In dritter Lesung stimmte der Legislativ-Yuan dem Verbot zu. <\/span><a href=\"https:\/\/www.cna.com.tw\/news\/aipl\/202301125005.aspx\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">abgestimmt<\/span><\/a><span style=\"font-weight: 400;\"> f\u00fcr die \u00c4nderungen des \u2018Tabakgefahrenpr\u00e4ventionsgesetzes\u2019, die ein Verbot von E-Zigaretten, die Regulierung des Gebrauchs von erhitzten Tabakprodukten und die Anhebung des Mindestalters f\u00fcr Raucher von 18 auf 20 Jahre vorsehen.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Das neue Gesetz erw\u00e4hnt das Dampfen nicht direkt, sondern f\u00fchrt den Begriff \u201ctabak\u00e4hnliche Produkte\u201d ein. Herstellung, Verkauf und Vertrieb solcher Produkte sind strengstens verboten. Das Gesetz sieht zudem hohe Geldstrafen f\u00fcr illegale E-Zigaretten-H\u00e4ndler vor, mit einer H\u00f6chststrafe von 105 Millionen NT$.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Michael Landl, Direktor der World Vapers&#039; Alliance, bezeichnete das heutige Verbot des Dampfens als eine sich anbahnende Katastrophe f\u00fcr die \u00f6ffentliche Gesundheit:<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cWas wir heute in Taiwan erleben, ist das Ergebnis einer verheerenden Desinformationskampagne zur Schadensminimierung. Dampfen ist deutlich weniger sch\u00e4dlich als Rauchen und hat das Potenzial, Tausende von Leben in Taiwan zu retten. Die Geschichte hat zudem gezeigt, dass Verbote und Prohibitionen nicht funktionieren. Ein Verbot des Dampfens wird Tausende von Menschen nur wieder zum Rauchen oder auf den Schwarzmarkt treiben. Wenn wir eine rauchfreie Gesellschaft erreichen wollen, m\u00fcssen wir die Schadensminimierung im Tabakkonsum f\u00f6rdern, nicht zerst\u00f6ren. Die heutige Entscheidung der taiwanesischen Abgeordneten ist ein katastrophaler Fehler f\u00fcr die \u00f6ffentliche Gesundheit des Landes.\u201d<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Der Exekutiv-Yuan verabschiedete im Januar des vergangenen Jahres den Entwurf einer \u00c4nderung des Gesetzes zur Verh\u00fctung von Tabakgefahren, nachdem es zuvor bereits viele Versuche gegeben hatte, den Gebrauch von E-Zigaretten zu regulieren.\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cStatt kategor Verbote muss die Regulierung auf wissenschaftlichen Erkenntnissen und den Erfahrungen von Millionen von Konsumenten basieren. Weniger sch\u00e4dliche Produkte m\u00fcssen anders behandelt werden als Zigaretten. Taiwan sollte sich an Vorreitern der Schadensminimierung wie Gro\u00dfbritannien oder Schweden orientieren, die das Dampfen f\u00f6rdern, anstatt es zu bek\u00e4mpfen\u201d, f\u00fcgte Landl hinzu.\u00a0<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cBei der Tabakschadensminderung geht es um Geld und Macht, und ich hoffe, dass jeder Bef\u00fcrworter der Tabakschadensminderung und des Dampfens diesen Kampf in seinem Land gewinnt.
