Um es klarzustellen: Das ist nicht nur falsch, sondern gef\u00e4hrlich. <strong>Indem Hoekstra das Dampfen mit dem Rauchen gleichsetzt, verbreitet er Fehlinformationen.<\/strong> <strong>das k\u00f6nnte Menschenleben kosten<\/strong>. Europ\u00e4ische Dampfer und Raucher verdienen evidenzbasierte Politik, keine Panikmache. Analysieren wir Hoekstras Vortrag zum Thema Dampfen genauer.<\/p>\n<p class=\"\">Am Donnerstag, dem 6. Februar, nahm der EU-Kommissar f\u00fcr Klima, Netto-Null und sauberes Wachstum, der Niederl\u00e4nder Wopke Hoekstra, an einer Sitzung des Unterausschusses f\u00fcr Steuerfragen des Europ\u00e4ischen Parlaments teil. In der Sitzung fragte ihn der Europaabgeordnete Pierre Pimpie nach der \u201ck\u00fcnftigen Richtlinie \u00fcber Verbrauchsteuern f\u00fcr Tabakhersteller\u201d und bezog sich dabei auf die erwartete Einf\u00fchrung der Richtlinie. <a href=\"https:\/\/www.europarl.europa.eu\/legislative-train\/spotlight-JD22\/file-tobacco-directive-revision\">\u00dcberarbeitung der Tabaksteuerrichtlinie<\/a> (TTD). Mit dieser \u00dcberarbeitung will die Europ\u00e4ische Kommission Mindeststeuers\u00e4tze f\u00fcr alternative Nikotinprodukte wie E-Zigaretten und Nikotinbeutel festlegen und deren Besteuerung damit faktisch an die von herk\u00f6mmlichen Zigaretten angleichen. Die vollst\u00e4ndigen Zusammenh\u00e4nge sind hier ersichtlich. <a href=\"https:\/\/multimedia.europarl.europa.eu\/en\/webstreaming\/fisc-committee-meeting_20250206-1000-COMMITTEE-FISC\">Video<\/a> (11:38:18 \u2013 11:42:45).<\/p>\n<p class=\"\">Der Europaabgeordnete Pimpie fragte den EU-Steuerkommissar au\u00dferdem, wann die Kommission diese Reform umsetzen wolle, worauf dieser nicht antwortete. Bislang steht die \u00dcberarbeitung der Tabakproduktrichtlinie (TTD) und der Tabakproduktrichtlinie (TPD) nicht auf der Arbeitsagenda der Kommission f\u00fcr 2025.<\/p>\n<h3 class=\"\"><strong>\u00d6ffentliche Gesundheit als Steuerstrategie<\/strong><\/h3>\n<p class=\"\">Hoekstras Antwort war weder wissenschaftlich fundiert noch von der Logik der Schadensminimierung gepr\u00e4gt \u2013 stattdessen verfiel er in moralisierende Rhetorik \u00fcber den Schutz der \u00f6ffentlichen Gesundheit und forderte gleichzeitig eine h\u00f6here Besteuerung des Dampfens. Er argumentierte, dass sich die Politik nicht auf kurzfristige wirtschaftliche Gewinne, sondern auf das Wohlergehen der europ\u00e4ischen B\u00fcrger konzentrieren sollte.<\/p>\n<p class=\"\">Dies ist eine bequeme Ausrede f\u00fcr eine Steuererh\u00f6hung, die <strong>Schadensminderungsprodukte sind f\u00fcr Raucher, die einen Ausweg aus dem Tabakkonsum suchen, weniger zug\u00e4nglich.<\/strong>. Wenn die \u00f6ffentliche Gesundheit wirklich das Ziel ist, dann ist die Besteuerung des Dampfens wie beim Rauchen v\u00f6llig kontraproduktiv. <a href=\"https:\/\/worldvapersalliance.com\/de_de\/harm-reduction-vaping-fact-sheet\/#vaping-taxation\">Forschung<\/a> hat gezeigt, dass <strong>H\u00f6here Steuern auf E-Zigaretten f\u00fchren dazu, dass mehr Menschen rauchen.<\/strong>. Die Logik ist einfach: Wenn das Dampfen zu teuer wird, steigen Raucher entweder nicht um oder greifen wieder zu Zigaretten. Hoekstras Ansatz w\u00fcrde die Fortschritte bei der Tabakschadensminderung zunichtemachen und noch mehr Menschen in einem Teufelskreis t\u00f6dlicher, rauchbedingter Krankheiten gefangen halten.<\/p>\n<h3 class=\"\"><strong>Aromen: Der Schl\u00fcssel zur Raucherentw\u00f6hnung<\/strong><\/h3>\n<p class=\"\"><strong>\u00a0<\/strong>Hoekstra ging dann auf eines der g\u00e4ngigsten Argumente gegen das Dampfen ein \u2013 die angebliche Gefahr von Aromen. Seiner Meinung nach w\u00fcrden junge Menschen von Erdbeer- und Bananenaromen \u201cverf\u00fchrt\u201d und verfielen in ein \u201cfalsches Sicherheitsgef\u00fchl\u201d hinsichtlich der Risiken des Dampfens. Dieses Argument entbehrt jeglicher Grundlage.