE) und Clive Bates (Counterfactual) gemeinsam \u00fcber die mangelnde Rechenschaftspflicht, Transparenz und wissenschaftliche Strenge der WHO in der Tabakpolitik.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">David Williams er\u00f6ffnete seine Ausf\u00fchrungen mit der Betonung der Bedenken der TPA hinsichtlich der Verwendung von Steuergeldern durch die WHO. Er wies auf das steigende Budget der Organisation und deren mangelnde Transparenz hin. Er kritisierte die Geheimhaltung bei den COP-Treffen, zu denen nur wohlgesonnene Medien zugelassen und Beobachter ausgeschlossen w\u00fcrden \u2013 entgegen der eigentlich angestrebten Offenheit solcher steuerfinanzierter Veranstaltungen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Williams erz\u00e4hlte auch eine pers\u00f6nliche Geschichte \u00fcber seinen Vater, einen starken Raucher, dem es an Alternativen mangelte. Er bedauerte, dass die aktuelle Haltung der WHO zur Tabakschadensminderung dazu f\u00fchre, dass Millionen Menschen noch immer keinen Zugang zu lebensrettenden Innovationen h\u00e4tten. Er argumentierte: \u201cEs gibt keinen Grund, warum wir diese Innovation nicht annehmen\u201d, und betonte, wie wichtig es sei, die WHO zur Rechenschaft zu ziehen. Initiativen wie \u201cGoodCOP\/BadCOP\u201d der TPA w\u00fcrden Fakten live \u00fcberpr\u00fcfen und Experten sowie Verbrauchern eine Stimme geben.<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">Wissenschaft ignorieren, Interessengruppen ausschlie\u00dfen<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">Clive Bates und Roger Bate hoben beide das wiederholte Versagen der WHO hervor, pragmatische, auf Schadensminderung basierende Strategien zu verfolgen. Bates merkte an, dass die WHO und das Rahmen\u00fcbereinkommen zur Eind\u00e4mmung des Tabakgebrauchs (FCTC) prohibitionistische Politiken gef\u00f6rdert und Verbote gefeiert h\u00e4tten, ohne Kompromisse oder unbeabsichtigte Folgen zu ber\u00fccksichtigen. Er kritisierte den Ausschluss von Verbrauchern und legitimen Interessengruppen vom politischen Prozess, w\u00e4hrend ihnen eine Plattform geboten werde. Bates bezeichnete dies als \u201cFanatismus, der Menschen schadet\u201d und argumentierte, dass die \u00f6ffentliche Gesundheit aufgeschlossen und neugierig auf L\u00f6sungen sein und sich nicht der Meinungsvielfalt verschlie\u00dfen sollte.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Roger Bate f\u00fcgte hinzu, dass die Struktur und Finanzierung der WHO durch Mitgliedstaaten und private Geldgeber wie Bill Gates und Michael Bloomberg zu einer Politik gef\u00fchrt h\u00e4tten, die eher den Gebern entgegenkomme als der \u00f6ffentlichen Gesundheit diene. Er forderte eine umfassende Reform, \u00e4u\u00dferte sich jedoch skeptisch hinsichtlich der Wahrscheinlichkeit eines sinnvollen Wandels ohne Druck der Mitgliedstaaten.<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">Die Notwendigkeit von Reform und Inklusion<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">Ein wiederkehrendes Thema war die dringende Notwendigkeit, alle Interessengruppen, insbesondere die Konsumenten, in die Tabakkontrollpolitik einzubeziehen. Die Initiative \u201cGoodCOP\/BadCOP\u201d der TPA, die auf der COP11 vom 17. bis 22. November 2025 in Genf fortgesetzt wird, hat zum Ziel, eine Plattform f\u00fcr die Faktenpr\u00fcfung in Echtzeit zu bieten und sicherzustellen, dass die von den COP-Entscheidungen am st\u00e4rksten Betroffenen endlich Geh\u00f6r finden.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Als Weltallianz der Dampfer solidarisieren wir uns mit all jenen, die auf der COP11 Transparenz, wissenschaftliche Integrit\u00e4t und die echte Einbindung aller Betroffenen fordern. Viel zu lange hat die WHO fundierte Erkenntnisse und die Erfahrungen von Millionen Menschen ignoriert, die erfolgreich mit dem Rauchen aufgeh\u00f6rt haben \u2013 dank E-Zigaretten und anderer Produkte zur Schadensminderung. Dieser Ansatz gef\u00e4hrdet nicht nur die \u00f6ffentliche Gesundheit, sondern bringt auch die Menschen zum Schweigen, die am st\u00e4rksten von diesen Ma\u00dfnahmen betroffen sind.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Wir sind \u00fcberzeugt, dass es unerl\u00e4sslich ist, dass die Stimmen der Verbraucher endlich Geh\u00f6r finden. Auf der COP11 in Genf werden wir uns daf\u00fcr einsetzen, dass Entscheidungstr\u00e4ger die Erkenntnisse zur Tabakschadensminderung und das Recht Erwachsener auf sicherere Alternativen nicht ignorieren k\u00f6nnen.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Wir wissen, dass Schadensminimierung Leben rettet \u2013 man sieht es ja an Schwedens Erfolg bei der Senkung der Raucherquote.
