Dies stellt f\u00fcr Raucher ein weiteres Hindernis beim Aufh\u00f6ren dar, und die \u00f6ffentliche Gesundheit wird darunter leiden.<\/p>\n<p><strong>Rauchepr\u00e4ventions- und -kontrollplan \u2013 eher ein Raucheschutzplan\u00a0<\/strong><\/p>\n<p>Der im Dezember 2021 ver\u00f6ffentlichte Entwurf des sogenannten\u00a0<em>\u201cIntegrierter Plan zur Pr\u00e4vention und Bek\u00e4mpfung des Rauchens 2021\u20132025\u201d,\u00a0<\/em>\u00a0Dies zeigt, dass die spanische Regierung plant, das Dampfen mindestens genauso zu behandeln wie das Rauchen. Die Regierung argumentiert, dass das Dampfen kurzfristig negative Auswirkungen auf die \u00f6ffentliche Gesundheit hat und f\u00fcr Minderj\u00e4hrige ein Einstieg ins Rauchen darstellt.<\/p>\n<p><strong>Voreingenommene Studien, die die Wissenschaft ignorieren\u00a0<\/strong><\/p>\n<p>Der Gesetzesentwurf ist voreingenommen gegen\u00fcber dem Dampfen und beruft sich auf einseitige Studien (von denen viele widerlegt wurden) zu den sch\u00e4dlichen Auswirkungen des Dampfens. Er verschweigt dabei geflissentlich, dass\u2026<a href=\"https:\/\/www.gov.uk\/government\/news\/e-cigarettes-around-95-less-harmful-than-tobacco-estimates-landmark-review\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-wpel-link=\"external\">\u00a0die Ergebnisse von Public Health England<\/a>\u00a0\u2013 n\u00e4mlich, dass Dampfen 95% weniger sch\u00e4dlich ist als Rauchen, noch seine Bedeutung als Hilfsmittel zur Raucherentw\u00f6hnung, das bereits Millionen von Rauchern geholfen hat, mit dem Rauchen aufzuh\u00f6ren. Tats\u00e4chlich wird gesch\u00e4tzt, dass in Spanien bereits \u00fcber eine halbe Million Menschen E-Zigaretten nutzen, viele von ihnen, um vom Rauchen wegzukommen. Laut Sch\u00e4tzungen des Consumer Choice Center und der World Vapers&#039; Alliance k\u00f6nnten in Spanien mehr als 2 Millionen Leben gerettet werden, wenn vom Rauchen auf das Dampfen umgestiegen w\u00fcrde. Dampfen ist einer der wichtigsten Erfolge im Bereich der \u00f6ffentlichen Gesundheit des letzten Jahrhunderts und sollte gefeiert statt bek\u00e4mpft werden.<\/p>\n<p><strong>Geschmacksrichtungen v\u00f6llig falsch verstehen<\/strong><\/p>\n<p>Die spanische Gesundheitsministerin Carolina Darias behauptete au\u00dferdem, dass das Dampfen aufgrund der Online-Verf\u00fcgbarkeit von E-Zigaretten, ihres niedrigen Preises, ihres modernen Aussehens und der gro\u00dfen Auswahl an Geschmacksrichtungen, Formen und Farben eine leicht zug\u00e4ngliche und attraktive Option f\u00fcr Minderj\u00e4hrige sei, um mit dem Rauchen anzufangen.\u00a0<a href=\"https:\/\/consumerchoicecenter.org\/vaping-is-a-gateway-out-of-smoking-study-finds\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-wpel-link=\"external\">eine Aussage, die durch Beweise eindeutig widerlegt wird<\/a>. Um dies zu verhindern, will die Regierung den Verkauf und Vertrieb von E-Zigarettenprodukten stark einschr\u00e4nken, unter anderem durch ein Verbot des Online-Verkaufs und die Zulassung des Verkaufs nur in Fachgesch\u00e4ften. Das bedeutet faktisch, dass die Regierung das Dampfen schwieriger machen will als das Rauchen. Kurz gesagt: Das ist absurd! Steigende Preise und eingeschr\u00e4nkte Verf\u00fcgbarkeit treffen erwachsene Raucher und Dampfer \u2013 also genau diejenigen, die von den potenziell schadensmindernden Eigenschaften des Dampfens profitieren.