Das haben sie nie getan und werden sie auch nie tun. Ein Verbot von Einweg-E-Zigaretten wird die Nachfrage nicht beseitigen, sondern sie von regulierten M\u00e4rkten auf den Schwarzmarkt verlagern und dadurch negative, unbeabsichtigte Folgen f\u00fcr die \u00f6ffentliche Gesundheit nach sich ziehen.\u201d<\/em><\/p>\n<p dir=\"ltr\">Das Verbot von Einweg-E-Zigaretten sei kontraproduktiv f\u00fcr die Schadensminderung, erkl\u00e4rt Landl weiter. <em>\u201cEinweg-E-Zigaretten k\u00f6nnen f\u00fcr Raucher, die mit dem Rauchen aufh\u00f6ren wollen, ein entscheidender Zwischenschritt sein. Sie bieten einen einfachen Einstieg, und viele Raucher steigen schlie\u00dflich auf andere Verdampfungsger\u00e4te um. Diesen \u00dcbergang vom Rauchen zum Dampfen so reibungslos wie m\u00f6glich zu gestalten, ist f\u00fcr die \u00f6ffentliche Gesundheit unerl\u00e4sslich. Solange Zigaretten, die bekannterma\u00dfen extrem sch\u00e4dlich sind, weiterhin leicht erh\u00e4ltlich sind, ist ein Verbot einer weniger sch\u00e4dlichen Alternative (95%) unlogisch.\u201d<\/em><\/p>\n<p dir=\"ltr\">Das Verbot zielt darauf ab, \u2018ein hohes Ma\u00df an Gesundheitsschutz zu gew\u00e4hrleisten und insbesondere junge Menschen und Nichtraucher vor nachgewiesenen Gesundheitsrisiken zu sch\u00fctzen\u2019.