<\/p>\n<p class=\"\"><strong>Die Aromen sind nicht auf junge Menschen zugeschnitten.<\/strong>\u2014sie sind unerl\u00e4sslich, um erwachsenen Rauchern beim Aufh\u00f6ren zu helfen. Daten aus der <a href=\"https:\/\/worldvapersalliance.com\/wp-content\/uploads\/2024\/08\/Eurobarometer-two-pager.pdf\">neueste Eurobarometer-Umfrage<\/a> Die Ergebnisse zeigen, dass Fruchtaromen bei Dampfern am beliebtesten sind (48%), gefolgt von Tabak (38%), Menthol (31%) und s\u00fc\u00dfen Bonbonaromen (20%). Dies deutet darauf hin, dass <strong>Die meisten erwachsenen Dampfer bevorzugen tabakfreie Aromen.<\/strong>, und unterstreicht damit die Wichtigkeit, eine Vielfalt an Geschmacksrichtungen anzubieten, um die Bem\u00fchungen zur Raucherentw\u00f6hnung zu unterst\u00fctzen.<\/p>\n<p class=\"\">Dar\u00fcber hinaus <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/32501490\/\">Studie<\/a> Eine im Harm Reduction Journal ver\u00f6ffentlichte Studie ergab Folgendes:<strong> Dampfer, die Aromen ohne Tabakgeschmack verwenden, haben eine h\u00f6here Wahrscheinlichkeit, mit dem Rauchen aufzuh\u00f6ren, als diejenigen, die nur Tabakaromen verwenden.<\/strong>. Indem diese Mittel zur Schadensminderung schwerer zug\u00e4nglich gemacht werden, greifen Raucher eher weiterhin zu herk\u00f6mmlichen Zigaretten oder zu Medikamenten zur Raucherentw\u00f6hnung. Dieser Ansatz untergr\u00e4bt die \u00f6ffentliche Gesundheit und unterst\u00fctzt Industrien, die von rauchbedingten Krankheiten profitieren.<\/p>\n<h3 class=\"\"><strong>Die EU muss sich an der Wissenschaft orientieren, nicht an der Angst.<\/strong><\/h3>\n<p class=\"\">Hoekstras Rhetorik zielt nicht auf den Schutz der Gesundheit ab, sondern auf die Ausweitung der Besteuerung sichererer Alternativen zum Rauchen. Wenn die EU die Raucherquoten wirklich senken will, muss sie den Grundsatz der Schadensminimierung verfolgen und darf keine Ma\u00dfnahmen ergreifen, die die Menschen wieder zum Rauchen treiben.<\/p>\n<p class=\"\"><strong>Statt das Dampfen zu verteufeln, sollte die EU es als Instrument der \u00f6ffentlichen Gesundheit bef\u00fcrworten. Die Beweislage ist erdr\u00fcckend.<a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/733022\/Ecigarettes_an_evidence_update_A_report_commissioned_by_Public_Health_England_FINAL.pdf\">Dampfen ist mindestens 951 % weniger sch\u00e4dlich als Rauchen.<\/a>, Aromen helfen Rauchern, mit dem Rauchen aufzuh\u00f6ren. Die EU sollte das Dampfen zug\u00e4nglicher machen, anstatt es durch Fehlinformationen und Strafsteuern einzuschr\u00e4nken.<\/strong><\/p>\n<h3 class=\"\"><strong>Europ\u00e4ische Dampfer m\u00fcssen sich wehren<\/strong><\/h3>\n<p class=\"\">Die Bedrohung f\u00fcr das Dampfen in Europa ist real, und jeder Dampfer muss seine Stimme erheben. Sollte die EU h\u00f6here Steuern und Aromenverbote durchsetzen, werden Dampfer entweder wieder zu Zigaretten greifen oder sich auf dem unregulierten Schwarzmarkt wiederfinden.<\/p>\n<p>Dampfer m\u00fcssen evidenzbasierte politische Ma\u00dfnahmen fordern. Wir m\u00fcssen uns an politische Entscheidungstr\u00e4ger wenden, Fakten vermitteln und irref\u00fchrenden Darstellungen entgegentreten. Es geht nicht nur ums Dampfen \u2013 es geht um das Recht auf eine sicherere Alternative zum Rauchen.<\/p>\n<p class=\"\">Hoekstra irrt sich in Bezug auf das Dampfen, aber wenn wir nicht handeln, werden seine Fehlinformationen Gesetz.