<\/p>\n<p>Doch die Regierung bel\u00e4sst es nicht dabei, das spanische Dampfen mit ihrem geplanten Todesurteil zu besiegeln. Die n\u00e4chsten Schritte umfassen ein Verbot aller Aromen au\u00dfer Tabak sowie die Einf\u00fchrung von Einheitsverpackungen f\u00fcr E-Liquids und -Ger\u00e4te. Wir haben bereits erlebt, wie solche Ma\u00dfnahmen, insbesondere im Hinblick auf Aromen, katastrophal nach hinten losgehen, und das wird in Spanien mit Sicherheit auch passieren. In San Francisco hat ein Aromenverbot die Zahl der Raucher in der Stadt erh\u00f6ht. \u00c4hnliche Ergebnisse aus aller Welt zeigen, dass massive Einschr\u00e4nkungen des Dampfens lediglich zu einem erh\u00f6hten Zigarettenkonsum f\u00fchren. Wird diese Verbindung unterbrochen, ist die Wahrscheinlichkeit sehr hoch, dass sie wieder zum Zigarettenrauchen zur\u00fcckkehren.<\/p>\n<p><strong>H\u00f6here Steuern auf E-Zigaretten und andere Ma\u00dfnahmen zur Wiedereinf\u00fchrung des Rauchens<\/strong><\/p>\n<p>Dachten Sie, das w\u00e4re alles? Nat\u00fcrlich nicht. Die spanische Regierung schl\u00e4gt au\u00dferdem vor, eine neue Steuer auf E-Zigaretten einzuf\u00fchren oder bestehende Steuern zu erh\u00f6hen, um sie weniger zug\u00e4nglich zu machen, obwohl es reichlich davon gibt.<a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC7880200\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-wpel-link=\"external\">\u00a0Beweis<\/a>\u00a0die Vermutung, dass Steuern auf E-Zigaretten die Menschen auch wieder zum Rauchen zur\u00fcckf\u00fchren.<\/p>\n<p>Dar\u00fcber hinaus legt das Dokument nahe, dass die Regierung die Anzahl der dampffreien \u00f6ffentlichen Orte erh\u00f6hen will, da die von diesen Produkten freigesetzten Aerosole nicht nur f\u00fcr die Konsumenten, sondern auch f\u00fcr andere Personen sch\u00e4dlich seien. Diese Schlussfolgerung erscheint fragw\u00fcrdig, da eine k\u00fcrzlich durchgef\u00fchrte Studie gezeigt hat, dass\u2026<a href=\"http:\/\/www.openscienceonline.com\/journal\/archive2?journalId=718&amp;paperId=4979#:~:text=Specifically%2C%20at%20a%20distance%20of,use%20of%20the%20e%2Dcigarettes.\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-wpel-link=\"external\">\u00a0Beim Durchqueren einer Stra\u00dfe in Madrid ist man mehr Giftstoffen ausgesetzt als beim Dampfen einer E-Zigarette.<\/a>\u00a0und kam zu dem Schluss, dass es so etwas wie \u201cpassives Dampfen\u201d nicht gibt.<\/p>\n<p><strong>Politiker sind auf dem Holzweg \u2013 Dampfer k\u00f6nnen sie auf den richtigen Weg bringen.<\/strong><\/p>\n<p>Insgesamt zeigt der Regierungsentwurf die Wissensl\u00fccken von Politikern im Bereich der Schadensminimierung, beispielsweise durch E-Zigaretten, und unterstreicht die Notwendigkeit, dass Dampfer Druck aus\u00fcben und ihre Erfahrungen teilen. Gesetze im Bereich der \u00f6ffentlichen Gesundheit m\u00fcssen auf Fakten und nicht auf Stigmatisierung basieren.
