Februar 2023 hatte ich das Gl\u00fcck, am Webinar der American Vapor Manufacturers mit dem relativ neuen CTP-Direktor Dr. Brian King teilzunehmen. Hier ist eine Zusammenfassung dessen, wor\u00fcber wir bei diesem allerersten Treffen mit unserer Branche gesprochen haben.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Meine wichtigste Erkenntnis aus diesem Webinar war Dr. Kings Eingest\u00e4ndnis, dass es KEINE Jugendepidemie gibt.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Meine Frage an Dr. King bez\u00fcglich ihrer Verwendung des Wortes Epidemie: \u201eCTP bezeichnet das Dampfen unter Teenagern seit 2018 als Epidemie. Ein Wort, das mithilfe von Fokusgruppen gew\u00e4hlt wurde, um die emotionale Reaktion zu verst\u00e4rken. Aber seitdem ist das Dampfen unter Teenagern stark zur\u00fcckgegangen, und heute dampfen weniger als 3% Teenager t\u00e4glich, das ist nicht die Bedeutung des Wortes Epidemie. Weder klinisch, noch wissenschaftlich und nicht im gesunden Menschenverstand. Wie k\u00f6nnen Sie also erwarten, von der \u00d6ffentlichkeit als wissenschaftliche Institution ernst genommen zu werden, wenn Sie weiterhin einen derart v\u00f6llig falschen Begriff verwenden?\u201c\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dr. King antwortete: \u201eJa, ich glaube, Sie sprechen vom CDC, und die FDA hat diese Terminologie nicht verwendet, um die neuesten Sch\u00e4tzungen zum Konsum durch Jugendliche zu verwenden. Ich muss sagen, \u00e4hm, ich bin ausgebildeter Epidemiologe. Ich bin mir also der Definition einer Epidemie voll bewusst, \u00e4hm, die beispiellos ist, eine Zunahme \u00fcber den erwarteten Basiswert hinaus. Dennoch denke und wei\u00df ich, dass die Wissenschaft einen R\u00fcckgang der Zahl der jugendlichen Nutzer gezeigt hat, und das ist eine gute Sache. In den letzten Jahren haben wir seit dem H\u00f6hepunkt im Jahr 2019 R\u00fcckg\u00e4nge gesehen, es ist immer noch zu hoch. Wir haben zweieinhalb Millionen Kinder, die diese Produkte immer noch verwenden. Und basierend auf dem, was wir bei anderen Produkten bei Kindern sehen, einschlie\u00dflich Zigaretten und rauchfreien Zigaretten und anderen, k\u00f6nnen wir diese niedrigen Werte auch erreichen, wissen Sie, unter 2%, wissen Sie, eins pro 2%.\u201c<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Wir stimmen zwar darin \u00fcberein, dass keine Epidemie vorliegt, weisen jedoch auch darauf hin, dass die FDA das Wort Epidemie erst im Jahr 2021 verwendet hat, also bevor Dr. King seine T\u00e4tigkeit bei der FDA aufnahm.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Die vielleicht bedeutsamste Aussage der Diskussion war, dass King meinte, der R\u00fcckgang des Dampfens unter Teenagern werde es der FDA erleichtern, Dampfprodukte f\u00fcr Erwachsene zuzulassen.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">King wich nat\u00fcrlich vielen unserer Fragen aus und kam wieder auf die Jugendproblematik und die unzureichende Wissenschaft bei PMTA-Antr\u00e4gen zur\u00fcck, konnte uns jedoch keine Klarheit dar\u00fcber verschaffen, warum f\u00fcr das Tabakprodukt von Logic eine MGO-Zulassung vorliegt, das exakt gleiche Produkt mit Menthol jedoch eine MDO-Zulassung abgelehnt wurde.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gregory Conley fragte: \u201eDokumente, die im Rahmen eines k\u00fcrzlichen Gerichtsverfahrens ver\u00f6ffentlicht wurden, zeigen, dass Sie das Office of Science \u00fcberstimmt haben, um die Marktzulassung f\u00fcr Logics Menthol Vaping und Menthol-aromatisierte Vaping-Produkte zu verweigern. Ist es bei CTP \u00fcblich, dass die F\u00fchrung die wissenschaftlichen Experten innerhalb der Agentur \u00fcberstimmt?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Worauf King antwortete: \u201eJa, ich w\u00fcrde also sagen, dass das eine falsche Beschreibung dessen ist, was passiert ist. Es war keine Aufhebung der Entscheidung. Wir haben im Center for Tobacco Products einen formativen Prozess, bei dem Wissenschaftler des Office of Science bestimmte Antr\u00e4ge bewerten. Und sie treffen dann Entscheidungen auf der Grundlage dieser wissenschaftlichen Erkenntnisse und stimmen diese mit den Direktoren ab. Das Office of Science ist auch der Direktor des Center for Tobacco Products. Und in diesem Fall gab es eine erste Bewertung dieser wissenschaftlichen Erkenntnisse und dann gab es weitere wissenschaftliche Diskussionen. Und ich bin von Beruf Wissenschaftler. Das bin ich schon seit vielen, vielen Jahren. Und wir setzten uns zusammen und diskutierten die Vorz\u00fcge der verf\u00fcgbaren wissenschaftlichen Erkenntnisse, die pr\u00e4sentiert wurden. Und nach der Diskussion dieser wissenschaftlichen Erkenntnisse und dieser Vorz\u00fcge wurde entschieden, dass der Antragsteller den Standard nicht erf\u00fcllte.\u201c<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Und obwohl King anerkannte, dass es eine \u201egute Sache\u201c sei, wenn Menschen mit E-Zigaretten mit dem Rauchen aufh\u00f6ren, schien er nicht zu erkennen, dass die Schlie\u00dfung von E-Zigaretten-Shops durch die Ablehnung von 99,99% der Antr\u00e4ge nicht mehr Rauchern beim Umstieg helfen wird.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ich wei\u00df es zu sch\u00e4tzen, dass sich Dr. King die Zeit f\u00fcr uns genommen hat und hoffe, dass er dies auch in Zukunft tun wird.
