Juli 2023 \u2014 <\/b><span style=\"font-weight: 400;\">Vertreter der 19 internationalen Schadensminderungsgruppen appellierten an den Gesundheitsausschuss des s\u00fcdafrikanischen Parlaments, das Dampfen und andere alternative Nikotinprodukte als Instrumente zur Bek\u00e4mpfung des Rauchens zu bef\u00fcrworten.\u00a0<\/span><\/p>\n<p><b>Der <\/b><a href=\"https:\/\/www.parliament.gov.za\/storage\/app\/media\/Bills\/2022\/B33_2022_Tobacco_Products_and_Electronic_Delivery_Systems_Control_Bill\/B33_2022_Tobacco_Products_and_Electronic_Delivery_Systems_Control_Bill.pdf\" target=\"_blank\" rel=\"noopener\"><b>vorgeschlagener Text <\/b><\/a><b>Der Gesetzentwurf zur Kontrolle von Tabakprodukten und elektronischen Abgabesystemen beabsichtigt, alternative Nikotinprodukte und Verbrennungsprodukte auf die gleiche Weise zu regulieren. <\/b><span style=\"font-weight: 400;\">mit Bestimmungen, die zus\u00e4tzliche Beschr\u00e4nkungen f\u00fcr den Verkauf und die Herstellung von Tabak- und Nikotinprodukten, ein Verbot der Werbung f\u00fcr Tabakerhitzer und Verdampferprodukte, ein Verbot der \u00f6ffentlichen Verwendung von Tabakerhitzern und Verdampfern, die Befugnis des Ministers, Aromaverbote f\u00fcr Tabakerhitzer und Verdampferprodukte zu verh\u00e4ngen, und andere umfassen.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cRauchen ist ein globales Problem und muss dringend und angemessen angegangen werden. Nur in S\u00fcdafrika, <\/span><\/i><a href=\"https:\/\/gsthr.org\/countries\/profile\/zaf\/\" target=\"_blank\" rel=\"noopener\"><i><span style=\"font-weight: 400;\">42.181 Menschen sterben jedes Jahr <\/span><\/i><\/a><i><span style=\"font-weight: 400;\">aufgrund des Tabakkonsums. Die von der s\u00fcdafrikanischen Regierung vorgeschlagenen Ma\u00dfnahmen beinhalten jedoch mehrere Bestimmungen, die die Fortschritte S\u00fcdafrikas im Kampf gegen die Rauchepidemie zunichtemachen und somit das Leben all jener gef\u00e4hrden, die dank der breiten Verf\u00fcgbarkeit alternativer Nikotinprodukte erfolgreich mit dem Rauchen aufgeh\u00f6rt haben.\u201d <\/span><\/i><span style=\"font-weight: 400;\">die in der Eingabe genannten Organisationen.<\/span><\/p>\n<p><b>Die Organisationen pl\u00e4dieren f\u00fcr eine risikobasierte Regulierung und behaupten, dass <\/b><b><i>\u201cIm Sinne der Gesetzgebung sollten Rauchen und Dampfen klar unterschieden und in separaten Bestimmungen geregelt werden, wobei das Dampfen als Mittel zur Reduzierung des Rauchens anerkannt wird.\u201d<\/i><\/b><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cNikotinprodukte sollten entsprechend ihrem Risikoprofil reguliert werden. Wir haben zahlreiche Beispiele gesehen, in denen vollst\u00e4ndige Verbote von Alternativprodukten genau das Gegenteil bewirkt und der \u00f6ffentlichen Gesundheit geschadet haben. Es ist an der Zeit, dass unsere Verantwortlichen anerkennen, dass das Dampfen ein Instrument im Kampf gegen die Rauchepidemie ist und nicht auf dieselbe Weise behandelt werden sollte.\u201d <\/span><\/i><span style=\"font-weight: 400;\">Michael Landl, Direktor der World Vapers&#039; Alliance und einer der Unterzeichner des Antrags, sagte:.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cDieses Gesetz erm\u00e4chtigt den Gesundheitsminister, alle Bereiche zu regeln, die er zum Schutz der Bev\u00f6lkerung f\u00fcr notwendig erachtet. Der Gesundheitsminister h\u00e4tte die Befugnis, festzulegen, wer E-Zigaretten verkaufen darf und wo und wann.
